Summary

Did democracy deepen in Indian states due the political ideology or the strategies of the political party in power? Or, was it influenced by how disciplined the parties were? Did international factors such as the flow of international aid and capital influence decentralization in Indian states? This chapter examines India's experiences with devolution to show that some of the prominent political explanations for decentralization were not systematically at play in Indian states.
