Promoting Peace and Managing Farmer-Herder Conflict: The Role of Civil Society Organizations in Agogo, Ghana

Abstract

Continued clashes between nomadic pastoralists and farmers generate concerns about the capacity of community-based civil society organizations to effectively navigate conflict resolution in Agogo Traditional Area (ATA), Ghana. The Agogo and Fulani associations ostensibly manage farmer-herder conflict but with mixed results. Setrana argues that, unlike foreign or international civil society organizations, community-based associations play important roles in managing conflict because they often have better cultural understanding. The success of such organizations, however, depends on whether they are perceived as indigenous or non-indigenous. This binary framework often leads to a winner-takes-all attitude and rarely results in sustainable conflict resolution.

Les affrontements continus entre les éleveurs nomades et les agriculteurs suscitent des inquiétudes quant à la capacité des organisations communautaires civile à gérer efficacement la résolution des conflits dans la zone traditionnelle d’Agogo (ATA), au Ghana. Les associations Agogo et Fulani gèrent ostensiblement les conflits entre agriculteurs et éleveurs, mais avec des résultats mitigés. Setrana affirme que, contrairement aux organisations de la société civile étrangères ou internationales, les organisations communautaires civile jouent un rôle important dans la gestion des conflits car elles ont souvent une meilleure compréhension culturelle. Le succès de ces organisations dépend toutefois de leur perception en tant qu’autochtones ou non autochtones. Ce cadre binaire conduit souvent à une attitude de « gagnant emporte tout » et aboutit rarement à une résolution durable des conflits.

Os contínuos confrontos entre pastores nómadas e agricultores geram preocupações acerca da capacidade das organizações da sociedade civil baseadas na comunidade para resolver eficazmente os conflitos na Área Tradicional de Agogo (ATA), no Gana. As associações de Agogo e Fulani gerem ostensivamente o conflito entre agricultores e pastores, mas com resultados variados. Setrana argumenta que, ao contrário das organizações da sociedade civil estrangeiras ou internacionais, as associações baseadas na comunidade desempenham papéis importantes na gestão de conflitos porque costumam dispor de uma melhor compreensão cultural. O êxito de tais organizações, no entanto, depende do facto de serem vistas como autóctones ou não autóctones. Este quadro binário conduz frequentemente a uma atitude de vencedor absoluto e raramente resulta na resolução sustentável de conflitos.
