  • Introduction:

    Humanitarian aid is an important part of an emergency response to Disasters and crises situations. When a community or a country is hit by disasters, urgent responses are needed to save lives and provide for the basic needs of the people affected. Humanitarian actors like the Nigerian Red Cross Society, play a vital role in these urgent actions and the aid they provide is fundamental to crisis responses. Responses to humanitarian emergencies involve the mobilization of resources.

    The Nigerian Red Cross Society, Lagos State Branch carried out some humanitarian actions for Lagos State populace during the peak of the Covid 19 pandemic in the year 2020 and also in 2021 with the support of well meaning Nigerians, IHS, and the British Red Cross who donated, supported and sponsored the activities.

    The offshoot of the COVID-19 operation which subjected us to an extremely helpless corner, was the high magnitude of the most vulnerable people crying out for food in different suburbs and slums of Lagos following the State’s lockdown.

    Method:

    Humanitarian assistance was delivered based on assessed needs, and according to the humanitarian principles of humanity, neutrality, impartiality and independence, which is the fundamental principles of the Red Cross movement. The methodology of the Humanitarian Aid used includes the following:

    1. Rapid Assessment

    a. Criteria to be used

    b. Questionnaire Guide

    c. Checklist

    d. Rapid Assessment Form

    2. Compilation of Information obtained from the Rapid Assessment carried:

    3. Validation of Data

    4. Data Analysis

    5. Delivery

    Results:

    The outcome was to limit the impact of Covid 19 and help people return to normal. The anticipated effect of the intervention on the members of the communities was achieved.

    Conclusion:

    Nigerian Red Cross Society Lagos State Branch’s humanitarian investments have been able to save lives, reduced suffering and restored human dignity.

  • Many of the world leaders in emergency medicine and in disaster medicine systems have made advances in these fields, and I compliment them on the accomplishments that I have seen over the years. Dr. Safar charged me to look ahead, if that is possible, and offer some perspective—obviously my own—on the next five to ten years. Hopefully, our future can be controlled in certain limits. Toynbee philosophized that when new and unanticipated challenges are presented, they represent great opportunity for response. If we fail to respond or if we respond in an inappropriate way, we may become a fossil in history—in this case, in the history of medicine. I have attempted to look at important challenges that I see in emergency medicine, and to predict from these a course that I think represents a proper response.

    The first challenge, one that you have heard of before, clearly is the most important one. It is the challenge of limited or relative resources. The term “relative” means that fraction of a country's or region's output or wherewithall that is available in a logical or rational way for emergency medicine.

  • I plan to cover several subjects. First I will speak briefly about a definition of law, although I am fairly certain this kind audience understands a good deal about law. I will then indicate my basic thesis. After that I will review some disaster legislation of two states in the United States that addresses legal considerations relevant to events that occur during major disaster situations. Following that I will make some proposals about how some of the concern about the legal issues can be alleviated, particularly on a worldwide basis. Finally, I hope to provide you with a frame of reference for further consideration of legal matters.

  • Introduction

    There is no standard guidance for strategies for hospitals to use to coordinate with other agencies during a disaster.

    Hypothesis/Problem

    This study analyzes successful strategies and barriers encountered by hospitals across the nation in coordinating and collaborating with other response agencies.

    Methods

    Quantitative and qualitative data were collected from a web-based study from 577 acute care hospitals sampled from the 2013 American Hospital Association (AHA) database. The results were analyzed using descriptive statistics.

    Results

    The most common barriers to collaboration are related to finances, ability to communicate, and personnel.

  • Eugene Ionesco once remarked that an excess of politics and an exaggeration of sports are characteristics of our contemporary civilization. The excess of politization affects all parts of our public life, including medicine and its specialty Disaster Medicine. Political ideologies try to usurp a field that has solely humanitarian objectives, that depends on providing for and applying relief to many people in acute distress. There are already many relief organizations and ambulance services, physician staffed emergency medical services systems and first aid trained laymen. There are state and federal disaster relief authorities. Why then was it necessary to add another organization to this sometimes confusing manifold, the German Society on Disaster Medicine?

    Emergency medicine is for the individual. It must provide optimal care for each single injured or sick person — except for the shortterm management of multiple casualties. Emergency medical missions are limited by time and locality. These missions are hospital services extended to the scene of the accident and work in connection with hospitals. Disaster medicine is for the masses. Its task is to do the best possible for the largest number of people at the right time and at the right place. This implies that in a disaster situation, optimal care for every single individual can and should not be the goal, but rather the best possible care for the largest number. Disaster medicine has to work in large areas, supraregional and long-term. It needs numerous treatment facilities and several steps or levels of treatment. Therefore it requires a firm medical coordination of lay help, primary professional help, transportation, and specialized hospital treatment with maximal efficiency.
