Public concern regarding the use of herbicides in urban areas (e.g., golf courses, parks, lawns) is increasing. Thus, there is a need for alternative methods for weed control that are safe for the public, effective against weeds, and yet selective to turfgrass and other desirable species. New molecular tools such as ribonucleic acid interference (RNAi) have the potential to meet all those requirements, but before these technologies can be implemented, it is critical to understand the perceptions of key stakeholders to facilitate adoption as well as regulatory processes. With this in mind, turfgrass system managers, such as golf course superintendents and lawn care providers, were surveyed to gain insight into the perception and potential adoption of RNAi technology for weed management. Based on survey results, turfgrass managers believe that cost of weed management and time spent managing weeds are the main challenges faced in their fields. When considering new weed management tools, survey respondents were most concerned about cost, efficacy, and efficiency of a new product. Survey respondents were also optimistic toward RNAi for weed management and would either use this technology in their own fields or be willing to conduct research to develop RNAi herbicides. Although respondents believed that the general public would have some concerns about this technology, they did not believe this to be the most important factor for them when choosing new weed management tools. The need for new herbicides to balance weed control challenges and public demands is a central factor for turfgrass managers’ willingness to use RNAi-based weed control in turfgrass systems. They believe their clientele will be accepting of RNAi tools, although further research is needed to investigate how a wider range of stakeholders perceive RNAi tools for turfgrass management more broadly.
Assessing HIV Care Outcomes Among Persons Who Use Drugs in Puerto Rico Before and After Hurricane Maria

Objectives:
To explore the health impacts of Hurricane Maria (HM) on HIV care outcomes among people living with HIV who use drugs.
Methods:Using data from an ongoing cohort study in San Juan, Puerto Rico (Proyecto PACTo), we measured differences in HIV care outcomes (viral load, viral suppression, and CD4 counts) before and after HM using assessments conducted at 6-month intervals. Generalized estimating equations were used to assess factors associated with HIV care outcomes.
Results:All HIV care outcomes showed a deterioration from pre-HM values to post-HM values (mean viral load increased, CD4 counts decreased, and rate of viral suppression decreased) after controlling for pre-HM sociodemographic and health characteristics. In addition to HM, age (aIRR = 1·01), being homeless (aIRR = 0·78) and having health insurance (aIRR = 1·6) were independently associated with viral suppression.
Participants:219 participants completed follow-up visits between April 2017 and January 2018, before and after HM.
Conclusions:People living with HIV who use drugs in Puerto Rico experienced poorer HIV outcomes following HM. Socio-environmental factors contributing to these outcomes is discussed in the context of disaster response, recovery, and program planning.
Rapid evolution of competitive ability in giant foxtail (Setaria faberi) over 34 years

Competition between genotypes within a plant population can result in the displacement of the least competitive by more competitive genotypes. Although evolutionary processes in plants may occur over thousands and millions of years, it has been suggested that changes in key fitness traits could occur in as little as decades, with herbicide resistance being a common example. However, the rapid evolution of complex traits has not been proven in weeds. We hypothesized that changes in weed growth and competitive ability can occur in just a few years because of selection in agroecosystems. Seed of multiple generations of a single natural population of the grassy weed giant foxtail (Setaria faberi Herrm.) were collected during 34 yr (i.e., 1983 to 2017). Using a “resurrection” approach, we characterized life-history traits of the different year-lines under noncompetitive and competitive conditions. Replacement-series experiments comparing the growth of the oldest year-line (1983) versus newer year-lines (1991, 1996, 1998, 2009, and 2017) showed that plant competitive ability decreased and then increased progressively in accordance with oscillating selection. The adaptations in competitive ability were reflected in dynamic changes in leaf area and biomass when plants were in competition. The onset of increased competitive ability coincided with the introduction of herbicide-resistant crops in the landscape in 1996. We also conducted a genome-wide association study and identified four loci that were associated with increased competitive ability over time, confirming that this trait changed in response to directional selection. Putative transcription factors and cell wall–associated enzymes were linked to those loci. This is the first study providing direct in situ evidence of rapid directional evolution of competitive ability in a plant species. The results suggest that agricultural systems can exert enough pressure to cause evolutionary adaptations of complex life-history traits, potentially increasing weediness and invasiveness.
Crop physiological considerations for combining variable-density planting to optimize seed costs and weed suppression

High crop densities are valuable to increase weed suppression, but growers might be reluctant to implement this practice due to increased seed cost. Because it is also possible to lower planting densities in areas with no or low weed interference risk, the area allocated to each planting density must be optimized considering seed cost and productivity per plant. In this study, the growth and yield of maize (Zea mays L.), cotton (Gossypium hirsutum L.), and soybean [Glycine max (L.) Merr.] were characterized in response to low planting densities and arrangements. The results were used to develop a bioeconomic model to optimize the area devoted to high- and low-density plantings to increase weed suppression without increasing seed cost. Physiological differences seen in each crop varied with the densities tested; however, maize was the only crop that had differences in yield (per area) between densities. When a model to optimize low and high planting densities was used, maize and cotton showed the most plasticity in yield per planted seed (g seed−1) and area of low density to compensate for high-density area unit. Maize grown at 75% planting density compared with the high-planting density (200%) increased yield (g seed−1) by 229%, return by 43%, and profit by 79% while decreasing the low-density area needed to compensate for high-density area. Cotton planted at 25% planting density compared with the 200% planting density increased yield (g seed−1) by 1,099%, return by 46%, and profit by 62% while decreasing the low-density area needed to compensate for high-density area. In contrast, the high morphological plasticity of soybean did not translate into changes in area optimization, as soybean maintained return, profit, and a 1:1 ratio for area compensation. This optimization model could allow for the use of variable planting at large scales to increase weed suppression while minimizing costs to producers.

How do voters want their governments to respond when another country unilaterally withdraws from an international institution? We distinguish between negotiation approaches that vary in the degree to which they accommodate the withdrawing state's demands and argue that negotiation preferences are shaped by two issues. The first is voters’ exposure to the costs and benefits of accommodation. This exposure varies across issues, and we argue that citizens will generally prefer non-accommodation on zero-sum issues, but support more accommodation on cooperation issues, where non-accommodation puts existing cooperation gains at risk. Second, withdrawal negotiations create precedents, and citizens should therefore be less willing to accommodate the more they are concerned about the ripple effects of accommodation on the institution's stability. These concerns also confront citizens with two types of dilemmas depending on how favorably they view the institution themselves. To test our argument, we use survey evidence and a conjoint experiment conducted in Germany and Spain during the Brexit negotiations. We find that respondents overall are more willing to accommodate the UK on cooperation issues than on zero-sum issues, but also find evidence that Euroskeptics and Europhiles confront different issue-specific dilemmas. Our paper contributes to a better understanding of the dynamics surrounding the challenges to multilateralism that have proliferated in recent years.
Characterization of carinata tolerance to select herbicides using field dose-response studies

Field experiments were conducted from 2017 to 2019 to determine the tolerance of carinata to several preemergence and postemergence herbicides. Preliminary screenings identified herbicides that caused large variation on carinata injury, indicating the potential for selectivity. Dose-response field studies were conducted to quantify the tolerance of carinata to select herbicides. Diuron applied preemergence at rates of 280 g ai ha−1 or higher reduced carinata population density 54% to 84% compared to the nontreated control. In certain locations, clomazone applied preemergence caused minor injury with an acceptable level of carinata tolerance and only doses above 105 g ai ha−1 caused yield reductions. Napropamide doses of 2,856 g ai ha−1 or higher applied preemergence caused at least 25% injury to carinata; however, the damage was not severe enough to reduce yields. Simazine applied postemergence at rates above 1,594 g ai ha−1 caused 50% or more injury, resulting in yield losses ranging from 0% to 95% depending on location. Clopyralid applied postemergence at 2,512 g ai ha−1 caused 25% injury with relative yield reductions, which varied across locations. The present study identified clomazone and napropamide applied preemergence, and clopyralid applied postemergence as potential herbicides for weed control in carinata. In contrast, diuron, simazine, metribuzin, imazethapyr, and chlorimuron caused high levels of carinata mortality and can be used to control volunteer carinata plants in rotational crops.

Healthcare workers (HCWs) not fulfilling the coronavirus disease 2019 (COVID-19) case definition underwent severe acute respiratory coronavirus virus 2 (SARS-CoV-2) screening. Risk of exposure, adherence to personal protective equipment (PPE), and symptoms were assessed. In total, 2,000 HCWs were screened: 5.5% were positive for SARS-CoV-2 by polymerase chain reaction (PCR). There were no differences in PPE use between SARS-CoV-2–positive and –negative HCWs (adherence, >90%). Nursing and kitchen staff were independently associated with positive SARS-CoV-2 results.

Background:
Surgical antimicrobial prophylaxis (SAP) is commonly administered in orthopedic procedures. Research regarding SAP appropriateness for specific orthopedic procedures is limited and is required to facilitate targeted orthopedic prescriber behavior change.
Objectives:To describe SAP prescribing and appropriateness for orthopedic procedures in Australian hospitals.
Design, setting, and participants:Multicenter, national, quality improvement study with retrospective analysis of data collected from Australian hospitals via Surgical National Antimicrobial Prescribing Survey (Surgical NAPS) audits from January 1, 2016, to April 15, 2019, were analyzed.
Methods:Logistic regression identified hospital, patient and surgical factors associated with appropriateness. Adjusted appropriateness was calculated from the multivariable model. Additional subanalyses were conducted on smaller subsets to calculate the adjusted appropriateness for specific orthopedic procedures.
Results:In total, 140 facilities contributed to orthopedic audits in the Surgical NAPS, including 4,032 orthopedic surgical episodes and 6,709 prescribed doses. Overall appropriateness was low, 58.0% (n = 3,894). This differed for prescribed procedural (n = 3,978, 64.7%) and postprocedural doses (n = 2,731, 48.3%). The most common reasons for inappropriateness, when prophylaxis was required, was timing for procedural doses (50.9%) and duration for postprocedural prescriptions (49.8%). The adjusted appropriateness of each orthopedic procedure group was low for procedural SAP (knee surgery, 54.1% to total knee joint replacement, 74.1%). The adjusted appropriateness for postprocedural prescription was also low (from hand surgery, 40.7%, to closed reduction fractures, 68.7%).
Conclusions:Orthopedic surgical specialties demonstrated differences across procedural and postprocedural appropriateness. The metric of appropriateness identifies targets for quality improvement and is meaningful for clinicians. Targeted quality improvement projects for orthopedic specialties need to be developed to support optimization of antimicrobial use.
‘I’ve got to row the boat on my own, more or less’: aboriginal australian experiences of traumatic brain injury

Background:
The overarching cultural context of the brain injury survivor, particularly that related to minority peoples with a history of colonisation and discrimination, has rarely been referred to in the research literature, despite profoundly influencing a person’s recovery journey in significant ways, including access to services. This study highlights issues faced by Australian Aboriginal traumatic brain injury (TBI) survivors in terms of real-life consequences of the high incidence of TBI in this population, current treatment and long-term challenges.
Method:A case study approach utilised qualitative interview and file review data related to five male Aboriginal TBI survivors diagnosed with acquired communication disorders. The five TBI survivors were from diverse areas of rural and remote Western Australia, aged between 19 and 48 years at the time of injury, with a range of severity.
Case Reports:Common themes included: significant long-term life changes; short-term and long-term dislocation from family and country as medical intervention and rehabilitation were undertaken away from the person’s rural/remote home; family adjustments to the TBI including permanent re-location to a metropolitan area to be with their family member in residential care; challenges related to lack of formal rehabilitation services in rural areas; poor communication channels; poor cultural security of services; and lack of consistent follow-up.
Discussion and Conclusion:These case reports represent some of the first documented stories of Aboriginal Australian TBI survivors. They supplement available epidemiological data and highlight different contexts for Aboriginal people after TBI, contributing to an overall profile that is relevant for rehabilitation service planning.
Managing Herbicide Resistance: Listening to the Perspectives of Practitioners. Procedures for Conducting Listening Sessions and an Evaluation of the Process

Seven half-day regional listening sessions were held between December 2016 and April 2017 with groups of diverse stakeholders on the issues and potential solutions for herbicide-resistance management. The objective of the listening sessions was to connect with stakeholders and hear their challenges and recommendations for addressing herbicide resistance. The coordinating team hired Strategic Conservation Solutions, LLC, to facilitate all the sessions. They and the coordinating team used in-person meetings, teleconferences, and email to communicate and coordinate the activities leading up to each regional listening session. The agenda was the same across all sessions and included small-group discussions followed by reporting to the full group for discussion. The planning process was the same across all the sessions, although the selection of venue, time of day, and stakeholder participants differed to accommodate the differences among regions. The listening-session format required a great deal of work and flexibility on the part of the coordinating team and regional coordinators. Overall, the participant evaluations from the sessions were positive, with participants expressing appreciation that they were asked for their thoughts on the subject of herbicide resistance. This paper details the methods and processes used to conduct these regional listening sessions and provides an assessment of the strengths and limitations of those processes.

Herbicide resistance is ‘wicked’ in nature; therefore, results of the many educational efforts to encourage diversification of weed control practices in the United States have been mixed. It is clear that we do not sufficiently understand the totality of the grassroots obstacles, concerns, challenges, and specific solutions needed for varied crop production systems. Weed management issues and solutions vary with such variables as management styles, regions, cropping systems, and available or affordable technologies. Therefore, to help the weed science community better understand the needs and ideas of those directly dealing with herbicide resistance, seven half-day regional listening sessions were held across the United States between December 2016 and April 2017 with groups of diverse stakeholders on the issues and potential solutions for herbicide resistance management. The major goals of the sessions were to gain an understanding of stakeholders and their goals and concerns related to herbicide resistance management, to become familiar with regional differences, and to identify decision maker needs to address herbicide resistance. The messages shared by listening-session participants could be summarized by six themes: we need new herbicides; there is no need for more regulation; there is a need for more education, especially for others who were not present; diversity is hard; the agricultural economy makes it difficult to make changes; and we are aware of herbicide resistance but are managing it. The authors concluded that more work is needed to bring a community-wide, interdisciplinary approach to understanding the complexity of managing weeds within the context of the whole farm operation and for communicating the need to address herbicide resistance.
Geography Matters: The Conditional Effect of Electoral Systems on Social Spending

There is a large body of research showing that the provision of social policies is higher under proportional electoral systems than under majoritarian systems. This article helps advance this literature by showing that the geographic distribution of social recipients plays an essential role in moderating the impact of electoral institutions on social provision. Using data from twenty-two OECD countries, the results show that majoritarian systems increase the provision of social spending when recipients are concentrated in certain regions. When levels of concentration are high, social spending in majoritarian countries can surpass levels of provision in proportional representation systems.

Our survey of 112 Australian aged-care facilities demonstrated the prevalence of healthcare-associated infections to be 2.9%. Urinary tract infections (UTIs) defined by McGeer criteria comprised 35% of all clinically defined UTIs. To estimate the infection burden in these facilities where microbiologic testing is not routine, modified surveillance criteria for UTIs are necessary.

Background: Aboriginal and Torres Strait Islander Australians experience stroke and traumatic brain injury (TBI) with much greater frequency than non-Aboriginal Australians. Acquired communication disorders (ACD) can result from these conditions and can significantly impact everyday life. Yet few Aboriginal people access rehabilitation services and little is known about Aboriginal peoples’ experiences of ACD. This paper describes the protocol surrounding a study that aims to explore the extent and impact of ACD in Western Australian Aboriginal populations following stroke or TBI and develop a culturally appropriate screening tool for ACD and accessible and culturally appropriate service delivery models.
Method/Design: The 3-year, mixed methods study is being conducted in metropolitan Perth and five regional centres in Western Australia. Situated within an Aboriginal research framework, methods include an analysis of linked routine hospital admission data and retrospective file audits, development of a screening tool for ACD, interviews with people with ACD, their families, and health professionals, and drafting of alternative service delivery models.
Discussion: This study will address the extent of ACD in Aboriginal populations and document challenges for Aboriginal people in accessing speech pathology services. Documenting the burden and impact of ACD within a culturally secure framework is a forerunner to developing better ways to address the problems faced by Aboriginal people with ACD and their families. This will in turn increase the likelihood that Aboriginal people with ACD will be diagnosed and referred to professional support to improve their communication, quality of life and functioning within the family and community context.

The aim of the present study was to validate a food photograph album (FPA) as a tool to visually estimate food amounts, and to compare this estimation with that attained through the use of measuring cups (MC) and food models (FM). We tested 163 foods over fifteen sessions (thirty subjects/session; 10–12 foods presented in two portion sizes, 20–24 plates/session). In each session, subjects estimated food amounts with the assistance of FPA, MC and FM. We compared (by portion and method) the mean estimated weight and the mean real weight. We also compared the percentage error estimation for each portion, and the mean food percentage error estimation between methods. In addition, we determined the percentage error estimation of each method. We included 463 adolescents from three public high schools (mean age 17·1 (sd 1·2) years, 61·8 % females). All foods were assessed using FPA, 53·4 % of foods were assessed using MC, and FM was used for 18·4 % of foods. The mean estimated weight with all methods was statistically different compared with the mean real weight for almost all foods. However, a lower percentage error estimation was observed using FPA (2·3 v. 56·9 % for MC and 325 % for FM, P< 0·001). Also, when analysing error rate ranges between methods, there were more observations (P< 0·001) with estimation errors higher than 40 % with the MC (56·1 %), than with the FPA (27·5 %) and FM (44·9 %). In conclusion, although differences between estimated and real weight were statistically significant for almost all foods, comparisons between methods showed FPA to be the most accurate tool for estimating food amounts.

One of widely investigated materials for photodiode, light-emitting device, and solar cell applications is a soluble conjugated polymer poly(2-methoxy-5- (2,9-ethyl-hexyloxy)-1,4-phenylene vinylene) or MEH-PPV. In this paper we present experimental results on MEH-PPV polymer and ITO/PEDOT:PSS/MEH-PPV/Al photodetector, where ITO and PEDOT:PSS stand for indium tin oxide and poly(3,4-ethylenedioxythiophene):poly(styrenesulfonate), respectively. Thin polymer films were fabricated by spin-coating technique. The characterization of the material and devices are done in air at room temperature. The experimental results include optical absorption of MEH-PPV and determination of the optical absorption coefficient, photocurrent dependence on optical power, light wavelength, bias voltage, and polymer thin film thickness. Theoretical modeling is based on drift-diffusion and continuity equations for hole polarons, as well as assumption that the charge carrier recombination process is bimolecular. The bimolecular recombination mechanism implies that the photocurrent depends on the square root of the optical power, which is confirmed with our experimental results.

We investigated the possibility of doping poly (sodium poly[2-(3-thienyl)-ethoxy-4-butylsulfonate) (PTEBS) with perylene tetracarboxylicdiimide (PTCDI) nanobelts through ultraviolet photoelectron spectroscopy (UPS) measurements. For our experiment, PTEBS was tuned to absorb maximum light in the range of 450 nm to 550 nm which corresponds to the maximum solar irradiance of the Earth’s atmosphere. Nanobelts of PTCDI were synthesized by gas phase self assembly process. Doping PTEBS with PTCDI nanobelts causes a shift in the Fermi level of the composite material with respect to the vacuum level as observed in the photoemission spectrum. With increased PTCDI doping, PTCDI does not act much like an electron donor, but more like an electron acceptor. The peaks corresponding to the sigma bonds shift towards the vacuum level with higher concentrations of the dopant. Using angled resolved photoemission spectra from a 3m toroidal grating monochromator, PTEBS displays change in the highest occupied molecular orbital in respect to its Fermi level when the side groups were substituted by H+ or OH- groups. The results confirm that the binding energy decreases with increase in activity of the dissolved hydrogen ions. It is evident that there is an increase in the density of states near the Fermi level and shifts to lower binding energies of the occupied molecular orbitals with pH level decrease, which is in agreement with the published optical absorption characteristics of PTEBS. Since UPS data confirm that PTCDI nanobelts dope PTEBS, along with its tunable absorption characteristics, this composite might be a promising material for optoelectronic application.

Hospital-Acquired Infections in Intensive Care Unit Patients An Overview with Emphasis on Epidemics

Surveillance activities for the detection of nosocomial infections at the University of Virginia Hospital (Charlottesville, Virginia) and at hospitals participating in the Virginia Statewide Infection Control Program have focused on outbreaks and device-related infections which are potentially preventable. Eleven outbreaks of nosocomial infections were identified at the University of Virginia Hospital between January 1, 1978 and December 31, 1982 (9.8 outbreaks/100,000 admissions). Ten of the 11 were centered in critical care units. The 269 patients involved in the epidemics represented 0.2% of all hospital admissions and 3.7% of all patients who developed nosocomial infections. Eight of the 11 outbreaks involved infection of the bloodstream, and the 90 patients who developed a bloodstream infection as part of an epidemic represented 8% of all patients with nosocomial bloodstream infections identified during the five-year study period. The reservoir of the 11 outbreaks involved devices (5), contaminated cocaine (1), probable blood products (1), other patients (3), and nursing personnel (1). Forty-one percent of all nosocomial bloodstream infections and 41% of all nosocomial pneumonias occurred in intensive care units (ICUs).
In 38 hospitals in the state of Virginia with ICUs and practitioners who voluntarily reported surveillance data between June 1,1980 and May 31,1982, there were 264,757 patients admitted and a crude infection rate of 3%. Of note is that 1,867 of the 7,407 nosocomial infections (25%) occurred in the ICU patients. Several factors point to a compelling argument that the highest priority in infection control resources be assigned to the prevention and control of ICU infections: ICU patients often have serious device-related infections and may be identified as high risk prior to infection. Furthermore, they are at risk of being infected as part of a major outbreak. Such characteristics define a population of hospitalized patients, many of whose infections are preventable.
