The Eighth World Congress of Pediatric Cardiology and Cardiac Surgery (WCPCCS) will be held in Washington DC, USA, from Saturday, 26 August, 2023 to Friday, 1 September, 2023, inclusive. The Eighth World Congress of Pediatric Cardiology and Cardiac Surgery will be the largest and most comprehensive scientific meeting dedicated to paediatric and congenital cardiac care ever held. At the time of the writing of this manuscript, The Eighth World Congress of Pediatric Cardiology and Cardiac Surgery has 5,037 registered attendees (and rising) from 117 countries, a truly diverse and international faculty of over 925 individuals from 89 countries, over 2,000 individual abstracts and poster presenters from 101 countries, and a Best Abstract Competition featuring 153 oral abstracts from 34 countries. The purpose of this manuscript is to review the activities related to global health and advocacy that will occur at the Eighth World Congress of Pediatric Cardiology and Cardiac Surgery.
Acknowledging the need for urgent change, we wanted to take the opportunity to bring a common voice to the global community and issue the Washington DC WCPCCS Call to Action on Addressing the Global Burden of Pediatric and Congenital Heart Diseases. A copy of this Washington DC WCPCCS Call to Action is provided in the Appendix of this manuscript. This Washington DC WCPCCS Call to Action is an initiative aimed at increasing awareness of the global burden, promoting the development of sustainable care systems, and improving access to high quality and equitable healthcare for children with heart disease as well as adults with congenital heart disease worldwide.

Breakthrough Listen is a 10-yr initiative to search for signatures of technologies created by extraterrestrial civilisations at radio and optical wavelengths. Here, we detail the digital data recording system deployed for Breakthrough Listen observations at the 64-m aperture CSIRO Parkes Telescope in New South Wales, Australia. The recording system currently implements two modes: a dual-polarisation, 1.125-GHz bandwidth mode for single-beam observations, and a 26-input, 308-MHz bandwidth mode for the 21-cm multibeam receiver. The system is also designed to support a 3-GHz single-beam mode for the forthcoming Parkes ultra-wideband feed. In this paper, we present details of the system architecture, provide an overview of hardware and software, and present initial performance results.

Background
Treatment-resistant depression (TRD) is the most problematic outcome of depression in terms of functional impairment, suicidal thoughts and decline in physical health.
AimsTo investigate the genetic predictors of TRD using a genome-wide approach to contribute to the development of precision medicine.
MethodA sample recruited by the European Group for the Study of Resistant Depression (GSRD) including 1148 patients with major depressive disorder (MDD) was characterised for the occurrence of TRD (lack of response to at least two adequate antidepressant treatments) and genotyped using the Infinium PsychArray. Three clinically relevant patient groups were considered: TRD, responders and non-responders to the first antidepressant trial, thus outcomes were based on comparisons of these groups. Genetic analyses were performed at the variant, gene and gene-set (i.e. functionally related genes) level. Additive regression models of the outcomes and relevant covariates were used in the GSRD participants and in a fixed-effect meta-analysis performed between GSRD, STAR*D (n = 1316) and GENDEP (n = 761) participants.
ResultsNo individual polymorphism or gene was associated with TRD, although some suggestive signals showed enrichment in cytoskeleton regulation, transcription modulation and calcium signalling. Two gene sets (GO:0043949 and GO:0000183) were associated with TRD versus response and TRD versus response and non-response to the first treatment in the GSRD participants and in the meta-analysis, respectively (corrected P = 0.030 and P = 0.027).
ConclusionsThe identified gene sets are involved in cyclic adenosine monophosphate mediated signal and chromatin silencing, two processes previously implicated in antidepressant action. They represent possible biomarkers to implement personalised antidepressant treatments and targets for new antidepressants.

Background
There is increasing evidence for shared genetic susceptibility between schizophrenia and bipolar disorder. Although genetic variants only convey subtle increases in risk individually, their combination into a polygenic risk score constitutes a strong disease predictor.
AimsTo investigate whether schizophrenia and bipolar disorder polygenic risk scores can distinguish people with broadly defined psychosis and their unaffected relatives from controls.
MethodUsing the latest Psychiatric Genomics Consortium data, we calculated schizophrenia and bipolar disorder polygenic risk scores for 1168 people with psychosis, 552 unaffected relatives and 1472 controls.
ResultsPatients with broadly defined psychosis had dramatic increases in schizophrenia and bipolar polygenic risk scores, as did their relatives, albeit to a lesser degree. However, the accuracy of predictive models was modest.
ConclusionsAlthough polygenic risk scores are not ready for clinical use, it is hoped that as they are refined they could help towards risk reduction advice and early interventions for psychosis.

Summary
The years leading up to the preparation of this volume were some of history's most intriguing and beguiling as far as the following topics are concerned. While still far from the center of most policy- and law-makers' minds, there can be no doubt that housing-, land-, and property-related deficiencies now occupy a place on the international agendas of many agencies and governments involved in helping to bring peace, stability, and reconciliation to countries emerging from conflict. The agonizingly slow recognition that the resolution of land- and property-related disputes following war is one of the cornerstones of any sustainable peace operation has proven frustrating for those charged with unraveling the chaos of displacement and restoring the rights of survivors.
Yet, even with this small but growing recognition that displaced families and survivors of war should not remain perpetually vanquished, and that rights over property usurped through conflict demand some form of restitution, it is not sufficiently embedded in the understanding that any land or property “solution” requires a measured, integrated, and broad-scale engagement. To produce sustainable property restitution, the machinery driving the justice system, the land administration system, land-use planning, and institutional coherence across all three sectors must function, and in many cases requires complete rebuilding.
The case studies presented here describe a vast body of experience in some of the most challenging environs on the planet. The authors describe the successes and failures, the weaknesses and impenetrable bureaucracy characterizing this field.
Utilizing Quantum Dots to Enhance Solar Spectrum Conversion Efficiencies for Photovoltaics

Silicon-based photovoltaics typically convert less than 30% of the solar spectrum into usable electric power. This study explores the utilization of CdSe based quantum dots as spectral converters that absorb the under utilized UV portion of the solar spectrum and fluoresce at wavelengths near the band-gap of silicon-based solar cells. A flexible 1 mm thick thin-film structure that contains an array of microfluidic channels is designed and fabricated in polydimethylsiloxane (PDMS) using soft-lithographic techniques. The channels are approximately 85 microns wide by 37 microns tall and are filled with a solution containing the quantum dots. The thin-film structure can easily be attached to the surface of a single-junction solar cell. As a result, solar energy striking the coated solar cell with wavelengths less than 450 nm, which would normally experience low conversion efficiency, are absorbed by the quantum dots which fluoresce at 620nm. The high energy photons are converted to photons near the band-gap which increase the overall conversion efficiency of the solar cell. The quantum dots employed in this study are fabricated with a CdSe core (5.2 nm) and a ZnS outer shell and they exhibit a 25 nm hydrodynamic diameter. The UV-VIS spectral transmission properties of PDMS, along with its refractive index, are determined in order to characterize the spectral conversion efficiency of the thin-film structure. A model is developed to predict the optimum path length and concentration of quantum dots required to improve the power output of an amorphous silicon solar cell by 10%.

Summary
ON SEPTEMBER 23, 2004, THE CENTER ON LAW AND SECURITY SPONSORED an open forum at New York University School of Law entitled “Torture: The Legal Road to Abu Ghraib and Beyond.” This event brought together noted experts in the fields of law, academia, and journalism to discuss the implications of the recently released memos and reports on the Bush administration's torture policy. The panelists included defense attorney Joshua Dratel, NYU law professor Stephen Gillers, journalist Anthony Lewis, military lawyer Major Michael Dan Mori, journalist Dana Priest. NYU law professor Burt Neuborne served as moderator. Below are the proceedings from the event.
Burt Neuborne: Montesquieu observed that this is a society dominated by law and legalism. There is no stronger proof of Montesquieu's thesis than the enormous role that lawyers have played in the evolution of the policies on torture that have brought us to this place.
Historically, it is an unfortunate truth that there is no inherent relationship between legalism and decency. The sad fact is that law has been placed in the service of barbarity as often as it has been placed in the service of decency. One has only to look at the role of Nazi lawyers and Nazi judges, the finest trained legal minds in Europe. The German legal profession in the 1930s consisted of the most brilliant collection of lawyers that had ever been put together in any place at any one time.

The ferromagnetic bulk metallic glass (BMG) Nd60Fe30Al10system exhibits extremely large coercivities at low temperature and moderate coercivities near room temperature. The magnetic hardness, as best evidenced by the onset of magnetic irreversibility, was studied in bulk suction-cast and melt-spun alloys with the nominal composition Nd60Fe30Al10. Systematic x-ray diffraction studies of the degree of crystallinity performed as a function of position within the bulk suction-cast samples is found to correlate with the variation in the room-temperature magnetic hysteresis character. X-ray diffraction data clearly shows the presence of both crystallites and amorphous material on the samples' outmost surfaces; the amorphous phase content increases with distance into the cast sample. These results underscore the importance of solidification conditions and attendant nanophase selection, on the resultant magnetic properties of this class of alloys.
