From negative to positive internationalised protection: Attenuated solidarity and the practice of refugee protection

This article explores the growth of international civilian-protection concepts since the 1990s and the question of what protection means in a qualitative sense. It makes a significant intervention in advancing a typology of positive and negative protection, allowing more systematic analysis of whether protective practices fulfil the normative goals of internationalised protection and creating openings for expanded imagination of possible protective practices. It is argued that practices of refugee protection during this period have been shaped by logics of externalisation that seek to maintain distance between protector and protected and attenuate cosmopolitan solidarity with vulnerable non-citizens, both of which have detrimental impacts on the depth of protective practices and the experience of protection. These practices occur at the intersection of conflicting interpretative backdrops – between the cosmopolitan-minded commitments to the protection of vulnerable non-citizens and backdrops that frame migration as a problem. Using the case of the United Kingdom (UK) asylum system, the article argues that this is generative of negative protection – practices providing immediate physical protection, but simultaneously constructing conditions of acute vulnerability. Conversely, positive protection might be found in practices that embody fuller solidarity with protected people and enable them to flourish as a socially embedded individuals.

This article explores the theoretical challenges for normatively progressive foreign policy following the rise of populist nationalism during the 2010s, using analytical concepts from the English School. It argues that populist nationalism exposes a problem of internal dissensus on the future trajectories of solidarist international society, within the Western states that have traditionally been its principal supporters. The ‘populist moment’ reveals problems of disconnection between domestic publics, the practices, and institutions of contemporary international society, and state actions that are premised in part on ethical regard for non-citizens. The article contends that, as an interface point between rooted communities and global ethical concerns, progressive foreign policy approaches have an important role to play in ameliorating these disconnections. However, these approaches must look beyond a simple ‘re-booting’ of liberal internationalism, focussing instead on building a path towards solidarist international society that is rooted in everyday-lived experiences, communities, and identities within the state. Building upon theorizations of good international citizenship, the article advances an alternative framework of good global statehood, which draws upon a coproduction methodology as a means of creating progressive foreign policies that are better attuned to pluralism and diversity across, but also within state borders.

A primary dimension of our engagement with fictional works of art – paradigmatically literary, dramatic, and cinematic narratives – is figuring out what is true in such representations, what the facts are in the fictional world. These facts (or states of affairs) include not only those that ground any genuine understanding of a story – say, that it was his own father whom Oedipus killed – but also those that may be missed in even a largely competent reading, say, that Emma Bovary's desires and dissatisfactions are fed by reading romance novels.

The psycho-historical framework proposes that appreciators' responses to art vary as a function of their sensitivity to its historical dimensions. However, the explanatory power of that framework is limited insofar as it assimilates relevantly different kinds of appreciation and insofar as it eschews a normative account of when a response succeeds in qualifying as an appreciation of art qua art.

Summary
“Every theory of painting is ametaphysics,” declares Merleau-Ponty in “Eye and Mind,” his last major philosophical essay on the visual arts (OE42/171/132). The immediate target of his remark is Descartes, in whose brief comments on engravings Merleau-Ponty finds a denigration of art as but a handmaiden to perception, capable of disclosing only those features of the mind-independent world already available to ordinary vision. However, his claim is meant to apply much more broadly. By addressing the nature of representation, its content, means, and ends, and the relation of the artist to the world, a theory of painting entails a metaphysics: a conception of how the self, body, mind, and world interrelate. In his major essays on visual art - “Cézanne's Doubt” (1945), “Indirect Language and the Voices of Silence” (1952), and “Eye and Mind” (1961) - Merleau-Ponty draws on this internal relation between theories of painting and metaphysics to challenge prevailing philosophical and scientific accounts of perception, meaning, imagination, and human subjectivity.
Yet if every theory of painting implies a metaphysical theory, not every metaphysical theory offers a theory of painting. Art plays a central role in Merleau-Ponty’s efforts to elaborate his phenomenology; however, even in the intense, searching reflection of “Cézanne’s Doubt” on the painter’s life and work, it is not clear that from such phenomenological inquiry there emerges a philosophy of art.
