The Making of Fisheries Policy (France, 1680s–1860s)
This article is based on an analysis of some thirty fishing experiments carried out on the coast of the English Channel between the 1680s and the 1860s. It describes the early devel-opment of an experimental way of governing marine resources under the ancien régime, followed by its gradual normalization over the course of the nineteenth century. As the article shows, the fishing policies designed to ensure the conservation of these resources were the result of negotiation between the French ministry of the Navy and fishing communities, whose monopoly on the production of fishing knowledge enabled them to defend their technical and legal specificities.
Les savoirs de l’expérience Une enquête sur la fabrique de la police des pêches (France, années 1680-1860)
Fondé sur l’analyse d’une trentaine d’expériences de pêche réalisées sur les côtes de la Manche entre les années 1680 et 1860, cet article décrit les premières manifestations d’un mode de gouvernement expérimental des ressources de la mer sous l’Ancien Régime, puis sa normalisation progressive au cours du xixe siècle. Il montre comment les mesures de police des pêches destinées à assurer la conservation de ces ressources sont le résultat d’une négociation entre l’administration centrale de la marine et les communautés de pêcheurs, dont le monopole sur la production du savoir halieutique leur permet de défendre leur particularisme technique et juridique.

Globalizing Japanese Tuna Fisheries Oceanic Sovereignty in the Twentieth-Century Transimperial Indo-Pacific
This article argues that the territorialization of the ocean was one of the crucial inflection points of the twentieth century, transforming the sovereignty of states and profoundly reshap-ing their territories. In terms of scale, it is the most planetary of the many remappings that have marked the twentieth century. A close study of the globalization of the Japanese tuna industry serves to illustrate this transition and can help us understand why and how this process evolved. The Japanese Empire was a key actor in the transimperial hotspot of the Indo-Pacific, where multiple empires met and interacted. Transimperial “brokers”—both human migrants and migratory species such as tuna—moved across boundaries and created an open oceanic frontier dependent on shifting ecological conditions. These transimperial entanglements did not end in 1945. Their legacies weighed heavy in the decolonization process that followed the Second World War, with new states seeking to establish their territories at sea as well as on land. Japan’s success in maintaining access to fishing grounds shows how these entanglements transcended the so-called Age of Empires to influence the establishment of a new global order and a new oceanic sovereignty.
Régimes de pêche et nouvel ordre mondial dans le bassin Indo-Pacifique au XXe siècle Souveraineté, migration et décolonisation
Cet article soutient que la territorialisation de l’océan a été l’une des inflexions cruciales du xxe siècle, transformant la souveraineté des États et remodelant profondément leurs terri-toires. En termes d’échelle, il s’agit de la plus planétaire des nombreuses reconfigurations qui ont marqué le xxe siècle. Une étude approfondie de la mondialisation de l’industrie thonière japonaise permet d’illustrer cette transition et peut nous aider à comprendre pourquoi et comment ce processus a évolué. L’empire japonais était un acteur clef dans la « zone sen-sible » trans-impériale du bassin Indo-Pacifique, où de multiples empires se rencontraient et interagissaient. Les « intermédiaires » trans-impériaux – tant les migrants humains que les espèces migratrices telles que le thon – agissaient par-delà les frontières et créaient un horizon océanique ouvert et dépendant de conditions écologiques fluctuantes. Ces relations trans-impériales ne prirent pas fin en 1945, et leur héritage pesa lourdement dans le processus de décolonisation, les nouveaux États cherchant à établir leurs territoires en mer comme sur terre. Le succès du Japon dans le maintien de l’accès aux zones de pêche montre comment ces enchevêtrements ont transcendé l’ère dite des empires pour influencer l’établissement d’un nouvel ordre mondial et d’une nouvelle souveraineté océanique.

Terra Nova Mental Maps of the Northwest Atlantic in the Sixteenth Century
In the early sixteenth century, European mariners established a commercial fishery and site of permanent occupation in the northwest Atlantic. What are we to call this place? This article argues that mariners developed their own concept of space through the creation of the fishery, reflecting mental maps that evolved via the practice of fishwork. It contends that rather than modern terminology like “Newfoundland,” scholars should utilize this distinct geographic framework when discussing the early fishery and colonization. Mariners across Europe used variations of the term Terra Nova to label a malleable, vast, and watery world in the northwest Atlantic. Their usage was consistent across time and space, and tied geography to the act of fishing. The article reconstructs the nature of sixteenth-century mental maps, traces the origin and spread of the term Terra Nova, and considers how it differed from the geographies and labels of cartographers. In its final section, it reflects on the relationship between work, water, and space, and the ways this contributed to the use of Terra Nova. In so doing, it offers a way to recover lost mental maps and demonstrates the flexibility of maritime geographies in the early history of European expansion into the Atlantic.
Terra Nova Cartes mentales de l’Atlantique du Nord-Ouest au XVIe siècle
Au début du xvie siècle, les marins européens établirent une pêcherie commerciale et un site d’occupation permanent dans l’Atlantique du Nord-Ouest. Comment nommer ce lieu ? Cet article défend l’idée que ces marins développèrent leur propre conception de l’espace par le prisme de la création de la pêcherie, une conception qui était le reflet des cartes mentales qu’ils avaient développées à travers la pratique du travail de la pêche. Il soutient qu’au lieu d’utiliser une terminologie contemporaine comme Newfoundland, les spécialistes devraient au contraire s’emparer de cette grille de lecture géographique pour traiter des premières années de la pêcherie et de la colonisation. Des marins de toute l’Europe ont utilisé l’expression Terra Nova et ses variantes afin de désigner un espace fluctuant, vaste et aqueux dans l’Atlantique du Nord-Ouest. Son usage s’est montré cohérent dans le temps et l’espace, et liait la géographie à la pratique de la pêche. Cet article restitue les cartes mentales du xvie siècle, retrace l’origine et la diffusion du syntagme Terra Nova et montre en quoi il diffère des géographies et des désignations des cartographes. Dans sa dernière partie, il réfléchit à la relation entre le travail, la mer et l’espace, et à la manière dont celle-ci a contribué à l’usage de Terra Nova. Ce faisant, il offre le moyen de retrouver les cartes mentales oubliées et de démontrer la malléabilité des géographies maritime au début de l’histoire de l’expansion européenne dans le bassin atlantique.

Lost Letters Epistolary Communities, War, and Familial Ties in the Maritime Atlantic World of the Eighteenth Century
This article focuses on an exceptional primary source—nearly eighty letters addressed to the crew of a single French ship captured during the Seven Years’ War (1756–1763) but never read, as their still-sealed envelopes attest. Letters to sailors, which helped maintain relations endangered by distance and uncertainty over whether they would return, offer clues to the resilience of familial bonds in wartime. Rather than interpreting these documents as a sign of the emergence of the nuclear family and modern intimacy, they are here approached as an object of social history. This correspondence played a key role in the circulation of infor-mation and the survival of familial unity. Letters were not markers of personal, private, and intimate exchanges, but rather part of the very fabric of complex social relations structured by both family ties and neighborliness. Both their writing and their reading engaged multiple individuals well beyond their signatory and their addressee. Ultimately, the article highlights, in their very materiality, the social dynamics that formalized the expression of emotions.
Lettres perdues Communautés épistolaires, guerres et liens familiaux dans le monde maritime atlantique du XVIIIe siècle
Cet article porte sur une source exceptionnelle – près de 80 lettres jamais lues, comme en attestent les enveloppes toujours scellées, envoyées à l’équipage d’un seul bateau français capturé pendant la guerre de Sept Ans (1756-1763). Les lettres aux marins, qui aident à entretenir des relations mises en danger par la distance et l’incertitude du retour, offrent des clefs d’analyse pour comprendre la résilience des liens familiaux en temps de guerre. Contre une approche qui verrait dans ces documents une trace de l’émergence de la famille nucléaire ou de l’intimité moderne, c’est bien comme vecteur d’une histoire sociale qu’ils sont ici saisis. Ces correspondances jouent un rôle essentiel dans la circulation de l’information et la survie de l’unité familiale. Il ne s’agit pas d’envisager celles-ci en tant que marqueur d’échanges personnels, privés et intimes. Au contraire, ces lettres doivent être appréhendées comme le tissu de relations sociales multiples et complexes, à la fois familiales et de voisi-nage. Leur écriture comme leur lecture engagent de multiples individus, bien au-delà des simples signataire et destinataire. Il s’agit, fondamentalement, de traquer les dynamiques sociales, dans leur matérialité même, qui formalisent l’expression des émotions.
