This volume helps policymakers, lawyers, and scholars understand the relationship between technology, the law of the sea, and ocean governance. Emerging technologies are revolutionizing international shipping, how we approach marine resources, marine science, efforts to protect the marine environment, and naval operations. These efforts are advancing quickly with innovation in a range of information and industrial technologies, including autonomous vessels and AI, fuel technology, cyber communications, deepwater operations, and blockchain.
The book is a companion to Emerging Technology and the Law of the Sea, edited by James Kraska and Young Kil Park (Cambridge University Press, 2022), and it continues to explore the interactions between new technologies and the law of the sea. The research is based on a workshop held in June 2024 at the World Maritime University in Malmö, Sweden, and the Stockton Center for International Law of the US Naval War College in Newport, RI. The World Maritime University, the US Naval War College, and the Korea Maritime Institute in Busan, Korea, generously supported this research. The Transport General Administration of the Kingdom of Saudi Arabia sponsored the workshop and funded open access to disseminate the findings to scholars and policymakers worldwide.
