Trajectories of political leadership styles in the crisis period

Abstract

In times of crisis, the role of the mayor encompasses not only political and administrative functions but also ethical and identity-oriented aspects, with the aim of strengthening relations with the community. This dual profile offers the opportunity to reassert their institutional role. In this context, our research analyses the leadership style of mayors during the Covid-19 pandemic through case studies of five mayors in Sicily, a region of Italy characterised by significant structural economic deficits. The research makes an original contribution to the study of crisis leadership by integrating two areas of analysis: communication and political strategies. These reveal different attempts to reconcile operational responses to crises with the need for communication to encourage the community’s acceptance of strict rules and compliance. In particular, this research highlights crisis response strategies that reflect different ways of relating to the community, suggesting new avenues of analysis that can guide future research.

In tempi di crisi, i sindaci dovrebbero assolvere ad una funzione che non è solo politica e amministrativa, bensì anche etica e identitaria rivolta a rafforzare la relazione con la comunità. Questo doppio profilo offrirebbe ai sindaci l’opportunità di riaffermare il loro ruolo istituzionale. In questo contesto, la ricerca analizza lo stile di leadership dei sindaci durante la pandemia di Covid-19 attraverso i casi studio di cinque sindaci in Sicilia, una delle regioni italiane con maggiori carenze economiche strutturali. La ricerca offre un contributo originale allo studio della leadership in situazioni di crisi, integrando due ambiti di analisi – la comunicazione e le strategie di policy – che identificano tentativi diversi di conciliare le risposte operative alla crisi con la necessità di una comunicazione intenta a incoraggiare l’accettazione da parte della comunità di regole e comportamenti stringenti. Ciò evidenzia strategie che riflettono diverse modalità dei sindaci di relazionarsi con la comunità, suggerendo nuove sfaccettature di analisi che possono indirizzare ricerche future.
