Summary

Democratic deepening happened in India with changes to the country's constitutional order. This chapter discusses the salient features of this constitional order and the 1992 constitutional amendment that changed them to direct the Indian states to set up elected local councils and decentralize governance to them. Further, it uses eight different indicators to comprehensively measure the extent of decentralization in Indian states to gauge how much democracy has deepened across these states since the amendment.
