Summary

Everyone seems to care about the rule of law. The rich and powerful governments of the world judge others by it; the poor and weak insist that they have it, and thus are entitled to the respect and commercial opportunities offered by the developed world; the United Nations, the World Bank, and nongovernmental organizations galore try to promote it, and philosophers praise it. But what is it? And should we really care? Is it just another form of neocolonial cultural hegemony, an excuse for state-building that just means making the governments of the world safer for multinational corporations (“economic development”)? Or can it have meaning to the masses as well as the elite, to Afghanistan as well as the United States? These are the questions that this book explores.
