The editors are saddened to note the passing at the end of January of our friend and colleague Henry Valen. Henry, whose career spanned more than five decades, was one of the pioneers of modern Political Science in Europe. This issue includes one of his last articles. Both his personal charm and his intellectual insight will bemissed.
