We present a detailed overview of the cosmological surveys that we aim to carry out with Phase 1 of the Square Kilometre Array (SKA1) and the science that they will enable. We highlight three main surveys: a medium-deep continuum weak lensing and low-redshift spectroscopic HI galaxy survey over 5 000 deg2; a wide and deep continuum galaxy and HI intensity mapping (IM) survey over 20 000 deg2 from $z = 0.35$ to 3; and a deep, high-redshift HI IM survey over 100 deg2 from $z = 3$ to 6. Taken together, these surveys will achieve an array of important scientific goals: measuring the equation of state of dark energy out to $z \sim 3$ with percent-level precision measurements of the cosmic expansion rate; constraining possible deviations from General Relativity on cosmological scales by measuring the growth rate of structure through multiple independent methods; mapping the structure of the Universe on the largest accessible scales, thus constraining fundamental properties such as isotropy, homogeneity, and non-Gaussianity; and measuring the HI density and bias out to $z = 6$ . These surveys will also provide highly complementary clustering and weak lensing measurements that have independent systematic uncertainties to those of optical and near-infrared (NIR) surveys like Euclid, LSST, and WFIRST leading to a multitude of synergies that can improve constraints significantly beyond what optical or radio surveys can achieve on their own. This document, the 2018 Red Book, provides reference technical specifications, cosmological parameter forecasts, and an overview of relevant systematic effects for the three key surveys and will be regularly updated by the Cosmology Science Working Group in the run up to start of operations and the Key Science Programme of SKA1.

New specimens of Gabelia pedunculus Rigby and Murphy, 1983, and of the new species Gabelia giganta and Gabelia fascicula are described from the Siluro-Devonian(?) Roberts Mountains Formation from Loomis Creek Canyon in the Snake Mountains, northeastern Elko County, Nevada. Stalk fragments of G. pedunculus are similar to the holotype from the northern Roberts Mountains, Eureka County, Nevada. Gabelia giganta n. sp. is a large species with skeletal elements in the stalk twice the size of elements in G. pedunculus. Gabelia fascicula n. sp. is based on thick-walled, cup-like upper parts where a gastral layer of coarse, diagonally oriented spicules contrasts to a dermal layer of regular vertical and horizontal bundles of hexactine-based spicules of at least two orders around parietal gaps. The specimens are all part of a probably transported seafloor assemblage.

A ‘pulsar timing array’ (PTA), in which observations of a large sample of pulsars spread across the celestial sphere are combined, allows investigation of ‘global’ phenomena such as a background of gravitational waves or instabilities in atomic timescales that produce correlated timing residuals in the pulsars of the array. The Parkes Pulsar Timing Array (PPTA) is an implementation of the PTA concept based on observations with the Parkes 64-m radio telescope. A sample of 20 ms pulsars is being observed at three radio-frequency bands, 50 cm (~700 MHz), 20 cm (~1400 MHz), and 10 cm (~3100 MHz), with observations at intervals of two to three weeks. Regular observations commenced in early 2005. This paper describes the systems used for the PPTA observations and data processing, including calibration and timing analysis. The strategy behind the choice of pulsars, observing parameters, and analysis methods is discussed. Results are presented for PPTA data in the three bands taken between 2005 March and 2011 March. For 10 of the 20 pulsars, rms timing residuals are less than 1 μs for the best band after fitting for pulse frequency and its first time derivative. Significant ‘red’ timing noise is detected in about half of the sample. We discuss the implications of these results on future projects including the International Pulsar Timing Array and a PTA based on the Square Kilometre Array. We also present an ‘extended PPTA’ data set that combines PPTA data with earlier Parkes timing data for these pulsars.

The Parkes pulsar data archive currently provides access to 144044 data files obtained from observations carried out at the Parkes observatory since the year 1991. Around 105 files are from surveys of the sky, the remainder are observations of 775 individual pulsars and their corresponding calibration signals. Survey observations are included from the Parkes 70 cm and the Swinburne Intermediate Latitude surveys. Individual pulsar observations are included from young pulsar timing projects, the Parkes Pulsar Timing Array and from the PULSE@Parkes outreach program. The data files and access methods are compatible with Virtual Observatory protocols. This paper describes the data currently stored in the archive and presents ways in which these data can be searched and downloaded.

Summary
Introduction
The Federal Communications Commission (FCC) has a statutory obligation to pursue the ‘public interest’ through its regulation of broadcast media. The FCC's interpretation of the public interest has led it to pursue three policy objectives: competition, localism and diversity. This policy triad reflects both efficiency and antitrust considerations and concerns about the social, political and cultural effects of media. Therefore, in addition to pursuing competition in broadcast markets through (quasi)-antitrust analysis, the FCC considers the additional elements of diversity and localism – elements that can add considerable nuance and complexity for policymakers.
The FCC employs two broad classes of regulatory tools: structural (ownership) rules and behavioural (content) regulation. The FCC's structural rules often take the form of ownership limits on the number of broadcast stations a single entity may own within and across local markets. The FCC has changed these caps periodically over the last fifty years, but since the 1990s there has been the most substantial change in broadcast ownership policies.
The FCC first permitted the ownership of multiple radio stations within the same market in 1992, allowing entities to own up to two FM and two AM stations within a market with at least fifteen stations, provided that the combined audience share of the stations did not exceed 25 per cent. For stations in markets with fewer than fifteen radio stations, a single licensee was permitted to own up to three stations, of which no more than two could be AM or FM stations, provided that the owned stations represented less than 50 per cent of the total number of radio stations in the market.

Abstract
In this chapter, we demonstrate how to analyze MALDI-TOF/SELDI-TOF mass spectrometry data using the wavelet-based functional mixed model introduced by J. S. Morris and R. J. Carroll (wavelet-based functional mixed models. Journal of the Royal Statistical Society, Series B, in 2006, which generalizes the linear mixed model to the case of functional data. This approach models each spectrum as a function, and is very general, accommodating a broad class of experimental designs and allowing one to model nonparametric functional effects for various factors, which can be conditions of interest (e.g., cancer/normal) or experimental factors (blocking factors). Inference on these functional effects allows us to identify protein peaks related to various outcomes of interest, including dichotomous outcomes, categorical outcomes, continuous outcomes, and any interactions among factors. Functional random effects make it possible to account for correlation between spectra from the same individual or block in a flexible manner. After fitting this model using Markov chain Monte Carlo, the output can be used to perform peak detection and identify the peaks that are related to factors of interest, while automatically adjusting for nonlinear block effects that are characteristic of these data. We apply this method to mass spectrometry data from a University of Texas M.D. Anderson Cancer Center experiment studying the serum proteome of mice injected with one of two cell lines in one of two organs. This methodology appears promising for the analysis of mass spectrometry proteomics data, and may have application for other types of proteomics data as well.

Abnormalities in cardiac and respiratory function observed during seizures in childhood

The aim of this study was to observe any changes in cardiac and respiratory function that occur during seizures. Thirty-seven children (20 males, 17 females; median age 7y 6mo, range 1y 6mo to 15y 6mo) were studied. We recorded electroencephalograms, respiratory rate, heart rate, electrocardiograms, blood pressure, oxygen saturation, heart rate variability (time domain analysis), and cardiac vagal tone. A respiratory pause was defined as an interruption in respiration lasting more than 3s but less than 15s. Apnoea was defined as absence of respiration for more than 15s. Tachypnoea was defined as a 10% increase in respiratory rate from the pre-ictal baseline. Bradypnoea was defined as a 10% decrease in respiratory rate from the pre-ictal baseline. Significant hypoxia was defined as a saturation of less than 85%. A significant change in heart rate was taken as a 10% increase or decrease below the baseline rate. Data were obtained from 101 seizures: 40 focal seizures, 21 generalized seizures, and 40 absences. Focal seizures were frequently associated with significant respiratory abnormalities, tachypnoea in 56%, apnoea in 30%, frequent respiratory pauses in 70%, and significant hypoxaemia in 40%. The changes seen in respiratory rate were statistically significant. Changes in cardiac parameters, an increase or decrease in heart rate, were observed in only 26% of focal seizures and 48% of generalized seizures. We conclude that seizure activity can disrupt normal physiological regulation and control of respiratory and cardiac activity.
Mapping seabed biotopes at Hastings Shingle Bank, eastern English Channel. Part 1. Assessment using sidescan sonar

A multi-technique approach was used to map the spatial distribution of seabed biotopes (i.e. physical habitats and their associated benthic assemblages) in the vicinity of Hastings Shingle Bank in the eastern English Channel, part of which is licensed for the extraction of marine aggregates for the construction industry. An area of seabed, approximately 12×4 km in size, was surveyed using a high-resolution sidescan sonar system, and a mosaic of the output was produced, covering 100% of the survey area. The area was then divided into acoustically distinct regions based on the sidescan sonar data, and the benthic communities and sediment types within each of the regions were ground-truthed using a Hamon grab fitted with a video camera, and using a heavy duty 2-m beam trawl. Additional information concerning the seabed was obtained through the application of video and photographic techniques. Sediments within the survey area ranged from cobbles and coarse gravels on the Shingle Bank, to various grades of sands to the north and south. Analysis of faunal data revealed the presence of statistically distinct biological assemblages within each acoustic region. Using all available data, four discrete biotopes were identified and their spatial distribution mapped across the survey area.

Somatosensory evoked potentials (SSEPs) are a very sensitive measure of the functional integrity of the neuroaxis, including peripheral and central structures. When used in diagnostic mode they can provide additional information regarding the probable areas of dysfunction. SSEPs were recorded from 44 children (64 feet with congenital talipes equinovarus, CTEV), between the ages of 2 to 15 years, who had structural CTEV deformity previously treated by surgery, with no clinical evidence of neurological deficit. SSEPs were elicited after sequential and bilateral stimulation (0.1ms/5Hz/10 to 20mA) of the posterior tibial nerve and the common peroneal nerve and were recorded cortically (P40). In half the children, additional recordings were conducted at the knee (N5), the first lumbar spinous process (N14), and the seventh cervical spinous process (N20). Eighteen children had abnormal responses, four children had non-reproducible responses, and 22 children had normal responses. Analysis of the data at different levels of the nervous system showed that eight children had abnormality at the spinal level. The surgical outcome was influenced by the neurological abnormality, with an excellent or good outcome in 34 of 36 feet with normal neurology and 19 of 28 feet where a deficit was present (p<0.05). These findings support the neurological theory as an etiological factor in CTEV deformity.
Continuum of reflex excitability in hemiplegia: influence of muscle length and muscular transformation after heel-cord lengthening and immobilization on the pathophysiology of spasticity and clonus

The electromyographic (EMG) responses to tendon taps at the ankle and ensuing muscular twitch forces and temporal parameters were studied at varying angles across the joint range in 18 children, aged 3 to 14.9 years, with congenital hemiparetic cerebral palsy and 22 healthy (control) children, aged 3 to 13.6 years. Those subjects with hemiparesis were community ambulators without assistance. In all subjects, passive muscle stretch caused a waxing of the reflex EMG and twitch force near neutral (with the sole of the foot at right angles to the tibia) and a diminution of these with further dorsiflexion. Twitch times increased with each dorsiflexing increment, being slowest at maximum dorsiflexion and fastest at the resting plantarflexion angle. Heterogeneity of the hemiparetic-limb data is evident when compared with data of non-paretic and unaffected limbs, with clear differences in the clonic (fast twitch) as opposed to non-clonic (slow twitch) muscles. In four cases with clinical clonus, clonus frequency was reduced by passive dorsiflexion. Plaster immobilization for 1 month produced clonus which was previously absent in one subject, and caused a fast-twitch phenotype to emerge in two subjects. Follow-up after heel-cord lengthening in one subject showed that clonus frequency diminished from 9 to 3 Hz with slowing and strengthening of muscle-twitch phenotype. Short- and long-term peripheral manipulations appear to regulate neuromuscular excitability according to whether muscles are loaded or unloaded. Although damage to the nervous system provides the setting for reflex excitability, the data suggest that the muscle length (which specifies the joint angle) and the muscle-twitch phenotype of any given limb for any given case appear to dictate the actual speed and strength of reflex muscle-twitch and clonus profiles. This study illustrates how peripheral manipulations of muscles and tendons may alter the expression of what have hitherto been considered as exclusively central phenomena.

The layer sequence of multi-layered white and off-white paint chips usually encountered by the forensic scientist in cases involving structural and/or maintenance paint is sometimes difficult to discern when utilizing commonly employed microscopical methods. This layer sequence information becomes vitally important when comparing a questioned paint sample to a paint sample of known origin. Techniques such as reflected light microscopy, fluorescence microscopy, and scanning electron microscopy (SEM) coupled with energy dispersive x-ray spectroscopy (EDS) may not provide the needed discrimination. Also, binder information may not be available for comparison since the thinness of the layers the difficulty in detecting individual layers, and the abundance of the extender pigments may preclude analysis by infrared microspectrophotometry.
Cathodoluminescence microscopy (CLM) may provide the needed layer sequence information and discrimination when analyzing and comparing multi-layered white and off-white paint samples. Cathodoluminescence (CL) is the emission of radiation from the sample in the visible light region and neighboring wavelengths during excitation by electrons generated from a cathode electron gun.

Objective
The objective of this project was to test whether there are differences in the size of the caudate nucleus in schizophrenic in-patients with and without tardive dyskinesia.
MethodThe study was cross-sectional in design, examining group differences between institutionalised schizophrenic patients with and without tardive dyskinesia, using non-enhanced computerised tomography scans of the brain. The group comprised 15 schizophrenic patients with persistent tardive dyskinesia and 21 in-patient schizophrenic controls who were group-matched for demographic variables.
ResultsThe dyskinetic subjects had a significantly larger left caudate nucleus and tended to have a larger right caudate nucleus than the controls. There were no differences between the groups on any of the measures of cerebral atrophy.
ConclusionsThe findings can be understood within the context of models of neostriatal function. It is possible that a larger caudate nucleus could be used to identify patients at risk of developing tardive dyskinesia.

This paper considers two aspects of the tendency for systematic risk to change during the period surrounding a firm-specific event. First, a statistic allowing for heteroskedasticity is presented as a means of more precisely testing for the incidence of structural change in the market model. Secondly, the bias resulting from the imposition of a single, arbitrary event period on every firm in a market efficiency study is formally demonstrated. Using a sample based upon stock splits, the switching regression technique of Quandt is then adapted to show that event intervals are more appropriately considered on a case-by-case basis. A comparison of alternative residual measures illustrates these procedures.
