Pragmatic ordering: Informality, experimentation, and the maritime security agenda

The question of when and how international orders change remains a pertinent issue of International Relations theory. This article develops the model of pragmatic ordering to conceptualise change. The model of pragmatic ordering synthesises recent theoretical arguments for a focus on ordering advanced in-practice theory, pragmatist philosophy, and related approaches. It also integrates evidence from recent global governance research. We propose a five-stage model. According to the model, once a new problem emerges (problematisation), informality allows for experimenting with new practices and developing new knowledge (informalisation and experimentation). Once these experimental practices become codified, and survive contestation, they increasingly settle (codification) and are spread through learning and translation processes (consolidation). We draw on the rise of the maritime security agenda as a paradigmatic case and examine developments in the Western Indian Ocean region to illustrate each of these stages. The article draws attention to the substantial reorganisation of maritime space occurring over the past decade and offers an innovative approach for the study of orders and change.

Tropical montane cloud forests (TMCF) are characterized by short trees, often twisted with multiple stems, with many stems per ground area, a large stem diameter to height ratio, and small, often thick leaves. These forests exhibit high root to shoot ratio, with a moderate leaf area index, low above-ground production, low leaf nutrient concentrations and often with luxuriant epiphytic growth. These traits of TMCF are caused by climatic conditions not geological substrate, and are particularly associated with frequent or persistent fog and low cloud. There are several reasons why fog might result in these features. Firstly, the fog and clouds reduce the amount of light received per unit area of ground and as closed-canopy forests absorb most of the light that reaches them the reduction in the total amount of light reduces growth. Secondly, the rate of photosynthesis per leaf area declines in comparison with that in the lowlands, which leads to less carbon fixation. Nitrogen supply limits growth in several of the few TMCFs where it has been investigated experimentally. High root : shoot biomass and production ratios are common in TMCF, and soils are often wet which may contribute to N limitation. Further study is needed to clarify the causes of several key features of TMCF ecosystems including high tree diameter : height ratio.

Produce growers in Kentucky, North Carolina, and Tennessee were surveyed in 2002 to gather information about their decision making in the areas of planting, postharvest handling, marketing, and expected changes. North Carolina has proportionately more respondents with large operations, and Kentucky and Tennessee were more similar and concentrated in smaller farms. Tennessee and Kentucky respondents were less likely to have engaged in activities that were associated with the commercial distribution system. Greater reliance on the commercial distribution system on the part of North Carolina growers is consistent with more produce export activity.

We add to Archer's review with mention of sexual orientation differences in aggression and empathy, which suggest a biological basis for the mediating role of empathy. We also note that Archer's view of sex differences will illuminate discussion of conduct disorder, which can only be of help to researchers in this field.
Documentation and Evaluation of Fevers in Hospital-Based and Community-Based Nursing Homes

Abstract
We reviewed clinical evaluation practices and documentation of fever (>100.2°F) in all febrile patients over a two-month period in a hospital-based nursing home (HBNH) compared with a community-based nursing home (CBNH). Results showed 38 febrile (mean 101.9°F) HBNH patients and 26 febrile (mean 101.5°F) CBNH patients. Median time from fever onset to physician contact was 4 hours in HBNH and 12.5 hours in CBNH episodes (P<0.01). Laboratory studies were initially performed in 68% of HBNH and 31% of CBNH episodes (P<0.005), and diagnosis of fever source was documented in 76% of HBNH and 16% of CBNH episodes (P<0.005). Overall assessment stratification showed 81% febrile HBNH patients had both evaluation and therapy performed compared with 38% in CBNH (P<0.0001); 39% of febrile CBNH patients had no evaluation or therapy performed. Results indicate lack of documentation, and fever evaluation in CBNHs may preclude complete detection of nursing home-acquired infections and thereby hamper preventive responses to potential infection problems.
