Education is ubiquitous in nations around the world. Modern investigations of schooling and student achievement have made clear that there are many similarities as well as differences in the education systems around the world. These modern investigations of the schooling “black box” which consists of the student, the teacher, and the academic subject matter or content around which they interact, began in the late 1950s. This chapter provides an overview of the research questions that drove the earliest modern international investigations together with the historical development of the international organization that was birthed from the early endeavors, the International Association for the Evaluation of Education (IEA). In this overview attention is focused on assessments in mathematics and science through the Second International Mathematics Study (SIMS).

INTRODUCTION
The use of information, intelligence and security risk management models (SRMMs) are certainly not new to law enforcement and the security industry. Researchers often refer to Chinese strategist Sun Tzu and his military treatise, The Art of War, written 2000 years ago, with references to spies, information, intelligence and security risks (Newburn et al., 2008). Information, intelligence gathering and risk assessments have also been used by many leaders over the centuries to maintain control over their political enemies and business competitors. This chapter introduces some of the different crime information, intelligence and SRMMs and motivates for a theoretical framework for security information management. Although there are many models available within the policing and security environments, these models were specifically chosen for this study, because of their similarities and their common thread to security information management. This chapter discusses the problem-oriented policing model, Compstat model, intelligence-led policing model and the security risk management model (South Africa) currently being used by law enforcement and the security industry and concludes his discussion with the need for a theoretical framework for security information management.
INFORMATION/INTELLIGENCE AND SECURITY RISK MANAGEMENT MODELS
Advances in information management in law enforcement in the 1970s gave rise to modern intelligence practices for law enforcement, to manage crime better in society. The Chiefs of Police from England and Wales in the Baumber Report, made it clear that, “intelligence” has to be understood as something more than simply information. It was also noted that “intelligence” as a modern police concept required that all collected information be put together with others and that analysis be performed in order to produce intelligence. Intelligence has since been accepted in policing as the end product of a process often complex, sometimes physical, and always intellectual, derived from information that has been collated, analysed and evaluated in order to prevent crime or secure the apprehension of offenders (Newburn et al., 2008). The demand for risk-based information is elevating law enforcement to the status of primary producers of crime information.
The Third International Mathematics and Science Study (TIMSS-95) was the largest and most comprehensive international comparative study of mathematics and science curriculum and achievement up to that time. The research questions and methodology were informed by previous studies yet broke new ground in multiple ways. This chapter provides an overview of the activities leading up to the TIMSS-95 and how it has informed and led to subsequent studies as well as the development of the international assessment research sponsored by the Organisation for Economic Cooperation and Development (OECD), the Programme for International Student Assessment (PISA).
Beginning with the original IEA Pilot Study the focus of international comparative studies shifted from qualitative description to more quantitative measures of various aspects of schooling. This shift reflected a change that was occurring more broadly in the social sciences about the same time. This chapter focuses not so much on each of the studies but rather on the developing quantitative methodologies that were used to measure and report student performance. A number of methodological issues embedded in these large-scale international measurements of student achievement are identified and discussed. These include the identification and creation of content frameworks for the assessments, a focus on student achievement versus student literacy, the extent to which an assessment broadly samples the content domain versus sampling specific topics in depth, and the way student and country level scores are created and reported.
Security is both a state of being and a means to that end. As a state of being, security suggests two quite distinct objective and subjective conditions. And as an objective condition, it takes a number of possible forms. Firstly, it is the condition of being without threat: the hypothetical state of absolute security. Secondly, it is defined by the naturalisation of threats: the state of being protected from. Thirdly, it is a form of avoidance or non-exposure to danger … As a subjective condition, security again suggests both the positive condition of feeling safe and freedom from anxiety or apprehension defined negatively by reference to insecurity.

This book was written to enlighten security officials about security information management, which includes the collection and analysis of information on security incidents, threats and vulnerabilities and the implementation of security risk control measures. It is hoped that the reader will now have an idea how to collect security information legally and ethically, using different sources, methods and techniques, as well as analyse security information according to the needs of the client and transforming the analysis results into actionable crime information products, strategies and physical protection systems (PPS) be implemented as security risk control measures. It is hoped that the reader will understand the difference between security information management and security risk management as well as other information and intelligence management strategies. The book presents a security information management model (SIMM) to guide security practitioners in their daily activities.
OVERVIEW
Presently, the security industry comprises private and government security service providers. They are divided into different sectors according to the security service function they perform. Each sector has a specific goal and emphasis in respect of security-related functions.
The substantive grounded theory that was developed by the author describes how security information is presently managed in the security industry. The substantive grounded theory also forecasts that if security information is not managed correctly, there will be a continuous recurrence of losses. The substantive grounded theory in this research was developed by obtaining qualitative data through focused semi-structured interviews and focus group interviews.
