1 This dissertation was completed in 1990 at the Economics Department of the University of Pennsylvania under the supervision of Claudia Goldin and Robert Margo. Much of it was completed while I was an Andrew Mellon Fellow with the Program for Assessing and Revitalizing the Social Sciences at Pennsylvania.
