14 The Directorate which was the executive power in the Klaipeda region comprised a chairman appointed by the region's governor and no more than four other members. The local legislative body, or Seimelis/Landtag, was elected for a period of three years. This body had only an indirect influence on the Directorate, whose members were required to resign should the Seimelis pass a motion of no-confidence in the executive body.

Sass's party rivalled the veterinarian Dr Ernst Neumann's Sozialistische Volksgemeinschaft party [Sovog] which was recognized as a Nazi party. Neumann was the more successful politician and following the Sass–Neumann Trial (14.12.1934–26.3.1935), Sass did not enjoy much support among the Klaipėda Germans.
