CompLaw: A Coding Protocol and Database for the Comparative Study of Judicial Review

A growing theoretical literature identifies how the process of constitutional review shapes judicial decision-making, legislative behavior, and even the constitutionality of legislation and executive actions. However, the empirical interrogation of these theoretical arguments is limited by the absence of a common protocol for coding constitutional review decisions across courts and time. We introduce such a coding protocol and database (CompLaw) of rulings by 42 constitutional courts. To illustrate the value of CompLaw, we examine a heretofore untested empirical implication about how review timing relates to rulings of unconstitutionality (Ward and Gabel 2019). First, we conduct a nuanced analysis of rulings by the French Constitutional Council over a 13-year period. We then examine the relationship between review timing and strike rates with a set of national constitutional courts in one year. Our data analysis highlights the benefits and flexibility of the CompLaw coding protocol for scholars of judicial review.
If You Pay, Will They Come? Evaluating the Impact of Subsidies on Cessation Outcomes in the Walk or Run to Quit Program

Introduction. Exercise interventions may assist smoking cessation attempts. One such publicly available 10-week program, Walk or Run to Quit (WRTQ), demonstrated success in smoking cessation and physical activity (PA) outcomes. However, initial WRTQ participants (2016-2017) were fairly homogenous in their demographic profile. To increase diversity, subsidies for participation were offered in 2018. This study assessed how the subsidies affected participant demographics, running frequency, smoking cessation, intention to quit, and program attendance and completion. Methods. The $70 registration fee was subsidized for 41% of participants in 2018. A pre-postdesign was used, with participants completing surveys on their demographics and smoking and physical activity behaviours. Descriptive statistics compared the year subsidies were available (2018) and unsubsidized years (2016-2017) and subsidized and unsubsidized participants’ data from 2018. Results. The 2018 participants had lower average attendance and program completion rates compared to 2016-2017 and no statistically significant differences in demographics or smoking cessation and PA outcomes. There were no differences in smoking cessation, run frequency, or demographic variables between the subsidized and unsubsidized participants in 2018. Conclusions. Offering subsidies did not diversify the participant profile. Subsidies did not have a negative impact on attendance nor primary outcomes. Subsidies may not have addressed barriers that prevented a more diverse sample from participating in WRTQ, such as program location, timing, and design. Equitable access to smoking cessation programs remains essential. As subsidies may play a role in reducing financial barriers disproportionately faced by marginalized groups, the implementation of, and recruitment for, such subsidized programs requires further investigation.

Two broad aims drive weed science research: improved management and improved understanding of weed biology and ecology. In recent years, agricultural weed research addressing these two aims has effectively split into separate subdisciplines despite repeated calls for greater integration. Although some excellent work is being done, agricultural weed research has developed a very high level of repetitiveness, a preponderance of purely descriptive studies, and has failed to clearly articulate novel hypotheses linked to established bodies of ecological and evolutionary theory. In contrast, invasive plant research attracts a diverse cadre of nonweed scientists using invasions to explore broader and more integrated biological questions grounded in theory. We propose that although studies focused on weed management remain vitally important, agricultural weed research would benefit from deeper theoretical justification, a broader vision, and increased collaboration across diverse disciplines. To initiate change in this direction, we call for more emphasis on interdisciplinary training for weed scientists, and for focused workshops and working groups to develop specific areas of research and promote interactions among weed scientists and with the wider scientific community.

Details are given of a method for the separation of the eggs of the nematode Nematodirus battus from sheep faeces. Faecal pellets obtained from worm-free lambs experimentally infected with N. battus were homogenized and passed through a graded series of metal sieves. The material retained in a 53, µm aperture sieve was transferred to a cylindrical column and the eggs were cleaned and separated from other suspended material by controlled differential flotation using tap water. A model experiment indicated that, within limits, the principle held for any size of tower. The density distribution for eggs at the morula stage of development was determined. Suggested flow rates for a specified tower are given.

The X-ray populations of spiral galaxies consist almost entirely of accreting X-ray binaries and supernova remnants. For the most luminous sources, it is possible to use X-ray spectroscopy and variability studies to gain insights into the nature of the sources. However, without unambiguously identified optical counterparts, it is impossible to definitively classify sources as, e.g. high-mass or low-mass X-ray binaries. The nearby interacting galaxy M51 is one of the best-studied galaxies across all wavelengths. At a distance of around 8 Mpc, it is possible to resolve features on scales of a few parsecs both in the X-ray and the optical. Recently, M51 was observed with the Advanced Camera for Surveys on the Hubble Space Telescope as part of a Hubble Legacy program. M51 has also been observed 3 times with the Chandra X-ray observatory. Combining these two datasets, we present initial results on the optical environments of M51 X-ray sources as the first part of a truly multi-wavelength study of X-ray sources in nearby galaxies.

I review the evidence in favour of the existence of intermediate mass black holes (IMBH) in a sub-set of the class of ultraluminous X-ray source (ULX). Their X-ray properties and information on their local environments is beginning to point towards the presence of IMBHs in some, and perhaps the most luminous, ULX.

Summary
With the exception of David Carpenter's chapter, all the papers in this volume were presented at the Third International Conference held under the auspices of the Centre for Late Antique and Medieval Studies at King's College London in the Great Hall of the College in April 1998. The theme was ‘Nobles and Nobility in the Middle Ages’, and the conference was planned to enable comparisons to be made across time, from the fifth to the late fifteenth century, and between very different areas and phases of political development, embracing regions as diverse as England (before and after the Norman Conquest), France, Poland, the Romano-German empire, Norway, and Portugal. One of the highlights of the conference was a performance of courtly music presented in the College Chapel by members of the College Choir, under the direction of Mr David Trendell.

The concept of nobility in the middle ages is the focus of this volume. Embracing regions as diverse as England (before and after the Norman Conquest), Italy, the Iberian peninsula, France, Norway, Poland, Portugal, and the Romano-German empire, it ranges over the whole medieval period from the fifth to the early sixteenth century. The articles confront many of the central issues about the origins and nature of `nobility', its relationship with the late Roman world, its acquisition and exercise of power, its association with military obligation, and its gradual `pacification' and transformation into a more or less willing instrument of royal government (indeed, the symbiotic relationship between royal, or imperial, and noble power is a recurring theme). Other ideas historically linked to the concept of nobility and discussed here are `nobility' itself; the distinction between nobility of birth and nobility of character; chivalry; violence and its effects; and noblewomen as co-progenitors and transmitters of nobility of blood.
