Ognitite, NiBiTe, a new mineral species, and Co-rich maucherite from the Ognit ultramafic complex, Eastern Sayans, Russia

We describe the new species ognitite, NiBiTe, and a Co-rich variety of maucherite, hitherto unreported; both were discovered in the Ognit ultramafic complex of Neoproterozoic age in Eastern Sayans, Russia. The mean composition of ognitite (n = 7) is: Ni 17.05, Fe 0.07, Cu 0.14, Pd 0.14, Te 32.53, Bi 49.64, total 99.57 wt.%, corresponding to: (Ni1.11Cu0.008Fe0.005Pd0.005)Σ1.13Bi0.90Te0.97 (Σ atoms = 3 apfu). Ognitite is trigonal, space group P3m1 [R1 = 0.0276 for 81 reflections with Fo > 4σ(Fo)]. The unit-cell parameters derived from the single-crystal X-ray diffraction data are: a = 3.928(1) Å, c = 5.385(1) Å and V = 71.95(4) Å3, with Z = 1. The c:a ratio is 1.37. The powder X-ray diffraction data obtained on the same fragment used for the single-crystal study are: a = 3.9332(4) Å, c = 5.3920(6) Å and V = 72.24(1) Å3. Ognitite exhibits the brucite-type structure with edge-sharing NiTe3Bi3 octahedra forming sheets parallel to (0001). It is related to melonite, but is distinct compositionally by the extreme Bi-enrichment (melonite and its synthetic analogue contain <0.4 Bi apfu), and structurally as Bi and Te are ordered at two distinct sites, leading to the loss of the centre of symmetry in ognitite.
At more than 9 wt.% Co, or ~2 apfu Co, the core of Co-rich maucherite [(Ni,Co)11As8] in a zoned crystal, which is surrounded by Co-depleted orcelite, far surpasses the norm (≤1 and up to 3.9 wt.% Co). The unit-cell parameters of the Co-rich maucherite are: a = 6.85(2) and c = 21.83(5) Å, which are based on results of synchrotron micro-Laue diffraction.
The host rock consists of serpentine, clinochlore (Mg# 95–97) and skeletal chromite. We favour the metastable crystallisation of fluid-saturated globules of a sulfide–arsenide melt to explain the anomalous compositions of ore minerals at Ognit. These anomalies seem consistent with rapid cooling in a fluid-enriched system, possibly related to late-stage degassing of the magma, as reflected in a prominent metasomatic aureole at the contact with the enclosing gneissic rocks.
Value of schizophrenia treatment II: Decision modelling for developing early detection and early intervention services in the Czech Republic

Background:
Positive findings on early detection and early intervention services have been consistently reported from many different countries. The aim of this study, conducted within the European Brain Council project “The Value of Treatment”, was to estimate costs and the potential cost- savings associated with adopting these services within the context of the Czech mental health care reform.
Methods:Czech epidemiological data, probabilities derived from meta-analyses, and data on costs of mental health services in the Czech Republic were used to populate a decision analytical model. From the health care and societal perspectives, costs associated with health care services and productivity lost were taken into account. One-way sensitivity analyses were conducted to explore the uncertainty around the key parameters.
Results:It was estimated that annual costs associated with care as usual for people with the first episode of psychosis were as high as 46 million Euro in the Czech Republic 2016. These annual costs could be reduced by 25% if ED services were adopted, 33% if EI services were adopted, and 40% if both, ED and EI services, were adopted in the country. Cost-savings would be generated due to decreased hospitalisations and better employment outcomes in people with psychoses.
Conclusions:Adopting early detection and early intervention services in mental health systems based on psychiatric hospitals and with limited access to acute and community care could generate considerable cost- savings. Although the results of this modelling study needs to be taken with caution, early detection and early intervention services are recommended for multi-centre pilot testing accompanied by full economic evaluation in the region of Central and Eastern Europe.

Background:
The aim of the European Brain Council project “The Value of Treatment” was to provide evidence-based, cost-effective policy recommendations for a patient-centered and sustainable coordinated care model for brain disorders. The first part of schizophrenia study examined the needs and gaps in the patients' care pathway.
Methods:Descriptive analysis was based on an inventory of needs and treatment opportunities, using focus group sessions, expert interviews, users’ input, and literature review. Three patient pathways were selected: indicated prevention, duration of untreated psychosis, and relapse prevention.
Results:The analysis identified several critical barriers to optimal treatment. Available health care services often miss or delay detection of symptoms and diagnosis in at-risk individuals. There is a lack of illness awareness among patients, families, and the public; scarcity of information, training and education among primary care providers; stigmatizing beliefs. Early symptom recognition and timely intervention result in better outcome and prognosis; effective management leads to a functional recovery. In the current model of care, there is insufficient cooperation between health and social care providers, patients and families, inadequate utilization of pharmacological and psychosocial interventions, lacking patient monitoring, and low implementation of integrated community care.
Conclusions:Early detection and early intervention programs, timely intervention, and relapse prevention are essential for effective management of schizophrenia. It requires a paradigm shift from symptom control, achieving and maintaining remission, to the emphasis on recovery. Since the current services are not able to accomplish this goal, changes in mental health policies are needed.

We present a new method to analyze party manifestos to benefit the placement of political parties per se and to advance the study of elections. Our method improves on existing manual coding approaches by (1) generating semantically complete units based on syntax, (2) standardizing units into a subject–predicate–object structure, and (3) employing a fine-grained and flexible hierarchical coding scheme. We evaluate our approach by comparing estimates for the 2002, 2006, and 2008 Austrian national elections with those yielded by previous studies that employ the entire range of available measurement strategies. We also demonstrate how we link our new manifesto data with other kind of data produced in theAustrian National Election Study, especially mass and elite (party candidate) surveys.

Different types of bondwire interconnect for differential chip-to-antenna and single-ended chip-to-chip interfaces are investigated. Two differential compensation structures for various lengths of interconnects are designed and experimentally evaluated using dedicated transmit and receive radar modules operating across a 110–156 GHz band. Measurement results demonstrate that a fractional bandwidth of 7.5% and a minimum insertion loss of 0.2 dB can be achieved for differential interconnects as long as 0.8 mm. Design and measurement results of an extremely wideband low-loss single-ended chip-to-chip bondwire interconnect that features 1.5 dB bandwidth from DC to 170 GHz and insertion loss of less than 1 dB at 140 GHz are presented as well. The results show that the well-established wire-bonding techniques are still an attractive solution even beyond 100 GHz. Reproducibility and scalability of the proposed solutions are assessed as well.

The year 2006 marks the 1000th anniversary of the supernova of 1006 C.E., the brightest supernova in all of recorded human history. This is also a time of great excitement in the supernova community: Observations from space observatories including Hubble, Chandra, XMM-Newton, and Spitzer, together with ones from powerful new ground-based telescopes and instruments, are revealing supernova remnants in the Galaxy and beyond in unprecedented detail. Fully three-dimensional computational codes and simulations running on powerful new machines are providing insight into the physics of supernovae freed from the simplifying assumptions that have restricted past understanding. Automated supernova searches are discovering hundreds of new supernovae every year, some at redshifts of 1 or beyond. And supernovae have revolutionized cosmology through the discovery of an accelerating universe, and they hold promise for deepening our understanding of the ‘dark energy’ that drives the acceleration.

The background and range of art libraries in the GDR are outlined, and a brief description of the holdings of major libraries given. Important bibliographic publications produced by libraries are noted, and an account of the activities of the organisation uniting art librarians in the GDR is provided. This paper was presented to the Art Libraries Section at the IFLA Conference, Leipzig, August 1981.
