Managing the marine aquarium trade: is eco-certification the answer?

Global trade in marine ornamental species includes numerous countries; however, 80% of the trade involves exports from the Philippines and Indonesia to the USA. The worldwide import value of marine ornamentals is estimated at US$ 200–330 million annually. Recent concern regarding sustainability and environmental impacts on coral reefs where collection occurs has spurred debate as to how best to monitor, manage and regulate the industry. A certification programme proposed by the Marine Aquarium Council (MAC) has the potential to manage the trade efficiently by minimizing environmental impacts, thus continuing this important source of income for impoverished coastal villagers. The MAC Ecosystem and Fishery Management (EFM) Standard was established to protect fish stocks from overexploitation and will be the most difficult component of the certification programme to implement. Prerequisites for successful EFM in developing nations are local control over fisheries and accurate records to monitor catch. Collector logs were found to be a useful tool to monitor both catch per unit effort (CPUE) and catch composition from collection areas in the Philippines. Comparison of catch composition in two distinct regions of the Philippines indicated that one site was severely overfished while the other was moderately overfished. The Collection Area Management Plan required by the MAC certification programme, combined with the current legal framework in the Philippines allowing for local jurisdiction of reef resources, has the potential to prevent further overfishing in the latter region. Until sufficient ecological data can be obtained, CPUE can provide an effective means to monitor and manage the fishery within the framework of the MAC certification programme. Despite effective management plans in source nations, legislation in receiving nations may be required to help stimulate a strong market demand for certified ornamentals if the MAC certification programme is to be successful.

Summary
Abstract
This paper gives an exposition of the authors' harmonic deformation theory for 3-dimensional hyperbolic cone-manifolds. We discuss topological applications to hyperbolic Dehn surgery as well as recent applications to Kleinian group theory. A central idea is that local rigidity results (for deformations fixing cone angles) can be turned into effective control on the deformations that do exist. This leads to precise analytic and geometric versions of the idea that hyperbolic structures with short geodesics are close to hyperbolic structures with cusps. The paper also outlines a new harmonic deformation theory which applies whenever there is a sufficiently large embedded tube around the singular locus, removing the previous restriction to cone angles at most 2π.

The local rigidity theorem of Weil [Wei60] and Garland [Gar67] for complete, finite volume hyperbolic manifolds states that there is no non-trivial deformation of such a structure through complete hyperbolic structures if the manifold has dimension at least 3. If the manifold is closed, the condition that the structures be complete is automatically satisfied. However, if the manifold is non-compact, there may be deformations through incomplete structures. This cannot happen in dimensions greater than 3 (Garland-Raghunathan [GRa63]); but there are always non-trivial deformations in dimension 3 (Thurston [Thu79]) in the non-compact case.
In [HK98] this rigidity theory is extended to a class of finite volume, orientable 3-dimensional hyperbolic cone-manifolds, i.e. hyperbolic structures on 3-manifolds with cone-like singularities along a knot or link.
Eigenvalue estimates and isoperimetric inequalities for cone-manifolds

This paper studies eigenvalue bounds and isoperimetric inequalities for Rieman-nian spaces with cone type singularities along a codimension-2 subcomplex. These “cone-manifolds” include orientable orbifolds, and singular geometric structures on 3-manifolds studied by W. Thurston and others.
We first give a precise definition of “cone-manifold” and prove some basic results on the geometry of these spaces. We then generalise results of S.-Y. Cheng on upper bounds of eigenvalues of the Laplacian for disks in manifolds with Ricci curvature bounded from below to cone-manifolds, and characterise the case of equality in these estimates.
We also establish a version of the Lévy-Gromov isoperimetric inequality for cone-manifolds. This is used to find lower bounds for eigenvalues of domains in cone-manifolds and to establish the Lichnerowicz inequality for cone-manifolds. These results enable us to characterise cone-manifolds with Ricci curvature bounded from below of maximal diameter.
