The Early Materialization of Democratic Institutions among the Ancestral Muskogean of the American Southeast

Democratic cooperation is a particularly complex type of arrangement that requires attendant institutions to ensure that the problems inherent in collective action do not subvert the public good. It is perhaps due to this complexity that historians, political scientists, and others generally associate the birth of democracy with the emergence of so-called states and center it geographically in the “West,” where it then diffused to the rest of the world. We argue that the archaeological record of the American Southeast provides a case to examine the emergence of democratic institutions and to highlight the distinctive ways in which such long-lived institutions were—and continue to be—expressed by Native Americans. Our research at the Cold Springs site in northern Georgia, USA, provides important insight into the earliest documented council houses in the American Southeast. We present new radiocarbon dating of these structures along with dates for the associated early platform mounds that place their use as early as cal AD 500. This new dating makes the institution of the Muskogean council, whose active participants have always included both men and women, at least 1,500 years old, and therefore one of the most enduring and inclusive democratic institutions in world history.

Bayesian analysis of radiocarbon (14C) dates in North American archaeology is increasing, especially among archaeologists working in deeper time. However, historical archaeologists have been slow to embrace these new techniques, and there have been only a few examples of the incorporation of calendar dates as informative priors in Bayesian models in such work in the United States. To illustrate the value of Bayesian approaches to sites with both substantial earlier Native American occupations as well as a historic era European presence, we present the results of our Bayesian analysis of 14C dates from the earlier Guale village and the Mission period contexts from the Sapelo Shell Ring Complex (9MC23) in southern Georgia. Jefferies and Moore have explored the Spanish Mission period deposits at this site to better understand the Native American interactions with the Spanish during the 16th and 17th centuries along the Georgia Coast. Given the results of our Bayesian modeling, we can say with some degree of confidence that the deposits thus far excavated and sampled contain important information dating to the 17th-century mission on Sapelo Island. In addition, our modeling of new dates suggests the range of the pre-Mission era Guale village. Based on these new dates, we can now say with some degree of certainty which of the deposits sampled likely contain information that dates to one of the critical periods of Mission period research, the AD 1660–1684 period that ushered in the close of mission efforts on the Georgia Coast.
Commercial channels vs free distribution and screening of agricultural learning videos: A case study from Benin and Mali

Farmers’ access to reliable information is crucial to improving rural livelihoods, food security, and national economies in West Africa. This paper discusses the dynamics of accessing and using agricultural learning videos from commercial channels, vs project and non-project channels in Benin and Mali. Using combinations of different models to assess the effectiveness of agricultural extension programs, the findings showed that farmers were motivated to pay for videos and watch them by themselves, without facilitation. Farmers who watched the videos through project support have also continued to watch on their own if the videos are of interest to them. Nevertheless, farmers were less motivated in the learning process when they received the Digital Video Disc (DVD) free and without support to watch them. We also found that the distribution of learning videos through commercial channels reaches more serious users and increases farmers’ self-determination for learning, and farmers are more motivated to provide feedback than viewers who receive DVDs for free or via project support, Non-Governmental Organizations (NGOs), or farmer organizations. Although buying a DVD is an individual action, they like to watch the videos in groups. After buying the DVD, about 43% of respondent borrowed DVD players and one person in five bought a DVD player to watch the videos. Efforts to promote improved technologies need to expand beyond the conventional focus on research and extension services. Support to agricultural technology dissemination must go beyond assistance to smallholder farmers and NGOs (practical implication). As the private sector has a role to play, both in making technologies available and in teaching farmers how to use them, their contribution would create space for innovation (theoretical implication). Our findings suggest that successful development intervention programs can be sell audiovisual material to farmers, who will use it proactively.

Introduction
The water vole (Arvicola terrestris; Arvicolinae) is a 250–300 g herbivorous rodent that inhabits the banks of freshwater–courses in Britain. In contrast, a fossorial form, Arvicola terrestris scherman, predominates in central Europe, co–existing with the aquatic form in the rest of Europe. The water vole is adapted to live in burrows, to swim and dive. In Britain it is largely associated with steep riverbanks, with abundant grass and layered vegetation (Lawton & Woodroffe, 1991). Woodall (1993) reported that in English Midland rivers such as the Thames, water vole presence was positively correlated with water depth and with the herbs Urtica sp. and Phragmites sp. and negatively correlated with bank height, bank depth and with herbs of the genera Polygonum., Phalaris, Sparganium and Juncus.
Several lines of evidence suggest that water vole populations have been declining in Britain at least since 1900. Jefferies et al. (1989) analysed the data contained in County Mammal Reports and literature from the beginning of the century onwards. These were supplemented by a questionnaire survey and by site descriptions from the Waterways Bird Survey organized by the British Trust for Ornithology (BTO). The literature search showed that, formerly, water voles had often been very abundant in all regions of Britain, except South Wales and Northern Scotland. However, by the late 1980s a general perception prevailed that water voles were becoming less numerous. The use of the word ‘common’ in descriptions of populations decreased from 1900 to 1985.

The application of non-equilibrium transport techniques to Molecular Beam Epitaxy (MBE) grown InSb/InAlSb heterostructure diodes has produced practical devices such as midinfrared LED's and negative luminescent sources that operate at room temperature. By extending the epitaxial growth to vicinal InSb substrates it has been demonstrated that the temperature window for high quality epitaxy can be lowered by ∼12°C, giving greatly improved epilayer morphology. The degree of misorientation needed for given growth temperatures is shown from Atomic Force Microscope (AFM) measurements to be only ∼2°. In addition, the lower growth temperature gives improved dopant activation, lower trap densities and lower reverse bias leakage currents, with consequent benefits to device performance.

Hubble Space Telescope Fine Guidance Sensor 3 can generate sub-milliarcsecond precision parallaxes in eighteen months. We discuss the internal precision and external accuracy of our observations of Proxima Centauri and Barnard's Star. For some classes of targets Hubble Space Telescope will remain the parallax tool of choice for years to come. It can offer 0.5 mas precision. It will remain useful by satisfying urgent needs for quick results, by offering a 13 magnitude dynamic range, and by providing an unparalleled binary dissection capability.

The astrometric capability of the Hubble Space Telescope Planetary Camera (WF/PC1) is investigated, motivated by a study of the internal velocity distribution of globular clusters. The astrometric accuracy of the HST PC will be determined ultimately by 1) the accuracy to which the aberrated images can be ‘centered’, and 2) the accuracy to which the distortions across the PC field can be modeled. A series of overlapping exposures of two clusters, NGC 6752 and M15, are utilized to examine these issues.
We have made use of maximum-likelihood image reconstruction to address the first issue, with good success. Reconstruction improves both the detectability and precision of the image centers. A preliminary exploration of the second issue, that of modeling the distortion across the PC field, is also presented, using positions derived from the multiple overlapping exposures.

The Fine Guidance Sensors (FGSs) are the instrument of choice for most astrometric measurements with the Hubble Space Telescope (HST). The observed amount of spherical aberration in the Ritchey Chretien optical system does not affect positional measurements with perfectly aligned FGSs because they are interferometers. The FGSs combine wavefronts from points in the exit pupil with other points which are at the same radial distance from the optical axis. Asymmetric aberrations such as coma and astigmatism do affect the measured positions. The current knowledge of the HST wavefront error, the FGS operation and the implications for milliarcsecond relative astrometry are discussed. It is still planned to use the HST to tie the HIPPARCOS and VLBI Reference Frames together at the few milliarcsecond level.

The Hubble Space Telescope, a large optical instrument having an aperture of 2.4 meters and a length of 8.8 meters has been developed by the U.S. National Aeronautics and Space Administration in cooperation with the European Space Agency. The Space Shuttle will be used to place the telescope in orbit. The primary astrometric instrument will be one of the three Fine Guidance Sensors which have the capability of measuring the position of one object with respect to another to an accuracy of ±0.″002. To facilitate use of the Hubble Space Telescope, observers will be provided with the Astrometric Data Reduction Software package. The variety of astrometric problems and the several modes of operation are mentioned as well as the cooperative program with the European astrometric satellite project HIPPARCOS.

To anyone familiar with the work of Gabriel Cousin, adaptability is a natural and acceptable phenomenon that has been, and still remains, a feature of his writing for the theatre. As an evolving and creative activity, his dramatic output has expressed his ‘prise de conscience’ on social and political themes for the past thirty years. Since the end of the Second World War when, with the group known as Les Compagnons de la Saint-Jean, Cousin's rôle was to put to paper the collective product of their ideas, he has continued to work on a collaborative basis with producers, musicians, designers and theatre managements. Indeed, the willingness to do so frequently becomes a necessity in view of some of the difficult problems that a production of his plays entail – problems that affect the audience as much as the actors and producers.
