The $\Omega $ numbers—the halting probabilities of universal prefix-free machines—are known to be exactly the Martin-Löf random left-c.e. reals. We show that one cannot uniformly produce, from a Martin-Löf random left-c.e. real $\alpha $ , a universal prefix-free machine U whose halting probability is $\alpha $ . We also answer a question of Barmpalias and Lewis-Pye by showing that given a left-c.e. real $\alpha $ , one cannot uniformly produce a left-c.e. real $\beta $ such that $\alpha - \beta $ is neither left-c.e. nor right-c.e.

Summary
The rotation rate of a planet is a fundamental parameter, no less than its mass or composition, and planetary investigators require this rate to assess various other phenomena such as planetary wind speeds, internal and atmospheric models, ring dynamics and so forth. Saturn presents a conundrum, however, because none of its various planetary periods indicates the “true” rotation of the planet. Thus, although the planet displays an abundance of periodicities near 10.7 hours, the exact rotation period of Saturn is unknown. In the magnetosphere, “planetary-period oscillations” (PPOs) appear in charged particles, magnetic fields, energetic neutral atoms, radio emissions and motions of the plasma sheet and magnetopause. In Saturn’s rings, the spoke phenomenon can exhibit periodicities near 10.7 hours, and ring phenomena themselves may be related to the interior rotation of the planet. In the high-latitude ionosphere, modulations near this period appear in auroral motions and intensities. In the upper atmosphere, some cloud features rotate near this period, although wind speeds are generally faster, and the well-known polar hexagon rotates with a period close to 10.7 hours. Some of the magnetospheric/ionospheric oscillations differ in the northern and southern hemispheres and their periods do not remain constant, sometimes varying on long time scales of a year or longer and sometimes on much shorter time scales. These variations in the period argue against a cause related to changes interior to Saturn, and because the magnetic and spin axes of Saturn are reported to be axisymmetric (unlike those of any other known planet), Saturn’s periodicities cannot be explained as “wobble” caused by a geometric tilt or by a nondipolar magnetic anomaly. Several models have been proposed to account for the observed periodicities, including rotating atmospheric vortices, periodic plasma releases and a flapping magnetodisk, but none can satisfactorily explain all of Saturn’s periodicities nor their common origin, and none can determine the exact rotation rate of the planet. This chapter reviews Saturn’s periodicities, theories thereof, and how they might be used to determine the elusive rotation rate of the planet.

Although academics can receive considerable training in selecting appropriate research designs, types of data to collect, and methods for analyzing data, as well as guidance on preparing scholarly manuscripts, there is a dearth of information on how to initiate and manage partnerships with organizations in order to conduct high-quality applied research, particularly when the research is quantitative in nature. In this article, we provide our own experience-based insights and recommendations to help academics more easily (a) initiate a research relationship with senior organizational leadership, (b) decide early whether to pursue or end a research collaboration with an organization, (c) keep the organization engaged during the study, and (d) maintain the relationship with the organization after data collection is complete. This information is proposed as a complement to traditional organizational research methods and as instrumental in the pursuit of research salient to the interests of organizational practitioners.

Summary
The Singapore Internet Research Centre (SiRC) and the International Development Research Centre (IDRC) conceptualised the Strengthening ICTD Research Capacity in Asia (SIRCA) programme to improve the social science research skills of emerging Asian scholars in the information and communication technologies for development (ICTD) space. Given the perceived lack of rigour, scholarly representation from the Global South. and the need for inter-disciplinary research, the programme objectives intended to enhance research capacity amongst emerging scholars in Asia by supporting research that was scientific, replicable, generalisable, collaborative, and actionable (i.e. applied research). Initiated in August 2008, the objectives of SIRCA (see Figure 3.1) were to: (1) Promote high-quality inter-disciplinary social science research in Internet development, e-services, new media use and social impact, and policy for the benefit and advancement of individuals, organisations, nation and society; (2) Support networks and linkages among researchers through a mentorship programme, as well as workshops and conferences to share knowledge and conduct training activities; and (3) Disseminate the research findings through such venues as academic journals, conferences and other relevant online and print media outlets. The programme was conceived by SiRC, based at the Wee Kim Wee School of Communication and Information (WKWSCI), Nanyang Technological University (NTU), Singapore, and supported by the IDRC. SiRC was deemed a suitable location to incubate the SIRCA programme in, with its experience in conducting broad-based high-quality inter-disciplinary research related to new media and related technologies across Asia, and because of its wide-reaching networks for research collaboration, analysis, and technological development, with industrial, research and educational organisations in Singapore and overseas. New appr oaches to capacity building SIRCA, a pioneer programme, was built on a three-pronged capacity building approach of providing financial support in terms of research grants, providing relevant research training workshops and exercises, and engaging grant recipients through a one-on-one mentoring arrangement.

ZnO crystals have been investigated by scanning cathodoluminescence microscopy and spectroscopy at 80 K following hydrogen incorporation by plasma exposure. The intensity of the ZnO near-band-edge (NBE) emission is greatly enhanced while the defect-related green emission is quenched following plasma treatment. These effects are attributed to the passivation of zinc vacancies by hydrogen. The green and yellow intensities and their intensity ratios to the NBE vary with excitation depth for both undoped and H-doped ZnO crystals. The intensities of the green and yellow emissions exhibit sublinear dependencies on electron beam excitation density while the NBE intensity increases linearly with the excitation density. These saturation effects with increasing excitation density must be taken into account when assessing defects in ZnO by luminescence characterization.

The present study assessed the effects of mild dehydration on cognitive performance and mood of young males. A total of twenty-six men (age 20·0 (sd 0·3) years) participated in three randomised, single-blind, repeated-measures trials: exercise-induced dehydration plus a diuretic (DD; 40 mg furosemide); exercise-induced dehydration plus placebo containing no diuretic (DN); exercise while maintaining euhydration plus placebo (EU; control condition). Each trial included three 40 min treadmill walks at 5·6 km/h, 5 % grade in a 27·7°C environment. A comprehensive computerised six-task cognitive test battery, the profile of mood states questionnaire and the symptom questionnaire (headache, concentration and task difficulty) were administered during each trial. Paired t tests compared the DD and DN trials resulting in >1 % body mass loss (mean 1·59 (sd 0·42) %) with the volunteer's EU trial (0·01 (sd 0·03) %). Dehydration degraded specific aspects of cognitive performance: errors increased on visual vigilance (P = 0·048) and visual working memory response latency slowed (P = 0·021). Fatigue and tension/anxiety increased due to dehydration at rest (P = 0·040 and 0·029) and fatigue during exercise (P = 0·026). Plasma osmolality increased due to dehydration (P < 0·001) but resting gastrointestinal temperature was not altered (P = 0·238). In conclusion, mild dehydration without hyperthermia in men induced adverse changes in vigilance and working memory, and increased tension/anxiety and fatigue.
