About 70 000 people resident in mental hospitals in Germany were killed bygassing between 1940 and 1941. The number matched a target which had beenset previously. This dreadful crime both required, and was facilitated by, acertain bureaucratic procedure. This was described by SS Colonel ViktorBrack under questioning before the Nuremberg Military Court in 1946(translated from the German by the author).
