2 Elected for the year 1963 by the General Assembly on October 17, 1962, as according to an understanding reached at the sixteenth session I whereby Romania would resign on December 31, [1962, the position to be filled by the Philippines for the remainder of the term, through election at the seventeenth session.

3 To insure an equal balance between adminlg and non-administering members of the Council, only one vacancy had to be filled, since Belgium ceased to be a member of the Council as administering authority of Ruanda-Urundi, following the termination of the trusteeship agreement for this territory on July 1, 1962.

Members of the Court are elected for nine-year terms by the Security Council and the General Assembly, voting concurrendy, and their terms of office expire on February 5 of the year listed.
