Abstract

Almost half of the global population lives with inadequate or unsafe water, sanitation or hygiene (WASH) services. The consequences of this situation include negative impacts on individual and public health, the environment and economic production. The WASH sector is linked with other international development sectors and is embedded within complex social, environmental and governance structures. This complexity led us to reflect on how WASH sector practitioners and researchers are applying systems thinking tools and techniques to progress an agenda of sustainable and universal WASH services. From this perspective, we then discuss the near- and long-term future needs of the sector in coming to a comprehensive understanding and application of systems thinking to progress the ultimate aim of universal access to safely managed, accessible and abundant water, sanitation and hygiene services.

Dear Kate

Thank you kindly for submitting your paper to Cambridge Prisms: Water. I do apologise for the time it has taken to obtain a review and get back to you. The recommendation following review is for a major revision.

The paper is essentially a shotgun approach to describing literature on systems thinking as applied to WASH. The emphasis is on breadth rather than depth, which is leaves the narrative and thrust of the argument somewhat unconvincing. There are moments of critical reflection. The authors recognise the choice of tool is often influenced by experience. There is a rich history in the modelling literature about the choice of models influence outcomes, and the authors would do well to engage more explicitly with these ideas. Commendably, the influence of small ‘p’ politics is recognised by the authors as important for WASH and systems thinking. But the critical avenue is not explored with the expected depth. Perhaps the main critique of early systems thinking is the evacuation of politics from the modelling approach. The paper would benefit from a more obvious engagement with these ideas, linking it to the existing discussion from line 273. This would require a focussing of the paper and perhaps that could come from cutting some of the less developed arguments about education and public health, which are surely vital but not sufficiently grounded to be convincing. The paper reflects on the high-level of analytical capacity that many systems thinking tools require. Again, this speaks to what is perhaps most valuable about taking a post-positive approach to understanding WASH, which is the narrative itself. If the authors do choose to make changes to the paper and resubmit they might consider what established and widely-applied social theory of systems thinking says about WASH.

I encourage you to revise and re-subimt taking on board the comments to produce a grounded review paper that goes into sufficient depth as to be useful for someone working in the discipline.

Kind regards

Sam
