There exists a current paradox of philanthropy and the state in China: a stronger social sector accompanied with growth in philanthropy is desired, but such strength and growth must also contend with the state’s own policy agenda and desire to limit aspects of advocacy and civil society typically associated with the third sector. This special volume seeks to explore these state-society dynamics, in terms of the environment for philanthropy and the behaviors of philanthropic actors within this environment. The purpose of our article is multifold. The first is to provide the intellectual and empirical contexts in which our collective research is situated. We do so by providing analyzing the state of the existing research and the broad contours of philanthropic activity in China. The second is to situate our initiative within the development of China’s own complex philanthropic studies and philanthropic community. The third is to introduce the scholarship that composes this special volume and its collective contribution. We then provide original data and analysis about corporate philanthropic activity and foundations in China that complements the work of our collaborators. Finally, we consider the implications of the special volume for our broader understanding of philanthropy and suggest potential avenues of a future research agenda.

A social business responds to social problems usually ignored by institutions, mobilizing resources and generating employment. To gain more knowledge about this type of enterprise, the key factors that may influence social entrepreneurship are studied and compared with nonsocial entrepreneurship. This enables advances in the scientific literature and the design of more effective policies that encourage the creation of social enterprises. To achieve this goal, after delimiting the area of study, a sample of 25,631 entrepreneurs in 59 countries was used; 9792 of these are social entrepreneurs collected by the Global Entrepreneurship Monitor project in 2015 when a special issue focused on this topic. The results show that the majority of the factors that determine the decision to undertake nonsocial entrepreneurship also condition the individual to undertake social entrepreneurship, although the nature of their relationship or the intensity of the influence changes.

Despite volunteering being a feature of community life in the UK, differences as to who volunteers are evident. Reporting on a rapid review of the evidence on volunteering and inequalities, the aim of this paper is to provide an overview of the breadth and interconnectedness of barriers to volunteering for potentially disadvantaged groups. Sixty-seven articles were identified, to produce a map of factors affecting volunteer participation. Findings suggest that whilst different demographic groups experience specific barriers to volunteering, there are areas of commonality. Analysis shifts the onus of volunteering away from the level of individual choice (a dominant emphasis in policy and practical discussions around promoting volunteering) and towards the influence of structural factors related to broader exclusionary processes. Those who potentially have the most to gain from volunteering are the least likely to participate. Whilst the benefits of volunteering are increasingly documented by research and championed by policy, there are questions about the success of this approach given that the underlying social inequalities present substantive barriers to volunteering and must be addressed to promote greater access.

A new form of civic activism is taking root in many countries, which diverge from traditional civic actors with their structural and membership patterns. This article focuses on the relationship between the new and the traditional civic actors in Turkey, investigates the alliances established between them and discusses how these alliances contribute to civic activism. The discussions in this article are informed by existing conceptual debate in the literature on alliances. This article contributes to this literature by showing how the respective strengths of the new and the traditional activists complement each other. New civic activists’ closer ties to grassroots and their flexible organizational structure allow for quick reaction, more visibility and legitimacy. Traditional civic actors complement this with their stable structure that enables them to sustain their campaigns, engage in and follow up the legal struggles and act as a transmission belt to relations with public institutions and governance.

The aim of this introduction to the special issue is to call into question the presumed conceptual divide between volunteering and civic action and suggest an analytical tool and four perspectives that bring to light the varying meanings of popular engagement. Volunteering and civic action are laden with different moral meanings, are associated with different theoretical approaches and, just as important, have been assigned different roles in society. This conceptual divide is reflected in the academic debate. Only rarely, however, has the academic debate explored and discussed how the meaning of volunteering and civic action has changed historically. Therefore, we argue for a contextual and relational interpretation of the different forms of popular engagement instead of the application of essentialist definitions of volunteering and civic action. In order to examine the variety of popular engagement without being caught up in pre-made or taken-for-granted conceptualisations of volunteering and civic action as two separate forms of popular engagement, we propose approaching variations of popular engagement with respect to two criteria: first, to what degree popular engagement is enacted in institutionalised spheres of politics or in social public spheres and, second, to what degree actions of popular engagement are controversial or operating in line with what is widely agreed upon and dominant in public opinion. Moreover, we argue that history, discourses, politics and a relational approach are four crucial perspectives in order to reveal the varying meanings of popular engagement.

This research analyzes the factors that determine the placement of development NGOs in Nepal through the examination of the placement data of 39,606 NGOs. Using multivariate ordinary least squares, this investigation demonstrates that the location of an NGO is determined by: level of community needs, resource availability, and the level of political engagement. NGOs are in fact active where their support services are in high demand. However, the other two determinants: ‘resource dependency’ and ‘political engagement’ suggest that development outcomes may be limited due to placement concentration in areas of high human resource availability and high political activity.

Public health and healthcare issues in China have historically attracted individuals and organizations to engage the health sector. The growth of health philanthropy in post-Mao China raises questions regarding the role of the state in the development of China’s health philanthropy. Through a historical overview of health philanthropy in China as well as an examination of the functions and effectiveness of health-related philanthropic actors in the contemporary era, this study has identified the state as a major factor in the development of China’s health philanthropy. Indeed, even though the post-Mao reform dynamics have expanded space for health-related charity organizations, the state continues to have commanding height in health philanthropy in terms of status, funding, services, and influence. The state dominance in turn negatively affects the registration, financing, and capacity building of private foundations and NGOs in this area. Whether the state will dominate health philanthropy in the future to a large extent hinges upon how much extra space it is willing to concede in order to accommodate the dynamics in China’s philanthropic sector.

Formal volunteering is an important economic and social activity. In many countries, prevalence of volunteering is decreasing overall, including among older people who constitute a major volunteering resource. This qualitative study explored reasons for non-volunteering among seniors, with a focus on those who attribute their non-volunteering to their existing helping commitments. Forty-nine Australian interviewees aged 60 + years described a range of social, psychological, and temporal factors that resulted in their prioritization of informal rather than formal volunteering activities. These factors are mapped onto a theoretical framework matrix, with social identity and social capital theories appearing to possess the most explanatory power. The findings suggest that programs designed to encourage formal volunteering among older people need to be implemented in a manner that recognizes that members of this group can hold many other responsibilities that limit their ability to participate, especially those assisting in the care of multiple generations.

The idea that volunteering and civic action may both play a role within the work of voluntary organizations has a long historical legitimacy in England. However, recent policy trends appear to undermine notions that the critical expression of official views is acceptable. In particular, where voluntary organizations are engaged in service-level contracts with statutory agencies, engagement in the political sphere is seen as risky. This paper takes an historical and analytic perspective to examine the evolution of volunteering and civic action in England. It examines how different discourses have affected spaces for popular engagement of voluntary organizations over time and the degree to which these are changing. The paper considers ways in which the complex and dynamic variations of this engagement can be understood in the contemporary voluntary sector.

This study explores how humanitarian organizations (HOs) link donors and recipients in a disaster relief coordination mechanism. Based on an analysis of real data collected from the financial tracking service, our results show that disaster assistance through the HO channel greatly exceeds the funding delivered by the non-HO channel. The severity of the disaster is positively correlated with the involvement of HOs. Disaster-stricken countries that belong to the Non-Aligned Movement receive more assistance through the HO channel. The recipients with less international trade may attract more HO-channel funding, but higher international tourism expenditures also may result in more HO-channel funding. We also found that the determinants of the disaster relief coordination path vary greatly in terms of trade openness, political regime, and geographic factors. Based on the analysis of the primary humanitarian relief supply chain, the results show that some countries prefer to donate through large international HOs (e.g., Japan and Canada), and other countries favor national level organizations (e.g., the UK and the USA). Finally, to improve the efficiency of international disaster relief, the paper suggests a coordination platform that involves the main donors, frequent recipients, HOs, and a Global Information Network that can assist in coordinating disaster relief activities.

In the context of weak global economic growth, the transformation of nonprofit organisations (NPOs) into social enterprises is perceived as a critical process of social innovation and sustainable development. This study explored the antecedents and their influences on the social entrepreneurial intentions (SEIs) of NPO workers. Two sets of samples were collected through online surveys. First, 200 samples were used for exploratory factor analysis, and subsequently, 602 samples were used to establish a structural equation model. The results revealed that the involved antecedents partially influenced SEIs through social entrepreneurial (SE) creativity. The originality aspects of SE creativity demonstrated dominant positive effects on both the SE conviction and the SE preparation of SEIs, followed by cognitive empathy and bonding social capital. The stockholder perspective of social responsibility and affective empathy negatively affected both the conviction and preparation of SEIs. The stakeholder perspective of social responsibility and the usefulness aspect of SE creativity demonstrated minor positive effects on SE conviction. We suggest that NPO leaders keep an open mind to business strategies and focus on SE originality, cognitive empathy, and bonding social capital when developing talent for future achievement.

Nonprofit alliances have characterized the dynamic of nonprofit sector over the past three decades. While much scholarly attention has focused on formation and outcome of alliances, less is known about process of alliances in emerging nonprofits in developing countries. Using 11 cases of nonprofit alliances in Ya’an earthquake in China in 2013, this study examined the connection between process and outcome of alliances. Our research demonstrates that process of nonprofit alliances plays an important role in goal achievement of the alliance. Specifically, resource distribution and trust building are the two critical process factors. The results indicate that the process factors change dynamically along with the process of the alliance, and that the synergy of the process factors facilitated the fulfillment of alliance goals in emerging nonprofits.

The aim of this article is to contribute to the Swedish debate on popular engagement by studying changes in popular engagement in Swedish society, and particularly look for processes of depoliticisation and politicisation since the beginning of the 1990s, by asking, has popular engagement been depoliticised since the beginning of the 1990s? Popular engagement has historically had different roles and fulfilled different functions; consequently, it is a societal phenomenon with several and competing significances due to varying dominant discourses framing the understanding of popular engagement and structuring the actions of engaged citizens. Obviously, the present composite of popular engagement in Swedish society reflects Swedish history and the various present forms of engagement can be conceived as historical layers. How popular engagement has been framed, valued and understood through history is an indication of what is supposed to be needed and feasible in a particular society at a certain time. This gives popular engagement symbolic meaning that renders it political significance and power that can be studied in cultural history. The article offers a brief historical review of the symbolic meanings of popular engagement in Swedish society from the breakthrough of modernity until the present times, and it demonstrates that it has not had a fixed significance over the years. Particular attention is given to an on-going subtle change of meaning of popular engagement occurring in contemporary Swedish society. This process implies a break with the popular mass movement tradition.

Most research on social entrepreneurship overemphasizes agency by presenting social enterprising as something that originates solely from the intrinsic motivations of individual entrepreneurs. Research that does regard the impact of state power is almost exclusively anchored in and geared toward neoliberal policy contexts. This article examines the dialectics between state power and entrepreneurial counterpower in the institutional context of the Netherlands. Moreover, since social entrepreneurs develop different tactics and strategies for responding to challenges, we use Gaventa’s power cube to distinguish forms of power and counterpower, which we then combine with the following inductively derived social entrepreneur typologies: successful hybrids, antagonistic organizers, and autonomous entrepreneurs. This offers insights into the development of theory in relation to the social entrepreneurial potential for change and civic participation.

This paper provides an assessment of the current state of China’s community foundation movement. We use a mixed-methods approach that combines the collection and analysis of secondary data with interview-based comparative case studies. We first present a typology, followed by an estimate of the number of existing community foundations. We then present a comparative analysis of two community foundation types (independent vs. government-affiliated). Our findings, organized around four themes, suggest the presence of dual identities among Chinese community foundations: government-led social reform and civil society-led social innovation. Although vastly outnumbered by their government-affiliated counterparts, independent community foundations are able to achieve greater strategic agility, suggesting a promising future for this new form of institutional philanthropy in China.

In spite of growing evidence of non-governmental organizations’ (NGOs) active participation in both bottom-up and top-down climate change policy negotiations and implementation, a research effort that focuses on the former barely exists. Grounded within the qualitative research approach, this paper contributes to the emerging climate policy literature by drawing on experiences from three purposefully selected non-state actors’ adaptation program in Ghana. The paper observes that through tripartite mechanisms—climate advocacy, direct climate service provision and local empowerment, NGOs significantly play a complementary role in building local adaptive capacities, especially among people who are already living at or close to the margins of survival. The paper again found that NGOs tacitly explore four interrelated “social tactics” (rulemaking, alliance brokerage, resource brokerage, and framing) to gain the cooperation of local actors for the implementation of adaptation interventions. In order to improve the performance and sustainability of adaptation interventions, the paper puts forward that NGOs should, among other things, harmonize their interventions to resonate with local interest and identity and also nurture capable project caretakers before community exit.

A growing number of researchers study the laws that regulate the third sector and caution the legal expansion is a global crackdown on civil society. This article asks two questions of a thoroughly researched form of legal repression: restrictions on foreign aid to CSOs. First, do institutional differences affect the adoption of these laws? Second, do laws that appear different in content also have different causes? A two-stage analysis addresses these questions using data from 138 countries from 1993 to 2012. The first analysis studies the ratification of the International Covenant on Civil and Political Rights (ICCPR) and constitution-level differences regarding international treaties’ status. The study then uses competing risk models to assess whether the factors that predict adoption vary across law types. The study finds that given ICCPR ratification, constitutions that privilege treaties above ordinary legislation create an institutional context that makes adoption less likely. Competing risk models suggest different laws have different risk factors, which implies these laws are more conceptually distinct than equivalent. Incorporating these findings in future work will strengthen the theory, methods, and concepts used to understand the legal approaches that regulate civil society.

We investigate the bridging interactions between migrant-background and native-born volunteers. Bridging interactions are the connections that occur across social lines between dissimilar groups. Bridging interactions are a core topic in civil society research that is concerned with questions of trust-building through volunteering and civic engagement. Such interactions between native-born and immigrants in voluntary settings are important for both the immigrants and policymakers occupied with the challenge of immigration and integration. While past studies have addressed the topic of immigrant volunteering from a quantitative approach, we offer a qualitative analysis of the micro-interactions of immigrant and native-born volunteers within nonprofit organizations in Germany. Using 22 in-depth interviews, we explore the interaction experiences and the relations of trust and conflict among volunteers of migrant and native origins. We find that volunteering interactions bridge differences between immigrant and native-born populations by reducing exclusionary effects among differing groups. Immigrant volunteering acts as an accelerator to integration due to two characteristics the volunteers have in common: the willingness to adapt to each other’s cultures and the prioritization of the recipients’ needs.

In recent years, China has sought to tighten regulation of foreign nonprofit organizations and foundations operating or funding in China, including through a new Law on the Management of the Domestic Activities of Foreign Non-governmental Organizations in China, enacted in April 2016. This article analyzes the history of China’s regulation of foreign nonprofits and foundations, the effect of external and domestic events on China’s shifting policy climate, the emergence of security-based intellectuals and their role in policy on foreign nonprofits and foundations in China, the new policy framework and the new Overseas NGO Law enacted in 2016, and initial implementation of this new framework in China. These developments provide background to other aspects of nonprofit and philanthropic performance in China that are discussed in this special issue.

This paper explores the way that associations of migrants in Spain (AMS) in the 2010 decade integrate into the Network Society by analyzing how they use information and communication technologies (ICTs), while looking at the potential implications of those technologies for fostering their social capital. To what extent are AMS using ICTs? To what degree is the use of those technologies improving their social capital? Original research of eighty-five associations of the largest migrant communities in Spain, i.e., Romanian, Moroccan, Ecuadorian, Colombian and Bolivian, in twenty-three municipalities in five Spanish regions, is presented here. The analysis focuses on the factors that influence the use of ICTs by AMS, such as the representatives’ technological skills, and on the relation that this use may have on their social capital, such as the construction of collaborative digital ecosystems that may positively enhance their ties with the host society.
