Operationalising positive tipping points towards global sustainability

Non-technical summary
Transforming towards global sustainability requires a dramatic acceleration of social change. Hence, there is growing interest in finding ‘positive tipping points’ at which small interventions can trigger self-reinforcing feedbacks that accelerate systemic change. Examples have recently been seen in power generation and personal transport, but how can we identify positive tipping points that have yet to occur? We synthesise theory and examples to provide initial guidelines for creating enabling conditions, sensing when a system can be positively tipped, who can trigger it, and how they can trigger it. All of us can play a part in triggering positive tipping points.
Technical summaryRecent work on positive tipping points towards sustainability has focused on social-technological systems and the agency of policymakers to tip change, whilst earlier work identified social-ecological positive feedbacks triggered by diverse actors. We bring these together to consider positive tipping points across social-technological-ecological systems and the potential for multiple actors and interventions to trigger them. Established theory and examples provide several generic mechanisms for triggering tipping points. From these we identify specific enabling conditions, reinforcing feedbacks, actors and interventions that can contribute to triggering positive tipping points in the adoption of sustainable behaviours and technologies. Actions that can create enabling conditions for positive tipping include targeting smaller populations, altering social network structure, providing relevant information, reducing price, improving performance, desirability and accessibility, and coordinating complementary technologies. Actions that can trigger positive tipping include social, technological and ecological innovations, policy interventions, public investment, private investment, broadcasting public information, and behavioural nudges. Positive tipping points can help counter widespread feelings of disempowerment in the face of global challenges and help unlock ‘paralysis by complexity’. A key research agenda is to consider how different agents and interventions can most effectively work together to create system-wide positive tipping points whilst ensuring a just transformation.

In recent years, a variety of efforts have been made in political science to enable, encourage, or require scholars to be more open and explicit about the bases of their empirical claims and, in turn, make those claims more readily evaluable by others. While qualitative scholars have long taken an interest in making their research open, reflexive, and systematic, the recent push for overarching transparency norms and requirements has provoked serious concern within qualitative research communities and raised fundamental questions about the meaning, value, costs, and intellectual relevance of transparency for qualitative inquiry. In this Perspectives Reflection, we crystallize the central findings of a three-year deliberative process—the Qualitative Transparency Deliberations (QTD)—involving hundreds of political scientists in a broad discussion of these issues. Following an overview of the process and the key insights that emerged, we present summaries of the QTD Working Groups’ final reports. Drawing on a series of public, online conversations that unfolded at www.qualtd.net, the reports unpack transparency’s promise, practicalities, risks, and limitations in relation to different qualitative methodologies, forms of evidence, and research contexts. Taken as a whole, these reports—the full versions of which can be found in the Supplementary Materials—offer practical guidance to scholars designing and implementing qualitative research, and to editors, reviewers, and funders seeking to develop criteria of evaluation that are appropriate—as understood by relevant research communities—to the forms of inquiry being assessed. We dedicate this Reflection to the memory of our coauthor and QTD working group leader Kendra Koivu.1

Accurate assessments of population sizes and trends are fundamental for effective species conservation, particularly for social and long-lived species in which low reproductive rates, aging demographic structure and Allee effects could interact to drive rapid population declines. In the parrots (Order Psittaciformes) these life history characteristics have combined with habitat loss and capture for the pet trade to lead to widespread endangerment, with over 40% of species classified under some level of threat. Here we report the results of a population survey of one such species, the Yellow-naped Amazon, Amazona auropalliata, that is classified as ‘Endangered’ on the IUCN Red List. We conducted a comprehensive survey in June and July of 2016 of 44 night roosts of the populations in contiguous Pacific lowlands of northern Costa Rica and southern Nicaragua and compared numbers in Costa Rica to those found in a similar survey conducted in June 2005. In 2016 we counted 990 birds across 25 sites surveyed in Costa Rica and 692 birds across 19 sites surveyed in Nicaragua for a total population estimate of only 1,682 birds. Comparisons of 13 sites surveyed in both 2005 and 2016 in Costa Rica showed a strong and statistically significant decline in population numbers over the 11-year period. Assessment of group sizes approaching or leaving roosts indicated that less than 25% of groups consisted of three or more birds; there was a significantly higher proportion of these putative family groups observed in Nicaragua than Costa Rica. Taken together, these results are cause for substantial concern for the health of this species in a region that has previously been considered its stronghold, and suggest that stronger conservation action should be undertaken to protect remaining populations from capture for the pet trade and loss of key habitat.

The dependence of oxygen isotope fractionation on ice growth rate during the freezing of sea water is investigated based on laboratory experiments and field observations in McMurdo Sound, Antarctica. The laboratory experiments were performed in a tank filled with sea water, with sea ice grown under calm conditions at various room temperatures ranging from −5°C to −20°C. In McMurdo Sound, the ice growth rate was monitored using thermistor probes for first-year landfast ice that grew to ∼2 m in thickness. Combining these datasets allows, for the first time, examination of fractionation at a wide range of growth rates from 0.8 × 10−7 to 9.3 × 10−7 m s−1. In the analysis a stagnant boundary-layer model is parameterized using these two independent datasets. As a result, the optimum values of equilibrium pure-ice fractionation factor and boundary-layer thickness are estimated. It is suggested that a regime shift may occur at a growth rate of ∼2.0 × 10−7 m s−1. A case study on sea ice in the Sea of Okhotsk, where the growth rate is modeled by coupling the thermodynamic properties of the sea ice with meteorological data, demonstrates the utility of the fitted models.

Aim
To describe treatment and referral patterns and National Health Service resource use in patients with chronic pain associated with low back pain or osteoarthritis, from a Primary Care perspective.
BackgroundOsteoarthritis and low back pain are the two commonest debilitating causes of chronic pain, with high health and social costs, and particularly important in primary care. Understanding current practice and resource use in their management will inform health service and educational requirements and the design and optimisation of future care.
MethodMulti-centre, retrospective, descriptive study of adults (⩾18 years) with chronic pain arising from low back pain or osteoarthritis, identified through primary care records. Five general practices in Scotland, England (two), Northern Ireland and Wales. All patients with a diagnosis of low back pain or osteoarthritis made on or before 01/09/2006 who had received three or more prescriptions for pain medication were identified and a sub-sample randomly selected then consented to an in-depth review of their medical records (n=264). Data on management of chronic pain were collected retrospectively from patients’ records for three years from diagnosis (‘newly diagnosed’ patients) or for the most recent three years (‘established’ patients).
FindingsPatients received a wide variety of pain medications with no overall common prescribing pattern. GP visits represented the majority of the resource use and ‘newly diagnosed’ patients were significantly more likely to visit their GP for pain management than ‘established’ patients. Although ‘newly diagnosed’ patients had more referrals outside the GP practice, the number of visits to secondary care for pain management was similar for both groups.
ConclusionThis retrospective study confirmed the complexity of managing these causes of chronic pain and the associated high resource use. It provides an in-depth picture of prescribing and referral patterns and of resource use.

There is increasing demand for the implementation of effects-based monitoring and surveillance (EBMS) approaches in the Great Lakes Basin to complement traditional chemical monitoring. Herein, we describe an ongoing multiagency effort to develop and implement EBMS tools, particularly with regard to monitoring potentially toxic chemicals and assessing Areas of Concern (AOCs), as envisioned by the Great Lakes Restoration Initiative (GLRI). Our strategy includes use of both targeted and open-ended/discovery techniques, as appropriate to the amount of information available, to guide a priori end point and/or assay selection. Specifically, a combination of in vivo and in vitro tools is employed by using both wild and caged fish (in vivo), and a variety of receptor- and cell-based assays (in vitro). We employ a work flow that progressively emphasizes in vitro tools for long-term or high-intensity monitoring because of their greater practicality (e.g., lower cost, labor) and relying on in vivo assays for initial surveillance and verification. Our strategy takes advantage of the strengths of a diversity of tools, balancing the depth, breadth, and specificity of information they provide against their costs, transferability, and practicality. Finally, a series of illustrative scenarios is examined that align EBMS options with management goals to illustrate the adaptability and scaling of EBMS approaches and how they can be used in management decisions.

Significant new opportunities for astrophysics and cosmology have been identified at low radio frequencies. The Murchison Widefield Array is the first telescope in the southern hemisphere designed specifically to explore the low-frequency astronomical sky between 80 and 300 MHz with arcminute angular resolution and high survey efficiency. The telescope will enable new advances along four key science themes, including searching for redshifted 21-cm emission from the EoR in the early Universe; Galactic and extragalactic all-sky southern hemisphere surveys; time-domain astrophysics; and solar, heliospheric, and ionospheric science and space weather. The Murchison Widefield Array is located in Western Australia at the site of the planned Square Kilometre Array (SKA) low-band telescope and is the only low-frequency SKA precursor facility. In this paper, we review the performance properties of the Murchison Widefield Array and describe its primary scientific objectives.
Effects of high altitude and exercise on plasma erythropoietin in equids

To help resolve the mechanistic bases for haematological adaptations (~28% increase in red blood cell volume) of equids to high altitude (3800 m, barometric pressure Pb, 487 mm Hg) and exercise, plasma erythropoietin concentration ([EPO]) was measured at rest and following exercise in six, moderately fit equids (four Arabians, one Quarter Horse and one Shetland Pony; four females and two males; age 9.0 ± 4.5 years (mean ± SD)). [EPO] was measured on 2 days at 225 m (i.e. ~sea level; Pb, 743 mm Hg), over the course of a 10-day altitude exposure, and then again for 2 days after return to sea level. A standard track exercise test (submaximal, speed set-to-heart rate of 110 (trot), 150 (canter), 180 (gallop) bpm) was performed 2 days pre-high-altitude exposure and on three separate days at high altitude. In addition, a maximal incremental exercise test was performed on a high-speed motor-driven treadmill at sea level and 2 days following return to sea level from high altitude. Resting [EPO] increased from 28 ± 29 at sea level to 144 ± 46 mU ml− 1 (P < 0.05) on the first day at high altitude. By day 2 at high altitude, [EPO] had returned to baseline (31 ± 24 mU ml− 1, P>0.05 vs. pre-high altitude) and did not change over the remaining 8 days at high altitude nor over the 2 days after return to sea level. [EPO] was not significantly altered by acute exercise at sea level or at 3800 m. These results indicate that [EPO] increases rapidly (though transiently) in response to hypobaric hypoxia but not to acute exercise, and that exercise does not appear to potentiate the altitude response. Thus, if any [EPO]-derived haematological adaptations to high altitude are present, these appear to result from a transient ~4-fold elevation of [EPO] rather than any sustained increase in this signalling mechanism, at least in the equid.

Transiting Planets in the Galactic Bulge from SWEEPS Survey and Implications

The SWEEPS (Sagittarius Window Eclipsing Extrasolar Planet Search) program was aimed at detecting planets around stars in the Galactic bulge, not only to determine their physical properties, but also to determine whether the properties of planets found in the solar neighborhood, such as their frequency and the metallicity dependence, also hold for the planets in the Galactic bulge. We used the Hubble Space Telescope to monitor 180,000 F, G, K, and M dwarfs in the Galactic bulge continuously for 7 days in order to look for transiting planets. We discovered 16 candidate transiting extrasolar planets with periods of 0.6 to 4.2 days, including a possible new class of ultra-short period planets (USPPs) with P < 1 day. The facts that (i) the coverage in the monitoring program is continuous, (ii) most of the stars are at a known distance (in the Galctic bulge), (iii) monitoring was carried out in 2 passbands, and (iv) the images have high spatial resolution, were crucial in minimizing and estimating the false positive rates. We estimate that at least 45% of the candidates are genuine planets. Radial velocity observations of the two brightest host stars further support the planetary nature of the transiting companions. These results suggest that the planet frequency in the Galactic bulge is similar to that in the solar neighborhood. They also suggest that higher metallicity favors planet formation even in the Galactic bulge. The USPPs occur only around low-mass stars which may suggest that close-in planets around higher-mass stars are irradiately evaporated, or that planets are able to migrate to and survive in close-in orbits only around such old and low-mass stars.

In 2004 the Sagittarius Window Eclipsing Extrasolar Planet Search (SWEEPS) project undertook a very deep ACS/WFC exposure-set of the Sgr-I low-reddening window in the Galactic Bulge, with repeat observations 2.04 years later. The combination of superb first-epoch sampling, wide field of view and high PSF stability of ACS/WFC on Hubble allows proper motions to be extracted for more than 137,000 objects, over 85,000 to accuracy better than 0.3 mas yr−1. We present these proper motions and outline some of the uses to which they have been put, including the separation of a pure-Bulge sample and the inner Galactic rotation curve.

This work reports on the mechanical properties of nanocrystalline NiAI materials. Mechanically- milled NiAl with and without Al2O3 additions was forged to 94% of the theoretical density of stoicheometric NiAl at < 0.5 Tm in air. Mechanical properties were investigated by microhardness measurements and the Miniaturized Disk-Bend Test (MDBT). Analysis of the hardness data indicates that most of the compression strengthening is due to the refined microstructure. MDBT results are consistent with tensile tests indicating that the tensile strength is controlled by the strength of grain boundaries.
