Summary
Climate change is one of the biggest challenges of our times. Climate change will drive millions out of their homes in the years and decades to come. Yet global action lags behind.
This research elicited the intricacies of a more than two-decade-long strive toward the recognition of the impact of climate change on human mobility. The lack of agreement over terminology to designate those who are – and will be – on the move due to the adverse effects of climate change is indicative of underlying disagreements as to the causal relationship between climate change and human mobility on the one hand and over the forced versus voluntary character of the movement on the other hand. Various organizations, such as the UNHCR or the IOM, which are key actors in this area, have developed working definitions for their own purposes, which squarely fit into the specificities of their respective mandates. These are just two examples of the many definitional attempts, some of which focus on climate/environmental migration, while others look at people on the move through the disaster rather than the climate change lens.
