The pacted nature of democratic transition seems to define thedivergent path taken by Chilean elites in comparison with theirArgentinean counterparts. However, using a Most Similar SystemDesign (MSSD), two new elements enhance opportunities for explainingthe different outcomes. First, the content of a mandate that has theability to co-opt people from outside the privileged class; andsecond, the capacity of the elite to generate a process of politicalsystematization and economic monetarization that ensures stabilitywith no apparent democratic setbacks.
