Delving below the state-level into the domain of village politics, this chapter presents the evidence for how local politicians effectly use their intimate knowledge of voters to politically mobilize support for the parties. Using data on local council policies from two decentralized states (Kerala and West Bengal), this chapter shows how local politicians identify pivotal voters within state consitutuencies and target them with public goods and patronage benefits. The chapter also presents evidence to show how this local targeting of voters with goods can benefit their party colleagues in state elections.
