Strategies for Strengthening the Resilience of Public Health Systems for Pandemics, Disasters, and Other Emergencies

Objective:
The aim of this study was to identify and prioritize strategies for strengthening public health system resilience for pandemics, disasters, and other emergencies using a scorecard approach.
Methods:The United Nations Public Health System Resilience Scorecard (Scorecard) was applied across 5 workshops in Slovenia, Turkey, and the United States of America. The workshops focused on participants reviewing and discussing 23 questions/indicators. A Likert type scale was used for scoring with zero being the lowest and 5 the highest. The workshop scores were analyzed and discussed by participants to prioritize areas of need and develop resilience strategies. Data from all workshops were aggregated, analyzed, and interpreted to develop priorities representative of participating locations.
Results:Eight themes emerged representing the need for better integration of public health and disaster management systems. These include: assessing community disease burden; embedding long-term recovery groups in emergency systems; exploring mental health care needs; examining ecosystem risks; evaluating reserve funds; identifying what crisis communication strategies worked well; providing non-medical services; and reviewing resilience of existing facilities, alternate care sites, and institutions.
Conclusions:The Scorecard is an effective tool for establishing baseline resilience and prioritizing actions. The strategies identified reflect areas in most need for investment to improve public health system resilience.

The discourse on the opening of a bilingual university along the Texas-Mexico border leads us to propose a theory of ‘converse racialization’ through which the local Spanish is being progressively ‘unmarked’ and disassociated from the language practice of Mexican Americans. Converse racialization, as the equal and opposite co-constituting underside of racialization, shifts the directionality of semiotic indexes away from a particular ‘race’ or ‘ethnicity’ (including whiteness) and produces an apparent state of ‘unmarkedness’. We argue that the process of ‘unmarking’ Spanish has social, economic, and racializing consequences. Specifically, the language-as-resource discourse obscures and rearticulates the ‘deficiency perspective’ that continues to perpetuate structural inequalities that Latinxs in the border face. Understanding particle transport and localisation in porous channels, especially at moderate Reynolds numbers, is relevant for many applications ranging from water reclamation to biological studies. Recently, researchers experimentally demonstrated that the interplay between axial and permeate flow in a porous microchannel results in a wide range of focusing positions of finite-sized particles (Garcia & Pennathur, Phys. Rev. Fluids, vol. 2 (4), 2017, 042201). We numerically explore this interplay by computing the lateral forces on a neutrally buoyant spherical particle that is subject to both inertial and permeate forces over a range of experimentally relevant particle sizes and channel Reynolds numbers. Interestingly, we show that the lateral forces on the particle are well represented using a linearised model across a range of permeate-to-axial flow rate ratios. Specifically, our model linearises the effects of the permeate flow, which suggests that the interplay between axial and permeate flow on the lateral force on a particle can be represented as a superposition between the lateral (inertial) forces in pure axial flow and the viscous forces in pure permeate flow. We experimentally validate this observation for a range of flow conditions. The linearised behaviour observed significantly reduces the complexity and time required to predict the migration of inertial particles in permeate channels.

We present a preliminary analysis of the properties of HI selected galaxies selected from the HIPASS and HIJASS surveys and that fall within the SDSS. Prom SDSS photometry in the early data release (EDR), we have obtained optical properties such as color, morphology, surface brightness and size. By comparing these with the HI properties derived from HIPASS/HIJASS, we are able to find relationships between the cool gas and the current generation of stars.
