By means of reckoning appropriate to such interdependence [as that of input-output analysis], the quantification can do much to clarify otherwise elusive structural relations. These relations, moreover, may be consequential for one or another practical purpose.

The outcome of years of technical change within the economy of the United States is impressive, and of great importance in interpreting the economic performance of the 1990s (and before) and the early twentyfirst century. Macrodynamic statistics are both indicative and provocative, but they do not tell the story of what has been going on within the economy. The purpose of the present paper is to investigate some of the internal workings of information technology (IT) through the eyes of the input-output accounts for 1972 to 1996.
Semi-annually, the Bureau of Labor Statistics publishes International Comparisons of Manufacturing Productivity and Unit Labor Cost Trends. In its release of October 17, 2000, it reports the percentage change in manufacturing output per hour during 1999. The bar for the United States in figure 17.1, covering comparable data for ten major industrial countries, shows a towering figure of 6.2% growth for 1999, far above the other bars.
It has not always been so, but in many respects the performance of the US economy in the 1990s has been excellent in producing record non-infiationary output expansion, and much of this success rests upon the productivity performance of the economy.

Propagation Problems
There is no doubt in my mind that the most important paper in Ragnar Frisch's impressive bibliography is his paper on “dynamic economics” in the Cassel Festschrift (Frisch, 1933). I cannot imagine a course of lectures in macroeconomics that would omit significant consideration of that paper. For me it is simply a favorite, and for many it is his most celebrated work.
There are problems with that paper, at the levels of specification and empirical measurement, but the conceptual contribution was overwhelming - to look at the dynamics of the macroeconomy in terms of an internal mechanism related to economic response characteristics and an external mechanism related to random shocks. In later treatments of this subject we have come to rely more heavily on nonrandom exogenous impulses, to a large extent caused by economic policy, but they can easily be incorporated into Frisch's framework.

Ever since protectionist tendencies began to appear on an increasing scale during the 1970s, Project LINK has tried to estimate the effects on the world economy. At first, there was general consideration of the effects of the increased tariffs (see Klein and Su, 1979). Not surprisingly, the system validated the arguments in favor of free trade, in the sense that protectionism generated overall economic loss in the form of reduced global production and trade volume. The microeconomic effects of trade barriers are argued to be welfare losses and departures from (Pareto) optimality. It was, however, the objective of LINK to examine the macroeconomic effects.
Trade barriers extend far beyond the imposition of tariffs, but, for understandable reasons of quantification and also ease of computation, tariff changes served as the instrument of protectionism. In principle, non-tariff barriers to international trade can be approximated by a corresponding tariff rate, but we did not undertake the extensive analysis that would be necessary to pair non-tariff and tariff barriers.
For the present exercise, tariffs are imposed on total imports of given groups of countries, specifically, the EEC (Common Market) and the ROW (Rest of the World). On occasion, within the context of LINK simulations we have further examined tariff influences on classes of imports, manufactures, e.g., crude oil, or combinations excluding some primary products (see Klein, Pauly, and Petersen, 1987).
