The National Environmental Policy Act (NEPA) regulations, at 40 CFR 1508.27(b) (3), list effects on “cultural resources” among the variables that must be considered in judging the significance of a proposed action's environmental impacts. In common though very unfortunate practice, “cultural resources” are often equated with “historic resources,” defined in the National Historic Preservation Act (NHPA) to mean places of real estate included in or eligible for the National Register of Historic Places.
