Background
Studying phenotypic and genetic characteristics of age at onset (AAO) and polarity at onset (PAO) in bipolar disorder can provide new insights into disease pathology and facilitate the development of screening tools.
AimsTo examine the genetic architecture of AAO and PAO and their association with bipolar disorder disease characteristics.
MethodGenome-wide association studies (GWASs) and polygenic score (PGS) analyses of AAO (n = 12 977) and PAO (n = 6773) were conducted in patients with bipolar disorder from 34 cohorts and a replication sample (n = 2237). The association of onset with disease characteristics was investigated in two of these cohorts.
ResultsEarlier AAO was associated with a higher probability of psychotic symptoms, suicidality, lower educational attainment, not living together and fewer episodes. Depressive onset correlated with suicidality and manic onset correlated with delusions and manic episodes. Systematic differences in AAO between cohorts and continents of origin were observed. This was also reflected in single-nucleotide variant-based heritability estimates, with higher heritabilities for stricter onset definitions. Increased PGS for autism spectrum disorder (β = −0.34 years, s.e. = 0.08), major depression (β = −0.34 years, s.e. = 0.08), schizophrenia (β = −0.39 years, s.e. = 0.08), and educational attainment (β = −0.31 years, s.e. = 0.08) were associated with an earlier AAO. The AAO GWAS identified one significant locus, but this finding did not replicate. Neither GWAS nor PGS analyses yielded significant associations with PAO.
ConclusionsAAO and PAO are associated with indicators of bipolar disorder severity. Individuals with an earlier onset show an increased polygenic liability for a broad spectrum of psychiatric traits. Systematic differences in AAO across cohorts, continents and phenotype definitions introduce significant heterogeneity, affecting analyses.

Good education requires student experiences that deliver lessons about practice as well as theory and that encourage students to work for the public good—especially in the operation of democratic institutions (Dewey 1923; Dewy 1938). We report on an evaluation of the pedagogical value of a research project involving 23 colleges and universities across the country. Faculty trained and supervised students who observed polling places in the 2016 General Election. Our findings indicate that this was a valuable learning experience in both the short and long terms. Students found their experiences to be valuable and reported learning generally and specifically related to course material. Postelection, they also felt more knowledgeable about election science topics, voting behavior, and research methods. Students reported interest in participating in similar research in the future, would recommend other students to do so, and expressed interest in more learning and research about the topics central to their experience. Our results suggest that participants appreciated the importance of elections and their study. Collectively, the participating students are engaged and efficacious—essential qualities of citizens in a democracy.

This article explores ways of improving Canada's constitutional reform process by systematically comparing the strengths and weaknesses of the Meech Lake and Charlottetown constitutional rounds during three phases: agenda-setting, elite negotiation and ratification. The objective is to draw lessons from these experiences for future attempts to achieve formal constitutional change. The author argues that both the Meech Lake and Charlottetown processes were seriously flawed, but in rather contrasting ways. The Meech Lake process was too closed, narrowly representative and tightly controlled by government elites. The Charlottetown process was poorly managed. It lacked focus, economy and coherence in agenda-setting and selection of items for negotiation, and integration and unified leadership in its elite bargaining structures and processes. The consultative referendum used in the Charlottetown process operated successfully, but still needed organizational fine-tuning and more effective meshing with established ratification procedures. What is required is a more finely balanced and closely integrated “blended” process of parallel elite and citizen-based consultative and participatory structures operating in all phases of the constitutional process. Within this framework, the author offers a comprehensive list of proposals for addressing and overcoming the shortcomings of earlier constitutional reform efforts.

The article first presents the broad outlines of a recent work of the author. It shows that Social Credit was a movement long before it became a political party, a fact which offers the opportunity to present a brief history of the Social Credit phenomenon in Quebec. This political movement is defined as a protest movement, and its ideology is that of the right in the sense that it makes its appeal particularly to conservatism, with a view to preserving a social and economic order threatened with disappearance. One can distinguish three phases in the evolution of the movement: a mobilization phase, a consolidation phase and a phase of institutionalization. For each of these phases there is a corresponding type of leader. Moreover factionalism acts as the catalyst of change of the movement from one phase to another. The last part of the article presents and discusses the recent developments of Social Credit in Canada and in Quebec. Two different choices appear to be available to the party: to radicalize its appeal as a movement of right-wing protest, or to modernize its ideology in such a way as to become a moderate party of the centre right. Finally the Creditiste phenomenon is examined as a particular species of a broader genus which would include the Parti Québécois as well. One could therefore apply to the latter the same type of analysis that was applied to the Creditiste phenomenon.

The spectra of the Sloan Digital Sky Survey (SDSS) are being used to construct a catalogue of QSO absorption lines, for use in studies of abundances, relevant radiation fields, number counts as a function of redshift, and other matters, including the evolution of these parameters. The catalogue includes intervening, associated, and BAL absorbers, in order to allow a clearer definition of the relationships between these three classes. We describe the motivation for and the data products of the project to build the SDSS QSO absorption line catalogue.

Until these recent studies by Riker, Watts, and Wildavsky appeared, the theory of federalism was embodied largely in the work of K. C. Wheare. Wheare published the first truly pathbreaking book in the comparative study of federalism shortly after World War II. He defined federalism as that system of government in which the federal and regional governments are both coordinate and independent. In applying this definition, he stressed the sharp division in the powers and functions of two coequal sovereignties as a basis for classifying systems of government as federal. Wheare's definition was derived primarily from his analysis of die American Constitution and, in particular, its formally sharp division of powers between national and state governments.
