How do you Shape a Market? Explaining Local State Practices in Adult Social Care

The Care Act 2014 gave English local authorities a duty to ‘shape’ social care markets and encouraged them to work co-productively with stakeholders. Grid-group cultural theory is used here to explain how local authorities have undertaken market shaping, based on a four-part typology of rules and relationships. The four types are: procurement (strong rules, weak relationships); managed market (strong rules, strong relationships); open market (weak rules, weak relationships); and partnership (weak rules, strong relationships). Qualitative data from English local authorities show that they are using different types of market shaping in different parts of the care market (e.g. residential vs home care), and shifting types over time. Challenges to the sustainability of the care system (rising demand, funding cuts, workforce shortages) are pulling local authorities towards the two ‘strong rules’ approaches which run against the co-productive thrust of the Care Act. Some local authorities are experimenting with hybrids of the two ‘weak rules’ approaches but the rival cultural biases of different types mean that hybrid approaches risk antagonising providers and further unsettling an unstable market.

Summary
This chapter synthesises insights from the Deep Decarbonisation Pathways Project (DDPP), which provided detailed analysis of how 16 countries representing three-quarters of global emissions can transition to very low-carbon economies. The four ‘pillars’ of decarbonisation are identified as: achieving low or zero-carbon electricity supply; electrification and fuel switching in transport, industry and housing; ambitious energy efficiency improvements; and reducing non-energy emissions. The chapter focuses on decarbonisation scenarios for Australia. It shows that electricity supply can be readily decarbonised and greatly expanded to cater for electrification of transport, industry and buildings. There would be remaining emissions principally from industry and agriculture, these could be fully compensated through land-based carbon sequestration. The analysis shows that such decarbonisation would be consistent with continued growth in GDP and trade, and would require very little change in economic structure of Australia’s economy. Archaeologists have long subjected Clovis megafauna kill/scavenge sites to the highest level of scrutiny. In 1987, a Columbian mammoth (Mammuthus columbi) was found in spatial association with a small artifact assemblage in Converse County, Wyoming. However, due to the small tool assemblage, limited nature of the excavations, and questions about the security of the association between the artifacts and mammoth remains, the site was never included in summaries of human-killed/scavenged megafauna in North America. Here we present the results of four field seasons of new excavations at the La Prele Mammoth site that confirm the presence of an associated cultural occupation based on geologic context, artifact attributes, spatial distributions, protein residue analysis, and lithic microwear analysis. This new work identified a more extensive cultural occupation including the presence of multiple discrete artifact clusters in close proximity to the mammoth bone bed. This study confirms the presence of a second Clovis mammoth kill/scavenge site in Wyoming and shows the value in revisiting proposed terminal Pleistocene kill/scavenge sites.

Background
Crisis resolution teams (CRTs) offer brief, intensive home treatment for people experiencing mental health crisis. CRT implementation is highly variable; positive trial outcomes have not been reproduced in scaled-up CRT care.
AimsTo evaluate a 1-year programme to improve CRTs’ model fidelity in a non-masked, cluster-randomised trial (part of the Crisis team Optimisation and RElapse prevention (CORE) research programme, trial registration number: ISRCTN47185233).
MethodFifteen CRTs in England received an intervention, informed by the US Implementing Evidence-Based Practice project, involving support from a CRT facilitator, online implementation resources and regular team fidelity reviews. Ten control CRTs received no additional support. The primary outcome was patient satisfaction, measured by the Client Satisfaction Questionnaire (CSQ-8), completed by 15 patients per team at CRT discharge (n = 375). Secondary outcomes: CRT model fidelity, continuity of care, staff well-being, in-patient admissions and bed use and CRT readmissions were also evaluated.
ResultsAll CRTs were retained in the trial. Median follow-up CSQ-8 score was 28 in each group: the adjusted average in the intervention group was higher than in the control group by 0.97 (95% CI −1.02 to 2.97) but this was not significant (P = 0.34). There were fewer in-patient admissions, lower in-patient bed use and better staff psychological health in intervention teams. Model fidelity rose in most intervention teams and was significantly higher than in control teams at follow-up. There were no significant effects for other outcomes.
ConclusionsThe CRT service improvement programme did not achieve its primary aim of improving patient satisfaction. It showed some promise in improving CRT model fidelity and reducing acute in-patient admissions.

Field research was conducted for 2 yr to determine the effects of reduced rates of bromoxynil on growth and yield of non–bromoxynil-resistant cotton. Rates of 4.5, 9, 17, 35, 70, and 140 g ha−1, representing 0.008, 0.016, 0.031, 0.063, 0.125, and 0.25 fractions of the maximum labeled use rate per application (560 g ha−1), were applied to cotton at the two-, five-, or nine-node growth stage. Visual injury was reduced because application timing was delayed from two- to five-node stage in all experiments and from five- to nine-node stage in two of three experiments. Although negatively affected at all application timings, plant height reduction response decreased with increasing cotton maturity. Plant dry weight was most negatively affected after application at the two-node stage. Bromoxynil application, based on the node above white flower number, did not result in maturity delays but did promote earlier maturity when applied at 140 g ha−1 to two- and five-node stage cotton in one of the three experiments. Final plant population was reduced only at the two- and five-node timings, with response more pronounced at the initial timing. Seedcotton yield after bromoxynil application at the highest rate to two-leaf cotton was reduced 34% compared with other rates and the nontreated control. Bromoxynil applied to five- or nine-node cotton did not significantly reduce yield.

Field research was conducted in 1999 and 2000 to determine the effect of reduced glyphosate rates on growth and yield of nonglyphosate-resistant cotton. Rates of 9, 18, 35, 70, 140, and 280 g ha−1, representing 0.008, 0.016, 0.031 0.063, 0.125, and 0.25, respectively, of the maximum use rate per application (1,120 g ha−1), were applied to cotton at the two-, five-, or nine-node growth stage. On the basis of visual injury estimates, cotton was more tolerant to glyphosate at the nine-node than at earlier growth stages. Plant dry weight was reduced with 70 g ha−1 of glyphosate or higher, when applied at the two- and five-node growth stages in two of three experiments. Dry weight was not affected by glyphosate at the nine-node stage. Plant height also was unaffected by glyphosate rates below 70 g ha−1, but height reduction was noted for all growth stages by experiment combinations, with the exception of the nine-node application for both experiments in 2000, with herbicide rates of 70 g ha−1 or higher. Cotton maturity delay, as noted by an increase in node above white flower number, was observed only at the highest glyphosate rate applied to two- and five-node cotton in one of three experiments. Percent open boll data analysis indicated a decreased opportunity of observing an open boll with increasing glyphosate rate, and this effect was greater at the five-node compared with the two- and nine-node stages in two of three experiments. Seedcotton yield after all glyphosate applications was equivalent to that for the nontreated control.

Rates of 3.4, 6.7, 13, 26.5, 52.5, and 105 g ha−1, representing 0.008, 0.016, 0.031, 0.063, 0.125, and 0.25 of an effective use rate (420 g ha−1), were applied to cotton at the two-, five-, or nine-node growth stage. Based on analysis of visual injury, cotton response decreased as application timing was delayed in one of the three experiments. Injury response was increased slightly with application at the five- compared with the two-node growth stage and was not significant for the latest application timing (nine-node stage) in two of three experiments. In two of the three experiments, plant height reduction response was lowest at the five-node stage and greatest at the nine-node stage. Regardless of application timing, plant dry weight was negatively affected only with the highest rate of glufosinate. Glufosinate application, based on node above white flower number and percent open boll, did not result in a delay in maturity. Final plant population was reduced in all experiments at the two-node application and in one of the three experiments at the five-node stage. Glufosinate application did not adversely affect final plant population when applied to nine-node cotton. Negative effects on cotton growth were not manifested in seedcotton yield reduction after glufosinate application.

This study examines the motivation behind contracts and vertical integration in the pork industry, and simulates the effects of potential improvements in coordination. Incentives related to lowering costs of measuring and sorting hogs, and protecting against opportunistic behavior associated with specific assets, can result in hog quality improvements. A framework for simulating the effects of increased coordination through contracts and vertical integration was developed and used to evaluate potential improvements in leanness. Although simulations suggest only modest changes in pork prices and supplies, gains in consumers' surplus could be substantial for larger demand shifts due to quality improvements.

Future microprocessor technologies will require interlayer dielectric (ILD) materials with a dielectric constant (κ-value) less than 2.5. Organosilicate glass (OSG) materials must be nanoporous to meet this demand. However, the introduction of nanopores creates many integration challenges. These challenges include 1) integrating nanoporous films with low mechanical strength into conventional process flows, 2) managing etch profiles, 3) processinduced damage to the nanoporous ILD, and 4) controlling the metal/nanoporous ILD interface. This paper reviews research to maximize mechanical strength by engineering optimal pore structures, controlling trench bottom roughness induced by etching and understanding its relationship to pore size, repairing plasma damage using silylation chemistry, and sealing a nanoporous surface for barrier metal (liner) deposition.
