Public preferences for Zika policy and responsibility in the absence of partisan cues

In the absence of partisan ownership of an issue, what factors shape public preferences for federal, state and local policy action? The Zika virus provides a unique context in which to examine this question, as it is a new threat to public health in the United States and lacks clear partisan ownership. We examine (1) which Zika policies do citizens support, (2) at which level(s) of government and (3) what factors explain citizen assignment of policy responsibility to different levels of government? Using nationally representative survey data, we find that the three most popular policy responses to Zika are travel warnings, research funding and public education, with the federal government being the preferred policy actor. In the absence of clear partisan issue ownership, we find that Republicans are significantly more likely to prefer state policy action, while partisanship has no impact on public preferences for federal or local policy action.

Summary
A hospital has faced significant resource constraints over the last five years. After making significant cuts in administrative costs, the hospital senior management team is exploring revenue-generating options to help fund its clinical programs. One option under consideration involves renting cafeteria space to a popular fast-food restaurant. In the past, hospital cardiologists and endocrinologists have opposed similar proposals on the grounds that offering fast food is inconsistent with the hospital's patient care mission and its national reputation in the treatment of cardiac disease and non-insulin-dependent diabetes. The Clinical Operations Committee, which includes clinical and administrative leaders from across the organization, considers whether it should support or oppose the current proposal.
Mr. A is a 62-year-old male, who presents at the emergency department with severe chest pain. Mr. A is stabilized and diagnostic tests indicate triple vessel coronary artery disease. Bypass surgery is recommended. Prior to admission, it is discovered that Mr. A is a non-resident on a short visit to his son, who immigrated four years ago. As a non-resident, Mr. A is not covered by the national public health insurance plan and he did not purchase medical insurance for his trip. Neither he nor his son has the financial resources to pay for the bypass surgery. Although Mr. A is sufficiently stable to survive a flight home, he would not have access to the necessary medical treatment in his home country. The treating clinician wonders if the hospital should cover the cost of the surgery.
Peer to peer sexual harassment in early adolescence: A developmental perspective

The goal of this study was to examine sexual harassment in early adolescence. Available data indicate that peer to peer sexual harassment is prevalent in high school and is associated with psychosocial problems for both victims and perpetrators. For the present study, we adopted a developmental contextual model to examine the possibility that this behavior develops during the late elementary and middle school years and is linked to the biological and social changes that occur at this time. Youths from Grades 6–8 (N = 1,213) enrolled in seven elementary and middle schools in a large south-central Canadian city were asked to report on their sexual harassment behaviors with same- and cross-gender peers; their pubertal development, and the gender composition of their peer network. The results revealed that cross-gender harassment was distinct from same-gender harassment, increased in frequency from Grade 6 to Grade 8, and was linked to pubertal maturation and participation in mixed-gender peer groups. The implications of a developmental contextual model for understanding the emergence of this problematic behavior in adolescence are discussed.

Summary
The romantic preoccupations of adolescent youth – meeting potential partners, negotiating new situations, and learning the norms and nuances of love relationships – are central to the social activities of North American youth. In this new venture, adolescents find that it is their peers who are most willing to share in their desire to sort through the subtleties that characterize dating, love, and romance. Not only do friends act as a major conduit for romantic relationships, they typically are the romantic partners! In view of this overlap, the goal of this chapter is to explore the linkages between adolescents' romantic relationships and those with their peers. We focus particularly on development in early adolescence since the emergence of romantic relationships is characteristic of this time.
In adolescence, peer relationships undergo substantial differentiation, as the distinction between dyads and groups becomes increasingly important. Adolescents' peer relationships include small cliques of close friends and larger peer networks, as well as one-on-one friendships (Blyth, Hill, & Thiel, 1982). Whether peer relationships are dyadic or group-based likely shapes their links with romantic relationships, and we will attend to these differences in this chapter. We also recognize that children can be more or less successful in their peer relationships (Parker & Asher, 1987).
Home-based versus hospital-based care for serious mental illness: Controlled cost-effectiveness study over four years

Background
The Daily Living Programme (DLP) offered intensive home-based care with problem-centred case management for seriously mentally ill people facing crisis admission to the Maudsley Hospital, London. The cost-effectiveness of the DLP was examined over four years.
MethodA randomised controlled study examined cost-effectiveness of DLP versus standard in/out-patient hospital care over 20 months, followed by a randomised controlled withdrawal of half the DLP patients into standard care. Three patient groups were compared over 45 months: DLP throughout the period, DLP for 20 months followed by standard care, and standard care throughout. Bivariate and multivariate analyses were conducted (the latter to standardise for possible inter-sample differences stemming from sample attrition and to explore sources of within-sample variation).
ResultsThe DLP was more cost-effective than control care over months 1–20, and also over the full 45-month period, but the difference between groups may have disappeared by the end of month 45.
ConclusionsThe reduction of the cost-effectiveness advantage for home-based care was perhaps partly due to the attenuation of DLP care, although sample attrition left some comparisons under-powered.
