THE EFFECT OF THE POXVIRUS OF THE SPRUCE BUDWORM, CHORISTONEURA FUMIFERANA (LEPIDOPTERA: TORTRICIDAE), ON MAMMALS AND BIRDS1

Laboratory-bred rats and mice fed heavy doses of the poxvirus of the spruce budworm showed no ill effects and made normal weight gains as compared with controls over a period of 8 weeks, and no deaths occurred in the treated groups. Laboratory and wild mammals exposed to aerial spray in open-topped cages similarly showed no adverse effects. Population densities, fecundity, and other pertinent life history parameters of small mammals and birds were studied relative to treatment of a forest with the poxvirus for control of spruce budworm. There were no observable interactions between these small vertebrates and the virus. It is concluded that, from the standpoint of homoiothermic vertebrates, the virus is a safe insecticide.

This report describes the evaluation methodology of the Tri-Ministry Study—a school-based trial evaluating the effectiveness of three universal programs: (a) a classwide social skills program (SS), (b) a partner reading program (RE); and, (c) a combination of both (SS & RE), to reduce and prevent behavioural maladjustment among children in the primary division (up to grade 3) of Ontario schools. The trial was done between 1991 and 1995. Sixty schools in 11 boards of education took part and were assigned randomly to program(s) during the study. Contributing to the evaluation database are detailed follow-up assessments (observations, ratings, and standard tests) on 2439 children. Three-level growth trajectory models are used to evaluate program effects. The analysis presented for illustration in this report focuses on reading achievement measured by the Wide Range Achievement Test. This report describes program effects of the Tri-Ministry Study—a school-based, longitudinal trial carried out over a 5-year period to assess the effectiveness of classwide social skills training (SS), partner reading (RE), and a combination of both (SS & RE) to reduce maladjustment among children in the primary division (up to grade 3) of Ontario schools. It also places these effects in the context of other school-based prevention studies and discusses them in view of important methodological and programmatic issues. The incremental effects attributable to the intervention programs were small and sporadic. There were statistically significant increases in prosocial behaviour observed in the playgrounds of intervention schools with no differentiation by program type. Furthermore, there was some evidence—a reduction in teacher and parent-rated externalising problems—that the combination of SS & RE and SS alone may have had modest beneficial effects. A review of nine other school-based studies, which evaluated universally delivered mental health prevention programs in general populations of students, revealed similar mixed results. There are both methodologic and programmatic issues implicated in the weak findings that have been reported to date. These issues need to be addressed to advance knowledge about the potential impact of mental-health prevention initiatives delivered universally through school-based programs. Like other neutral nations of Europe, Spain has been tremendously affected by the war. Though she has not been brought into such close contact with the great struggle as have Holland and the Scandinavian countries, because of her distance from the battlefields and the comparative insignificance of her commercial interests, she has nevertheless felt and is still feeling a great strain, the chief characteristics of which are economic. The cost of living in Spain has increased several fold. This is due in part to the difficulty in obtaining both manfactured articles and coal for her own industries and in part to the great scarcity of agricultural products: the result of the short-sighted policy followed up to the present of exporting food products which should have been retained at home. Though possessed of a greater arable area in proportion to her population than any other country in Europe except Russia, the methods of agricultural production in Spain are wofully deficient. As a result of her own backwardness and her failure to develop either her industrial or her agricultural resources, Spain is now suffering, to a lesser degree possibly, the same inconveniences which are disturbing Germany, France and England: namely, a scarcity of food; and she does not possess the artificial stimulus which those countries have to aid in overcoming it.

When the American government found itself in possession of the newly acquired portions of Spain's colonial empire, and particularly of the Philippines, it was forced to deal with many new and hitherto unfamiliar problems. Social, political and ecclesiastical characteristics were encountered there which were entirely foreign to American governmental traditions, but which were interwoven in the fabric of Philippine institutions and society by three centuries of Spanish rule. Among these was the universally recognized strength and importance of the ecclesiastical power, which in Spanish days had been fostered and protected by the state. Under the new conditions the ecclesiastical organization had to stand by itself, without governmental support.
Probably the most difficult problem which had to be solved was the celebrated friar land question. Thousands of hectares of the best land in the archipelago were owned or held by the religious orders. The friars had held these lands for centuries. The economic effect of these holdings was detrimental on account of the prohibitive rents which were demanded for them. The religious orders would not sell these lands of their own accord, and thus the Filipino agriculturists who desired to utilize them were prevented either from buying or renting. The government was also at a loss, since no taxes were paid on the lands of the church. This state of affairs was held by the American authorities to be inconsistent with the best interests of the Filipino people, and with the ideals of a free government.
