We estimate elasticities of substitution between components of the Bank of England’s household-sector UK Divisia monetary aggregate using quarterly data from 1999 to 2019, encompassing the period surrounding the global financial crisis. The demand system includes interest-bearing sight and time deposits at monetary financial institutions as components, since deposit data for banks (excluding mutuals) and for mutuals are no longer published separately. We find that the elasticities of substitution that relate to changes in the user cost of noninterest-bearing monetary assets imply inelastic substitution over all or almost all of the sample and, consequently, a conventional monetary aggregate would be a highly misleading economic indicator relative to a Divisia monetary aggregate.

The agricultural land classification (ALC) of England and Wales is a formal method of assessing the quality of agricultural land and guiding future land use. It assesses several soil, site and climate criteria and classifies land according to whichever is the most limiting. A common approach is required for calculating the necessary agroclimatic parameters over time in order to determine the effects of changes in the climate on land grading. In the present paper, climatic parameters required by the ALC classification have been re-calculated from a range of primary climate data, available from the Meteorological Office's UKCP09 historical dataset, provided as 5 km rasters for every month from 1914 to 2000. Thirty-year averages of the various agroclimatic properties were created for 1921–50, 1931–60, 1941–70, 1951–80, 1961–90 and 1971–2000. Soil records from the National Soil Inventory on a 5 km grid across England and Wales were used to determine the required soil and site parameters for determining ALC grade. Over the 80-year period it was shown that the overall climate was coolest during 1951–80. However, the area of land estimated in retrospect as ‘best and most versatile (BMV) land’ (Grades 1, 2 and 3a) probably peaked in the 1951–80 period as the cooler climate resulted in fewer droughty soils, more than offsetting the land which was downgraded by the climate being too cold. Overall there has been little change in the proportions of ALC grades among the six periods once all 10 factors (climate, gradient, flooding, texture, depth, stoniness, chemical, soil wetness, droughtiness and erosion) are taken into account. This is because it is rare for changes in climate variables all to point in the same direction in terms of ALC. Thus, a reduction in rainfall could result in higher grades in wetter areas but lead to lower classification in drier areas.

Commission 46 continues its task in the triennium, which started in September 2006. It seeks to further contribute to the development and improvement of astronomical education at all levels all over the world through various projects initiated, maintained and to be developed by the Commission, and by disseminating information concerning astronomy education.

The International Astronomical Union (IAU) was founded in 1922 to “promote and safeguard astronomy . . . and to develop it through international co-operation”. The IAU is funded through its National Members. Almost all of the funds supplied from the dues are used for the development of astronomy.
Which exoplanetary systems could harbour habitable planets?

Habitable planets are likely to be broadly Earth-like in composition, mass and size. Masses are likely to be within a factor of a few Earth masses – we call such planets Earth-mass planets. It is important to find such planets. Currently, we do not have sufficiently sensitive techniques to detect planets with such small masses, except in rare circumstances. It is thus necessary to model the known exoplanetary systems to see whether Earth-mass planets could be present. In particular, we need to establish whether such planets could be present in the classical habitable zone (HZ), or whether the giant planets that we know to be present have gravitationally ejected Earth-mass planets or prevented their formation. We have answered this question by applying computer models to the 152 exoplanetary systems known as of 18 April 2006 that are sufficiently well characterized for our analysis. For systems in which there is a giant planet interior to the HZ, which must have got there by migration, there are two cases considered: first, the case when the migration of the giant planet across the HZ has not ruled out the existence of an Earth-mass planet in the HZ; second, the case where it has. In the former case we have found that 60% of the 152 systems offer safe havens to Earth-mass planets across greater than 20% of the HZ width. We regard such systems as being habitable today. We have also estimated whether habitability is possible for 1000 Myr into the past (provided that this period post-dates the heavy bombardment of planets in the HZ). Of the 143 systems that are susceptible to this second analysis, we find that about 50% offer habitability sustained over 1000 Myr. If giant planets interior to the HZ rule Earth-mass planets, then 60% and 50% fall to 7% in both cases.

The interpretation of the continuous wave electron paramagnetic resonance (CW-EPR) spectra of Cu2+ exchanged in Faujasite zeolite is not straightforward. Recent literature points to the role of both Cu2+ zeolite sites and Cu2+ relationship to lattice Al in determining the parameters of Cu2+ spin Hamiltonian. Our work shows that at low concentration, Cu2+ EPR signals show negligible spin-spin interactions. At higher Cu (II) concentrations, a third CW-EPR spectrum that has contributions from both the CW-EPR and the spin-spin interactions, appears.

This study aimed to describe clinical findings, pedigrees, and possible environmental risk factors in children with clinical anophthalmos and remnant microphthalmos in either eye in southern India. Twenty-four children (14 male, 10 female; mean age 10.3 years, age range 1.3 to 18 years,) were recruited from schools for the blind, hospitals, and community-based rehabilitation programmes in Andhra Pradesh, India, over 1 year. Family members were examined, and mothers interviewed. Fifteen children had anophthalmos and nine had remnant microphthalmos in one or both eyes. Twelve children had associated systemic findings, of which six were major and six were minor abnormalities. Information on consanguinity was available in 19 children, 12 of whom had consanguineous parents. Five children had a positive family history. Two mothers had a history of night blindness, and one had a history of pesticide exposure during pregnancy. High rates of consanguinity suggest a genetic recessive aetiology.
The probability of nuclear war, the philosophy of time and the nature of events

Discussions of the likelihood of nuclear conflict often encounter an argument which this writer first heard expounded in 1972 by the eminent economist and conflict researcher Kenneth Boulding. The admission that the likelihood of a major nuclear exchange cannot be absolutely excluded requires, according to this argument, the formal assignment of a positive probability, however small, to such an event. This, in turn, appears to constitute a de facto acceptance of the ultimate inevitability of such a catastrophe, at some time and under some conditions. This argument is often deployed as one among a number of points used in support of strenuous efforts to secure international agreements on nuclear arms limitation, reduction or abolition.

The study of international political economy is beset with complexity: the complexity of the empirical referent and the variety of intellectual perspectives. The complexity of contemporary international economic relations was discussed in the first of these two papers. This paper is devoted to a critical review of the major established perspectives on the global political economy and a discussion of some of the bases upon which it might be possible to construct a synthetic, and hopefully more satisfactory, approach.

Recent years have seen governmental concern with international economic issues attain an intensity previously reserved for the great questions of war and peace. Students of international affairs have followed suit with a revival of academic interest in the complex relationship between the economic and the political in the international arena: hence the resurgence of international political economy.
International economic issues are now ‘high politics’. Alarm at the domestic implications of ‘stagflation’ within the advanced industrial countries (AICs) has prompted calls for reflationary stimulants to trade and economic activity. Domestic economic dislocation has, however, also revived protectionist arguments within certain Western economies.

The works on the topic of ‘appeasement’ to be discussed in this article have been widely reviewed elsewhere as works of historical analysis. The emphasis has been placed on the quality of their historical scholarship or the contribution made to the historiography of ‘appeasement’. The aim of this discussion will be to examine the relevance, if any, of such writings to a theoretical understanding of international relations.
