The Jordanian Day-Waged Labor Movement (DWLM) played a central role in the Jordanian Popular Movement (al-Hirak al-Shaʿbi al-Urduni), commonly referred to as Hirak, from 2011 to the end of 2012. The large number of women who were active and took on leading roles in the DWLM contrasts with the absence of women's rights organizations in the Hirak. I argue that the DWLM was able to attract so many women because it developed a discourse and flexible structure that understood women to be embedded within communities and prioritized their economic needs. By studying this discourse and structure, it is possible to learn important lessons about gender-inclusive political and institutional reform.

Do public policy debates between activists from different ideological camps in a nondemocratic and illiberal system bridge social divisions or deepen them? Focusing on three controversies regarding family law in Jordan, we argue that activist groups rarely talk to each other in public, and when they do, their discourses aim primarily at mobilizing support within their own camps rather than addressing each other's concerns. Through media analysis, discourse analysis, and in-depth field interviews, we find much polarization and few attempts to build bridges, but also limited though very suggestive exceptions. Those exceptions rely less on public and democratic mechanisms and more on entrepreneurial state actors working quietly, talking opportunistically to each side, and emerging as powerful institutional actors. Authoritarian states can provide sites of deliberation, but deliberation seems to lead to principled agreement beyond the platitudinous only when an institutional actor within the state takes the initiative to get involved.

This article explores the “fundamentalist dilemma,” or how fundamentalist movements participate in secular political systems, especially when they gain prominent political positions that allow them to impose their extreme ideology on the entire society. After analyzing prevailing responses to this dilemma, ranging from political integration to aggressive takeover, the article turns to the case of Israeli Haredim. It explores three models of political integration through which Haredim have applied religious practices in the public sphere: protest, consolidation, and takeover. The study's main finding is that, opposite to a commonly accepted assumption that fundamentalists’ integration into secular politics causes them to moderate, the more political power that fundamentalists accrue the stronger is their tendency to promote their religious agenda. Yet the Israeli Haredi case also reveals the limitations of this tendency: fundamentalists often restrain their expansionist instinct when having to take nonfundamentalist reactions into consideration.

This article adopts the theoretical framework of complex realism to trace the evolution of the Islamic Republic of Iran's foreign policy and developmental activities in Africa between the 1980s and the 2000s. Contrary to common assumptions, the deradicalization of the Islamic Republic's foreign policy in Africa began not under the moderates in the early 1990s, but under the conservatives in the mid-1980s. This period marked the first time that the Islamic Republic instrumentalized development to advance its strategic interests in Africa—a policy that has continued despite the factionalization of Iran's political elite. Based on one year of archival research and interviews in Iran, this article is the first to investigate the history and activities of the Islamic Republic's rural development organization, Construction Jihad, in Africa. It posits that development, instead of arms or ideology, has enabled Iran to make the farthest inroads into the continent due to Africa's sizeable agrarian economies, widespread rural poverty, and formidable developmental challenges.

During the Iraqi refugee crisis of 2007–10, international humanitarian organizations appeared for the first time in the Syrian domestic arena. These aid providers interpreted the position of Iraqi refugees in Syria according to a liberal conception of state–citizen relations that did not accord with the Syrian government's actual approach to Iraqis. Guided by this liberal frame, humanitarian organizations introduced biopolitical programs into the Syrian domestic context. Through new forms of population management, they solicited forms of behavior from Iraqis that were different from those required by Syrian state authorities. Drawing on the concept of biopower and using ethnographic material drawn from long-term research in Damascus in 2009–10, this article sheds light on an important political development in Syria shortly before the outbreak of social unrest and on the social changes that international humanitarian aid may transport.

Women's history emerged as a branch of social history in the 1970s, parallel to the feminist movement. Scholars of the Arab world, Iran, and Turkey began producing studies in numbers in the 1980s. The trickle of scholarship became a stream in the 1990s, developing greater theoretical complexity with the incorporation of gender as a category of analysis. The taking up of gender coincided with the cultural turn in historical studies, and gender history built on, or encompassed, women's history, as questions about whether “women” was a category at all were raised. The interest in gender was quickly followed by attention to sexuality, masculinity, and related topics.

Maritime history has grown exponentially in recent years. Seen as a remedy to the ideological straightjackets of nation-state and area studies paradigms associated with modernization theory, a methodological orientation towards the sea offers the historian the advantages of an interactive transnational approach, and places matters of the environment and material culture before stories of kings and battles. Crucially, it focuses on flows, routes, mobility, and exchange rather than fixed identities and linear trajectories.

Over the past decade, historians have finally started listening to the past. Mark M. Smith, an American historian and a leader in this wave of sensory and sound history, has said that historians today are “listening to the past with an intensity, frequency, keenness, and acuity unprecedented in scope and magnitude.” However, scholars of the modern Middle East have yet to join this auditory revolution. Whether working in history, political science, anthropology, or gender studies, they are still largely producing soundproof, devocalized narratives.

I first encountered the Indian Ocean on the shores of Makran. I thought I was at land's end, Asia's edge. The ocean hadn't entered my thoughts except as non plus ultra, an ending void. The map said Baluchistan, and I had come to find the Baluch. But I soon found Africans and Zikris, palm-frond huts and Omani passports, old soldiers (or mercenaries) from an overseas foreign legion and smugglers of whiskey, opium, and pharmaceuticals. Now China has built a port there; then, less than twenty years ago, they were still making dhows, subtle smuggling ships. Yet it was far from romantic. It was a rough and hard place where traders and fishers eked a marginal existence from the watery edge of a dust-powder desert. Karachi was thirty-six hours by bus then truck. But Pakistan was an abstract and suspect idea; locals talked more of Muscat. A year or two later, in the Tihama of Yemen, I watched as boatloads of Africans (refugees? job hunters? all men at any rate) ran ashore through the surf. My Arab colleagues, all from the highlands, said they arrived every day, and spoke ill of them. A while after that, in Muscat, I listened with curiosity to Arabic laced with Urdu (or was it Hindi, or Gujarati? They were just nouns, Wanderwörter: terms that travel). In Iran, it was different sounds of the ocean I heard when urban friends gave me tapes of bandarī, the music of the ports.

In 2010, reflecting on her landmark 1986 article “Gender: A Useful Category of Historical Analysis,” Joan Scott wondered whether, since the original article's publication, the category of gender had “lost its critical edge.” She noted how it had often come to refer simply to the roles assigned to “women” and “men,” while those categories themselves were assumed to be determined by biological “sex” and thus stable and self-explanatory. In other words, the gender/sex binary persisted “despite a generation of scholarship aimed at deconstructing that opposition.” Scott proposed that gender as an analytical category continues to be useful today only if it is “taken as an invitation to think critically about how the meanings of sexed bodies are produced in relation to one another, how these meanings are deployed and changed.”

For what is needed is a philosophy of listening. But is this a possibility? If philosophy has its very roots intertwined with a secret vision of Being that has resulted in the present state of visualism, can it listen with equal profundity? What is called for is an ontology of the auditory.

The study of human rights has gone through many phases, and the boom in the scholarly industry of human rights studies has yielded many subspecialties, including human rights in particular regions and the intersections of human rights with different religious traditions. One principal area of discussion likely to be of interest to readers of this journal has been the question of Muslim women's human rights and the role of religion in this respect. The problem was often presented as primarily an ideological one, a conflict between a local tradition, Islam, and the global demands for human rights.

The preamble to the 1948 Universal Declaration of Human Rights establishes a peculiar hierarchy between rebellion and human rights. The preamble affirms that “whereas it is essential, if man is not to be compelled to have recourse, as a last resort, to rebellion against tyranny and oppression, that human rights should be protected by the rule of law.” According to the declaration, rebellion against oppression and tyranny is an act that individuals can only be compelled to pursue, and only once other choices are exhausted. Rebellion descends upon the oppressed “man” from without and he cannot refuse it. It is a force that takes over desperate men. Human rights, in turn, police against rebellion by prevailing in the law. They are the preferred weapon against two extremes: oppression and rebellion. And if rebellion is the space of compelled political action, human rights is the space of uncompelled, free, and authentic action against oppression and tyranny.

In a scene in Michal Goldman's documentary film Umm Kulthum: A Voice Like Egypt, two female friends of Umm Kulthum are reminiscing about her decision in the 1930s to purchase land for a villa in Cairo's Zamalek district. At the time, the women relate, Zamalek had very few buildings and was considered a remote location, far from the city center. “What were you thinking about to buy something so far away?” one of the women recalls her mother telling Umm Kulthum. At this point, the other woman, who had been distractedly knitting a scarf on her lap, suddenly brightens up and enters the conversation: “Do you remember the water wheel on the river in front of her house?” she excitedly asks her companion. “There was a waterwheel.” She imitates its high-pitched whirring sound as she turns her hand to trace the circular path of the wheel itself. “People used to say she kept it to remind her of the old days.”

In 1762, a ghost ship appeared off the Tunisian coast between Tabarka and Bizerte during the spring equinox, notorious for treacherous weather. According to a local chronicler: “Perceived in the distance was a ship with masts but no flag flying that approached the shore, then drew away. It was the month of April [1762] and unusually cold . . . the next morning, we saw the vessel veer toward land while a violent tempest raged.” Wrecked on the rocky shoreline, it funneled unimaginable wealth to pastoralists, villagers, and scavengers from far and wide. The ship proved to be without passengers or crew whose fate remains unknown until this day.

It is fair to say that some of the most vibrant work—and most challenging questions—surrounding “agency” and its intelligibility have come out of feminist scholarship on the “Muslim world,” broadly defined. This piece considers the transdisciplinary lives of agency as analytic tool, its uses and limitations, its particular proximity to gender-critical research, and, in turn, seeming synonymization with women.

Dominant narratives of the Eastern Mediterranean's 20th century exclude the study of Western humanitarianism and refugee survivors of the 1915 genocide of the Ottoman Armenians. Reasons for this exclusion abound. At the forefront is the abject nature of the human beings who populate that history, something which often induces revulsion on the part of historians in the present: these were people who left little of the appealing and elegant traces left by a Beiruti journalist, a Damascene urban notable, or an elite Constantinopolitan feminist. They appear as an undifferentiated mass of survivors of intense violence, disease, and starvation who are bereft of any agency; slaves, and serially raped and pregnant teenagers in bureaucratic documents stored at the League of Nations archive or packs of feral emaciated street children roving the narrow alleyways of Aleppo's old city in the paternalistic memoirs of Western relief workers—usually American or Scandinavian female healthcare professionals. Their own voices are obscured, showing up in the occasional self-published autobiography written by an elderly genocide survivor for his grandchildren, or in handwritten accounts and letters in lost dialects inherited by descendants unable to read them.

When introducing the body as an interpretive framework, it has become almost cliché to cite poet and essayist Adrienne Rich's instruction that we “begin … with the geography closest in.” For well over a decade, scholars have addressed the body and its attendant intimacies as microsites for examining broad sociopolitical systems of race, gender, class, sex, empire, and nation. This focus on the body contributes to the ongoing feminist work of overturning the analytic dichotomy of public and private and has launched a much newer project of approaching our physical selves as historical subjects in their own right.

There are few figures as universally beloved and yet recognizably “Middle Eastern” as Sindbad. The text of Sindbad's seven voyages travel easily across continents and languages and many of the tales blur imperceptibly into those of Homer's The Odyssey and Swift's Gulliver's Travels. Yet this swashbuckling adventurer is also firmly situated in the world of Abbasid Iraq and the Indian Ocean world. Sindbad is clearly identified as a good Muslim and respected Baghdadi merchant, and while fantastical, there are recognizable geographic and cultural markers that locate his voyages within the Indian Ocean world. This iconic character of Arab popular culture pushes us to contemplate how easily the Arab world flows into that of the Indian Ocean.

In this thought piece, I use the recited Qurʾan as a case study for asking what it may mean to feel sound—and more specifically, “religious sound,” or sound in a religious context. A range of scholars, including myself, have asked related questions about what the recited Qurʾan sounds like, and why it may sound the way(s) it does. Here I consider the sound of the Qurʾan on the level of experience or nondiscursive meaning, asking what the recited Qurʾan feels like.
