Summary
Aristotle, in Nicomachean Ethics, wrote of the importance of what he called practical wisdom (phronesis) as a key guide to human action. Practical wisdom is the will to do the right thing in a given situation, and the skill to figure out what the right thing is. This chapter discusses what practical wisdom is, and illustrates why it is needed for successful practice in almost all professions. Will is essential because it keeps professionals on track to pursue the proper aims of a profession (eg., healing the sick and easing suffering, in medicine), and skill is important because every situation is different and professionals need empathy, improvisation, good listening, imagination, and perspective taking to find the actions that each situation requires.

Summary
Psychology has learned a good deal about the skills required for wisdom, but in the course of studying the cognitive and affective components of wise judgment, it has largely neglected the moral dimensions of wisdom. In his classic work on “practical wisdom,” Nicomachean Ethics, Aristotle places moral will at the center of his discussion, and points out how skill divorced from will – divorced from virtue and character – can create knavish individuals who will mold institutions that corrupt human character. In this chapter, we discuss the central role that moral will must play in a complete discussion of wisdom. Understanding moral will requires understanding the proper telos of human activities and practices, as well as the virtues of character that people need to remain true to the telos of those practices. We discuss examples of central human practices that go wrong when the telos is neglected but can go right when the telos is embraced and pursued.

There is a great need to develop methods to regulate cellular growth in order to enhance or prevent cell proliferation as needed, to either improve health or prevent disease. In this work we evaluated the adhesion, survival and growth of bone marrow stromal cells on the surface of several new ion beam engineered nano-crystals of ceramic hard coatings such as zirconium, titanium, tantalum and cerium oxides. Cell adhesion and growth on the ceramic coatings were compared to adhesion and growth on a nano-crystalline silver coating which is known to possess antibacterial properties. The initial results of a study to determine the effect of nanocrystalline titanium and silver coating on staphylococcus aureus biofilm growth is also discussed.

The US Policymakers Working on the 1988 Anti-Drug Abuse Act have clearly understood that going after the suppliers of narcotics is only part of the war on drugs; until US domestic demand is diminished, it will be difficult to bring this lucrative and illicit multinational business under control. There is, however, general agreement that something must be done about supply and that interdiction of drug shipments to the United States is only one means. The drug supply war's major focus is the growing, production, and shipment of narcotics within the Third World countries who are the suppliers, particularly in Latin America (Colombia, Mexico, Peru, and Bolivia head the list).
Although there have been occasional attempts to “Americanize” anti-drug operations in Latin America (with the US government assuming drug enforcement functions as it did in Bolivia with Operation Blast Furnace in 1986), the major US option is to support the build-up of the Latin American governments' own drug-fighting capabilities by supplying funds, training, and equipment.

The authors explore the often conflictual bargaining relations between transnational corporations and host governments of less developed countries. They focus particular attention on the conflict that surrounded the creation of the Mexican automobile industry (1960–1964), criticizing and reformulating a current approach to these issues. The argument proceeds in two parts—agenda setting and bargaining power. Each part is organized around a central criticism of the bargaining power approach and provides an alternative formulation which is then applied to an analysis of the bargaining relationship between the Mexican Government and the transnational automobile corporations.

Export promotion has replaced import substitution as the orthodox strategy for economic development. In sectors dominated by transnational corporations, however, such a strategy may run afoul of difficulties not immediately apparent from the neo-classical comparative-advantage perspective that has provided its principal theoretical support. Evidence from the Mexican automobile industry shows that an export promotion policy may face problems of a) demand rigidities in TNC intracompany transfers, b) decision dependency, c) difficulties in enforcing sanctions in cases of recalcitrance, and d) an unequal distribution of benefits between foreign-owned and domestically-owned firms.
