What effect does political instability in the form of a potential secession from a political union have on business formation? Using newly collected data on business creation, we show that entrepreneurial activity in Ireland in the late nineteenth century was much lower than Scotland, and this divergence fluctuated over time. Several factors may have contributed to this, but we argue that political uncertainty about the prospect of a devolved government in Ireland played a role. The effects were most acute in the North of Ireland, the region that was most concerned by potential changes.

Objective
The incidence of infections from extended-spectrum β-lactamase (ESBL)–producing Enterobacterales (ESBL-E) is increasing in the United States. We describe the epidemiology of ESBL-E at 5 Emerging Infections Program (EIP) sites.
MethodsDuring October–December 2017, we piloted active laboratory- and population-based (New York, New Mexico, Tennessee) or sentinel (Colorado, Georgia) ESBL-E surveillance. An incident case was the first isolation from normally sterile body sites or urine of Escherichia coli or Klebsiella pneumoniae/oxytoca resistant to ≥1 extended-spectrum cephalosporin and nonresistant to all carbapenems tested at a clinical laboratory from a surveillance area resident in a 30-day period. Demographic and clinical data were obtained from medical records. The Centers for Disease Control and Prevention (CDC) performed reference antimicrobial susceptibility testing and whole-genome sequencing on a convenience sample of case isolates.
ResultsWe identified 884 incident cases. The estimated annual incidence in sites conducting population-based surveillance was 199.7 per 100,000 population. Overall, 800 isolates (96%) were from urine, and 790 (89%) were E. coli. Also, 393 cases (47%) were community-associated. Among 136 isolates (15%) tested at the CDC, 122 (90%) met the surveillance definition phenotype; 114 (93%) of 122 were shown to be ESBL producers by clavulanate testing. In total, 111 (97%) of confirmed ESBL producers harbored a blaCTX-M gene. Among ESBL-producing E. coli isolates, 52 (54%) were ST131; 44% of these cases were community associated.
ConclusionsThe burden of ESBL-E was high across surveillance sites, with nearly half of cases acquired in the community. EIP has implemented ongoing ESBL-E surveillance to inform prevention efforts, particularly in the community and to watch for the emergence of new ESBL-E strains.
Respiratory syncytial virus hospitalisation trends in children with haemodynamically significant heart disease, 1997–2012

Objective
The aim of the study was to evaluate the trends in respiratory syncytial virus-related hospitalisations and associated outcomes in children with haemodynamically significant heart disease in the United States of America.
Study designThe Kids’ Inpatient Databases (1997–2012) were used to estimate the incidence of respiratory syncytial virus hospitalisation among children ⩽24 months with or without haemodynamically significant heart disease. Weighted multivariable logistic regression and chi-square tests were used to evaluate the trends over time and factors associated with hospitalisation, comparing eras before and after publication of the 2003 American Academy of Pediatrics palivizumab immunoprophylaxis guidelines. Secondary outcomes included in-hospital mortality, morbidity, length of stay, and cost.
ResultsOverall, 549,265 respiratory syncytial virus-related hospitalisations were evaluated, including 2518 (0.5%) in children with haemodynamically significant heart disease. The incidence of respiratory syncytial virus hospitalisation in children with haemodynamically significant heart disease decreased by 36% when comparing pre- and post-palivizumab guideline eras versus an 8% decline in children without haemodynamically significant heart disease (p<0.001). Children with haemodynamically significant heart disease had higher rates of respiratory syncytial virus-associated mortality (4.9 versus 0.1%, p<0.001) and morbidity (31.5 versus 3.5%, p<0.001) and longer hospital length of stay (17.9 versus 3.9 days, p<0.001) compared with children without haemodynamically significant heart disease. The mean cost of respiratory syncytial virus hospitalisation in 2009 was $58,166 (95% CI:$46,017, $70,315).
ConclusionsThese data provide stakeholders with a means to evaluate the cost–utility of various immunoprophylaxis strategies.

We develop a robust Bayesian model to derive peculiar velocities and Fundamental Plane (FP) distances for a subsample of 9000 galaxies from the 6dF Galaxy Survey (6dFGS). These galaxies form the basis of 6dFGSv, the largest and most uniform galaxy peculiar-velocity sample to date. We perform a Bayesian analysis of the data set as a whole, determining cosmological parameters from the peculiar-velocity field (e.g., fitting β and the bulk flow), by comparing to the field predicted from the redshift survey and assuming that the galaxy distribution traces the matter distribution.

The 6dF Galaxy Survey (6dFGS) is an all-southern-sky galaxy survey, including 125,000 redshifts and a Fundamental Plane (FP) subsample of 10,000 peculiar velocities. This makes 6dFGS the largest peculiar-velocity sample to date. We have fitted the FP with a tri-variate Gaussian model using a maximum-likelihood approach, and derive the Bayesian probability distribution of the peculiar velocity for each of the 10,000 galaxies. We fit models of the velocity field, including comparisons to the field predicted from the redshift-survey density field, to derive the values of the redshift-space distortion parameter β, the bulk flow and the residual bulk flow in excess of that predicted from the density field. We compare these results to those derived by other authors and discuss the cosmological implications.

We have measured Fundamental Plane (FP) parameters in the 2MASS J, H and K passbands for 10,000 ellipticals, lenticulars and early-type spiral bulges in the 6dF Galaxy Survey (6dFGS) – a spectroscopic survey of the southern sky with |b| > 10° (Jones et al. 2009). 6dFGS provides a large near-infrared-selected sample of galaxies for accurately determining the NIR FP and investigating the trends in the FP with stellar population, morphology and environment.

A reliable method for rearing the subterranean summer morph of the sugarbeet root aphid, Pemphigus betae Doane, is described. Field-collected aphids were reared using hydroponic growth pouches that allowed exposed root tissue to be fed on by P. betae. The aphid has been maintained in continuous culture for over 3 years. Open pouches were subsequently modified with cages to provide more successful mass rearing. Cages placed on the pouch were devised to provide an arena that concentrated aphids on one area of the pouch, minimized wandering behavior, and ensured a more vigorous colony. During a 10-week mass rearing experiment, caged pouches consistently averaged 120.8 ± 9.6(se) aphids per cage (fourth instars and adults) following 2-week incubation periods. Caged pouches also were used to isolate individual aphids for development and fecundity studies. Age-specific life tables were developed for P. betae using both open pouches at 20°C, and caged pouches at 24°C. Although the intrinsic rate of increase (rm) was lower at 20°C on a daily time scale (rm = 0.2314 versus 0.2591), rm was significantly greater at 20°C on a degree-day (DD > 7.6°C) time scale (rm = 0.0187 versus 0.0158). The difference on a DD basis resulted primarily from a longer time interval from birth to first reproduction (TFR) at 24°C(TFR = 158.5 versus 147.1 DD at 20°C). These results corroborate previous experience with P. betae, indicating that 20°C appeared to be an optimum temperature for mass rearing. Stable age distributions for P. betae cohorts were only slightly affected by temperature; on average approximately 55, 22, 11, 7, and 5% of the aphids were first, second, third, and fourth instars, and adults, respectively. Though similar studies have not been reported for other Pemphigus spp., all demographic statistics were characteristic of many foliar-feeding aphids held under similar constant temperature conditions.

Summary
Context
This Summary for Policymakers presents key findings from the Special Report on Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation (SREX). The SREX approaches the topic by assessing the scientific literature on issues that range from the relationship between climate change and extreme weather and climate events (‘climate extremes’) to the implications of these events for society and sustainable development. The assessment concerns the interaction of climatic, environmental, and human factors that can lead to impacts and disasters, options for managing the risks posed by impacts and disasters, and the important role that non-climatic factors play in determining impacts. Box SPM.1 defines concepts central to the SREX.
The character and severity of impacts from climate extremes depend not only on the extremes themselves but also on exposure and vulnerability. In this report, adverse impacts are considered disasters when they produce widespread damage and cause severe alterations in the normal functioning of communities or societies. Climate extremes, exposure, and vulnerability are influenced by a wide range of factors, including anthropogenic climate change, natural climate variability, and socioeconomic development (Figure SPM.1). Disaster risk management and adaptation to climate change focus on reducing exposure and vulnerability and increasing resilience to the potential adverse impacts of climate extremes, even though risks cannot fully be eliminated (Figure SPM.2). Although mitigation of climate change is not the focus of this report, adaptation and mitigation can complement each other and together can significantly reduce the risks of climate change.
