In this paper, we describe the system design and capabilities of the Australian Square Kilometre Array Pathfinder (ASKAP) radio telescope at the conclusion of its construction project and commencement of science operations. ASKAP is one of the first radio telescopes to deploy phased array feed (PAF) technology on a large scale, giving it an instantaneous field of view that covers $31\,\textrm{deg}^{2}$ at $800\,\textrm{MHz}$. As a two-dimensional array of 36$\times$12 m antennas, with baselines ranging from 22 m to 6 km, ASKAP also has excellent snapshot imaging capability and 10 arcsec resolution. This, combined with 288 MHz of instantaneous bandwidth and a unique third axis of rotation on each antenna, gives ASKAP the capability to create high dynamic range images of large sky areas very quickly. It is an excellent telescope for surveys between 700 and $1800\,\textrm{MHz}$ and is expected to facilitate great advances in our understanding of galaxy formation, cosmology, and radio transients while opening new parameter space for discovery of the unknown.

The Rapid ASKAP Continuum Survey (RACS) is the first large-area survey to be conducted with the full 36-antenna Australian Square Kilometre Array Pathfinder (ASKAP) telescope. RACS will provide a shallow model of the ASKAP sky that will aid the calibration of future deep ASKAP surveys. RACS will cover the whole sky visible from the ASKAP site in Western Australia and will cover the full ASKAP band of 700–1800 MHz. The RACS images are generally deeper than the existing NRAO VLA Sky Survey and Sydney University Molonglo Sky Survey radio surveys and have better spatial resolution. All RACS survey products will be public, including radio images (with $\sim$ 15 arcsec resolution) and catalogues of about three million source components with spectral index and polarisation information. In this paper, we present a description of the RACS survey and the first data release of 903 images covering the sky south of declination $+41^\circ$ made over a 288-MHz band centred at 887.5 MHz.
Evaluating a tax-based subsidy approach for forest carbon sequestration

Forest carbon sequestration plays an important role in reducing the build-up of greenhouse gases that are known to contribute to global climate change. However, private landowners will supply less carbon sequestration than would be socially desirable if they are unable to capture the economic value of sequestration. We examine the viability of offering landowners property tax subsidies for forest carbon sequestration (referred to as a ‘tax-based subsidy approach’). Waiving property taxes on forestland provides incentives for landowners to afforest non-forested land and/or sustain forests that are at risk of deforestation. We focus on 17 Tennessee counties and one Kentucky county, constituting one of 179 Bureau of Economic Analysis areas in the United States, as a case study. Higher forestland net return from waiving property taxes increases the share of forestland in the 18 counties, which in turn increases the accumulation of carbon in the forest ecosystem, suggesting that this is a viable approach. The annualized county-level cost of supplying forest carbon sequestration using a tax-based subsidy ranges between US$15.56 and US$563.58 per carbon tonne across the 18 counties. Relevant government agencies can use these estimates to target selected counties for more cost-effective adoption of the county-level tax-based subsidy approach.

The subsurface exploration of other planetary bodies can be used to unravel their geological history and assess their habitability. On Mars in particular, present-day habitable conditions may be restricted to the subsurface. Using a deep subsurface mine, we carried out a program of extraterrestrial analog research – MINe Analog Research (MINAR). MINAR aims to carry out the scientific study of the deep subsurface and test instrumentation designed for planetary surface exploration by investigating deep subsurface geology, whilst establishing the potential this technology has to be transferred into the mining industry. An integrated multi-instrument suite was used to investigate samples of representative evaporite minerals from a subsurface Permian evaporite sequence, in particular to assess mineral and elemental variations which provide small-scale regions of enhanced habitability. The instruments used were the Panoramic Camera emulator, Close-Up Imager, Raman spectrometer, Small Planetary Linear Impulse Tool, Ultrasonic drill and handheld X-ray diffraction (XRD). We present science results from the analog research and show that these instruments can be used to investigate in situ the geological context and mineralogical variations of a deep subsurface environment, and thus habitability, from millimetre to metre scales. We also show that these instruments are complementary. For example, the identification of primary evaporite minerals such as NaCl and KCl, which are difficult to detect by portable Raman spectrometers, can be accomplished with XRD. By contrast, Raman is highly effective at locating and detecting mineral inclusions in primary evaporite minerals. MINAR demonstrates the effective use of a deep subsurface environment for planetary instrument development, understanding the habitability of extreme deep subsurface environments on Earth and other planetary bodies, and advancing the use of space technology in economic mining.

There is increasing demand for the implementation of effects-based monitoring and surveillance (EBMS) approaches in the Great Lakes Basin to complement traditional chemical monitoring. Herein, we describe an ongoing multiagency effort to develop and implement EBMS tools, particularly with regard to monitoring potentially toxic chemicals and assessing Areas of Concern (AOCs), as envisioned by the Great Lakes Restoration Initiative (GLRI). Our strategy includes use of both targeted and open-ended/discovery techniques, as appropriate to the amount of information available, to guide a priori end point and/or assay selection. Specifically, a combination of in vivo and in vitro tools is employed by using both wild and caged fish (in vivo), and a variety of receptor- and cell-based assays (in vitro). We employ a work flow that progressively emphasizes in vitro tools for long-term or high-intensity monitoring because of their greater practicality (e.g., lower cost, labor) and relying on in vivo assays for initial surveillance and verification. Our strategy takes advantage of the strengths of a diversity of tools, balancing the depth, breadth, and specificity of information they provide against their costs, transferability, and practicality. Finally, a series of illustrative scenarios is examined that align EBMS options with management goals to illustrate the adaptability and scaling of EBMS approaches and how they can be used in management decisions.

On June 13, 2012, a group of key stakeholders, leaders, and national experts on tuberculosis (TB), occupational health, and laboratory science met in Atlanta, Georgia, to focus national discussion on the higher than expected positive results occurring among low-risk, unexposed healthcare workers undergoing serial testing with interferon-γ release assays (IGRAs). The objectives of the meeting were to present the latest clinical and operational research findings on the topic, to discuss evaluation and treatment algorithms that are emerging in the absence of national guidance, and to develop a consensus on the action steps needed to assist programs and physicians in the interpretation of serial testing IGRA results. This report summarizes its proceedings.

Algorithms for simple object reconstruction using the largest possible object approach*

Recently, three-dimensional motion analysis and shape recovery have attracted growing attention as promising avenues of approach to image understanding, object reconstruction as well as computer vision for robotic Systems. The image generation problem and the model generation problem are presented. More specifically, the inputs to the image generator are an old image, object model, motion specification, and hidden line and hidden surface algorithms. The output is a new image. Since the object model is given, the top-down approach is usually used. On the other hand, for the model generation problem, the input is an image sequence while the output is an object model. Since the object model is not given, and bottom-up approach is usually used.
In this paper, the largest possible object approach is proposed and the advantages of this approach are stated. They are:
1. This approach may be applicable to objects with planar surfaces as well as nonplanar surfaces.
2. This approach may be applicable to the case that there are more than one face change per frame.
3. This approach may be applicable when the camera is moving.
4. This approach may be applicable when the object is measured by several measuring stations.
By using this approach, algorithms for simple object reconstruction given a sequence of pictures are presented together with illustrative examples. The relevance and importance of this work are discussed.
The results of this paper may have useful applications in object reconstruction, pictorial data reduction and computer vision for robotic Systems.
Pictorial knowledge representation using pictorial semantic networks

Classifications of pictures and pictorial knowledge are presented. Pictorial knowledge is divided into three classes – angular pictorial knowledge, side pictorial knowledge, and angular and side pictorial knowledge. A block diagram of these three pictorial knowledge classes and a pictorial knowledge transformation module is also presented with illustrative examples. Pictorial semantic networks which in terms of pictorial nodes, property nodes, “is a” links, “has property” links, and “if and only if” links are introduced. Transitivity, generalization, specialization, inheritance hierarchy, and knowledge transformation properties are stated and illustrated by examples. Triangular, quadrangular, and polygonal knowledge representation using pictorial semantic networks are presented. The concepts of deducible property nodes are also presented with illustrative examples. Additional facts can be established from pictorial semantic networks. Thus, pictorial semantic networks are a useful way to represent pictorial knowledge in domains that use well-established taxonomies to simplify problem solving in pictorial information systems. Pictorial semantic networks offer what appears to be a fertile field for future study. The results may have useful applications in knowledge representation, expert systems, artificial intelligence, knowledge - based systems, pictorial information systems and related areas.

The concepts of entity-relationship diagram have been applied to picture description. Primitive picture entities, picture relationships, and picture grammars are presented with illustrative examples. A high-level description of a two-level picture generation system is proposed using either string description or ER diagram description. Illustrative examples are also given. The advantages of ER diagram description together with its comparison to string description are also presented. The results may have useful applications in robotics, artificial intelligence, expert systems, picture processing, pattern recognition, knowledge engineering and pictorial database design.

Deficits in attention are a hallmark of the effects of heavy prenatal alcohol exposure but although such deficits have been described in the literature, no attempt to use measures of attention to classify children with such exposure has been described. Thus, the current study attempted to classify children with heavy prenatal alcohol exposure (ALC) and non-exposed controls (CON), using four measures of attentional functioning: the Freedom from Distractibility index from the Wechsler Intelligence Scale for Children–Third Edition (WISC–III), the Attention Problems scale from the Child Behavior Checklist (CBCL), and omission and commission error scores from the Test of Variables of Attention (TOVA). Data from two groups of children were analyzed: children with heavy prenatal alcohol exposure and non-exposed controls. Children in the alcohol-exposed group included both children with or without fetal alcohol syndrome. Groups were matched on age, sex, ethnicity, and social class. Data were analyzed using backward logistic regression. The final model included the Freedom from Distractibility index from the WISC–III and the Attention Problems scale from the CBCL. The TOVA variables were not retained in the final model. Classification accuracy was 91.7% overall. Specifically, 93.3% of the alcohol-exposed children and 90% of the control children were accurately classified. These data indicate that children with heavy prenatal alcohol exposure can be distinguished from non-exposed controls with a high degree of accuracy using 2 commonly used measures of attention. The stringent weight and space requirements of advanced space and aerospace systems have lead to a need for stronger, lighter, smaller, and more flexible cable and wiring components. Syscom has fabricated a multifunctional metal/polymer hybrid fiber from a rigid-rod type of polymer, such as poly(p-phenylene benzobisoxazole) (PBO) fiber, for signal transfer and electromagnetic interference (EMI) shielding in wiring and cable applications. The test results indicated that the metal/polymer hybrid PBO fiber exhibited ∼67% the electrical conductivity, ∼73% the weight and ∼200% the tensile strength of a comparable size of beryllium-copper CS95 wire. Additional experimental results of electric current carrying capability, cable shielding performance and atomic oxygen erosion protection will also be discussed.
Microstructure of laser-ablated superconducting La2CuO4Fx thin films on SrTiO3

Thin films of lanthanum cuprate were grown on SrTiO3 substrates by pulsed laser deposition and made superconducting (Tc ∼ 38 K) through the process of post-deposition fluorination using elemental fluorine. A microstructural analysis showed that the [110] zone of the film grows parallel to the [100] zone of the SrTiO3 substrate, reducing the lattice mismatch from 37.5% to 2.4%. At the film–substrate interface there is an intermediate layer 3–4 nm thick and twin-related grains emanate from this region. Stacking faults are present in the bulk of the film, with misoriented subgrains present at the deposit surface.

In this paper, experimental results for electromigration void morphology and failure time distribution are presented as a function of test condition, grain size distribution and conductor linewidth. Unpassivated Al-Cu(1.5%)-Si(1.5%) conductors with linewidths in the range lum ≤W ≤l0μm were subjected to accelerated temperature stresses of T=150° C and 250°C and current stresses in the range j= 0.5-4X106 A-cm-2, for each temperature stress. Unlike previous reports, erosion-like voids dominated at all current densities and temperatures for both W/D50≤1 and W/D50 > 1. The void distribution within a line was strongly dependent on test conditions and linewidth. The critical current density was extracted from electromigration lifetimes measured as a function of current density. The results show that the linewidth dependence of electromigration lifetimes depend strongly on the Blech relation.
