Institutions today face calls to return “tainted” donations from controversial donors like the Sackler family. Such critiques of “dirty money,” while gaining in public salience, are prone to charges of puritanism or of hypocrisy. This paper recovers a distinctive position on dirty money, capable of responding to these charges, from the early speeches and writings of Frederick Douglass. In Great Britain in 1846, Douglass delivered a series of speeches claiming that the Free Church of Scotland had “made itself responsible for slavery” by accepting donations from American slaveholders, and he led a public campaign to “Send back the money.” Douglass’s argument centers on the claim that accepting money and other gifts can distort political relationships and subvert political judgment. His rhetoric also shows how criticizing objectionable gifts is an opportunity to shape people’s moral reasoning and political judgment for the better.

Canons of intellectual “greats” anchor the history and scope of academic disciplines. Within international relations (IR), such a canon emerged in the mid-twentieth century and is almost entirely male. Why are women thinkers absent from IR’s canon? We show that it is not due to a lack of international thought, or that this thought fell outside established IR theories. Rather it is due to the gendered and racialized selection and reception of work that is deemed to be canonical. In contrast, we show what can be gained by reclaiming women’s international thought through analyses of three intellectuals whose work was authoritative and influential in its own time or today. Our findings question several of the basic premises underpinning IR’s existing canon and suggest the need for a new research agenda on women international thinkers as part of a fundamental rethinking of the history and scope of the discipline.

Can exposure to celebrities from stigmatized groups reduce prejudice? To address this question, we study the case of Mohamed Salah, a visibly Muslim, elite soccer player. Using data on hate crime reports throughout England and 15 million tweets from British soccer fans, we find that after Salah joined Liverpool F.C., hate crimes in the Liverpool area dropped by 16% compared with a synthetic control, and Liverpool F.C. fans halved their rates of posting anti-Muslim tweets relative to fans of other top-flight clubs. An original survey experiment suggests that the salience of Salah’s Muslim identity enabled positive feelings toward Salah to generalize to Muslims more broadly. Our findings provide support for the parasocial contact hypothesis—indicating that positive exposure to out-group celebrities can spark real-world behavioral changes in prejudice.

Does liberal democracy require a strict separation between state and religion? In Anglophone liberal political theory, the separationist model of the First Amendment of the US Constitution has provided the basic template for the rightful relationship between state and religion. Yet this model is ill-suited to the evaluation of the secular achievements of most states, including India. This article sets out a new framework, minimal secularism, as a transnational framework of normative comparison. Minimal secularism does not single out religion as special, and it appeals to abstract liberal democratic ideals such as equal inclusion and personal liberty. Actual debates about secularism in India are shown to revolve around these ideals. The study of recent Indian controversies—about the Uniform Civil Code, the status of Muslims, and the rise of BJP nationalism—also sheds light on some blind spots of Western secularism and the conception of sovereignty and religion it relies on.

The majoritarian conception of democracy implies that counter-majoritarian institutions such as federalism—and even representative institutions—are derogations from democracy. The majoritarian conception is mistaken for two reasons. First, it is incoherent: majoritarianism ultimately stands against one of democracy’s core normative commitments—namely, political equality. Second, majoritarianism is premised on a mistaken view of power, which fails to account for the power of numbers and thereby fails to explain the inequality faced by members of persistent minorities. Although strict majority rule serves the democratic values of political agency and equality as interpreted by a set of formal conditions, an adequate conception of power shows why in real-world conditions formal-procedural inequalities, instantiated by counter-majoritarian institutions such as federalism, are sometimes required to serve democratic equality.

How does the symbolic power of a female president affect female parliamentary behavior? Whereas female descriptive representation has increased around the world, women parliamentarians still face significant discrimination and stereotyping, inhibiting their ability to have a real voice and offer “thick” representation to women voters. We leverage the case of Malawi, a case where the presidency changed hands from a man to a woman through a truly exogenous shock, to study the effect of a female president on female parliamentary behavior. Drawing on unique parliamentary transcripts data, we argue and show that women MPs under a female president become empowered and less confined to stereotypical gendered issue-ownership patterns, leading to a significant increase in female MP speech making. Our results directly address theories of symbolic representation by focusing particularly on intraelite role-model effects.

Migrants are politically marginalized in cities of the developing world, participating in destination-area elections less than do local-born residents. We theorize three reasons for this shortfall: migrants’ socioeconomic links to origin regions, bureaucratic obstacles to enrollment that disproportionately burden newcomers, and ostracism by antimigrant politicians. We randomized a door-to-door drive to facilitate voter registration among internal migrants to two Indian cities. Ties to origin regions do not predict willingness to become registered locally. Meanwhile, assistance in navigating the electoral bureaucracy increased migrant registration rates by 24 percentage points and substantially boosted next-election turnout. An additional treatment arm informed politicians about the drive in a subset of localities; rather than ignoring new migrant voters, elites amplified campaign efforts in response. We conclude that onerous registration requirements impede the political incorporation, and thus the well-being, of migrant communities in fast-urbanizing settings. The findings also matter for assimilating naturalized yet politically excluded cross-border immigrants.

As government welfare programming contracts and NGOs increasingly assume core aid functions, they must address a long-standing challenge—that people in need often belong to stigmatized groups. To study other-regarding behavior, we fielded an experiment through a text-to-give campaign in Greece. Donations did not increase with an appeal to the in-group (Greek child) relative to a control (child), but they were halved with reference to a stigmatized out-group (Roma child). An appeal to fundamental rights, a common advocacy strategy, did not reduce the generosity gap. Donations to all groups were lower near Roma communities and declined disproportionately for the Roma appeal. Qualitative research in 12 communities complements our experiment. We conclude that NGO fundraising strategies that narrowly emphasize either in-groups or out-groups, or fundamental rights language, may not be as effective as broader appeals, and we discuss implications for public goods provision in an era of growing nationalism.

Using two recently published folios by Jeremy Bentham, I draw out a fundamental but little-analyzed connection between pauperism and both domestic and settler colonialism in opposition to imperialism in his thought. The core theoretical contribution of this article is to draw a distinction between a colonial, internal, and productive form of power that claims to improve people and land from within, which Bentham defends, and an imperial, external, and repressive form of power that dominates or rules over people from above and afar, that he rejects. Inherent in colonialism and the power unleashed by it are specific and profoundly negative implications in practice for the poor and disabled of Europe in the nineteenth and early twentieth centuries subject to domestic colonialism and indigenous peoples subject to settler colonialism from first contact until today. I conclude Bentham is best understood as a pro-colonialist and anti-imperialist thinker.

How do racially concentrated policy changes translate to political action? Using official election returns, the Cooperative Congressional Election Study, and original data on the unprecedented mass closure of schools in segregated, predominantly Black neighborhoods across Chicago, we demonstrate that those living in the communities affected (1) increase their attendance at political meetings; (2) mobilize in support of ballot measures to avert future closings; and (3) increase their participation in the subsequent local election, while decreasing their support for the political official responsible for the policy on the ballot—at a higher rate than every other group. These findings shed light on how groups that previously participated at the lowest rates go on to participate at the highest rates on community issues that matter to them. We develop a theory of place-based mobilization to explain the role of “the community” in acting as a site of coidentification and political action for marginalized groups.

This paper investigates how counterterrorism targeting terrorist leaders affects terrorist attacks. This effect is theoretically ambiguous and depends on whether terrorist groups are modeled as unitary actors or not. The paper exploits a natural experiment provided by strikes by Unmanned Aerial Vehicles (drones) “hitting” and “missing” terrorist leaders in Pakistan. Results suggest that terrorist groups increase the number of attacks they commit after a drone “hit” on their leader compared with after a “miss.” This increase is statistically significant for 3 out of 6 months after a hit, when it ranges between 47.7% and 70.3%. Additional analysis of heterogenous effects across groups and leaders, and the impact of drone hits on the type of attack, terrorist group infighting, and splintering, suggest that principal-agent problems—(new) terrorist leaders struggling to control and discipline their operatives—account for these results better than alternative theoretical explanations.

Women’s underrepresentation in American politics is often attributed to relatively low levels of political ambition. Yet scholarship still grapples with a major leak in the pipeline to power: that many qualified and politically ambitious women decide against candidacy. Focusing on women with political ambition, we theorize that at the final stage of candidate emergence, household income, breadwinning responsibilities, and household composition are interlocking obstacles to women’s candidacies. We examine these dynamics through a multimethod design that includes an original survey of women most likely to run for office: alumnae of the largest Democratic campaign training organization in the United States. Although we do not find income effects, we provide evidence that breadwinning—responsibility for a majority of household income—negatively affects women’s ambition, especially for mothers. These findings have important implications for understanding how the political economy of the household affects candidate emergence and descriptive representation in the United States.

Extensive research on political participation suggests that parental resources strongly predict participation. Other research indicates that salient political events can push individuals to participate. I offer a novel explanation of how mundane household experiences translate to political engagement, even in settings where low participation levels are typically found, such as immigrant communities. I hypothesize that experiences requiring children of Latinx immigrants to take on “adult” responsibilities provide an environment where children learn the skills needed to overcome the costs associated with participation. I test this hypothesis using three datasets: a survey of Latinx students, a representative survey of young adults, and a 10-year longitudinal study. The analyses demonstrate that Latinx children of immigrants taking on adult responsibilities exhibit higher levels of political activity compared with those who do not. These findings provide new insights into how the cycle of generational political inequality is overcome in unexpected ways and places.

In more than half of the democratic countries in the world, candidates face legal constraints on how much money they can spend on their electoral campaigns, yet we know little about the consequences of these restrictions. I study how spending limits affect UK House of Commons elections. I contribute new data on the more than 70,000 candidates who ran for a parliamentary seat from 1885 to 2019, and I document how much money each candidate spent, how they allocated their resources across different spending categories, and the spending limit they faced. To identify the effect on elections, I exploit variation in spending caps induced by reforms of the spending-limit formula that affected some but not all constituencies. The results indicate that when the level of permitted spending is increased, the cost of electoral campaigns increases, which is primarily driven by expenses related to advertisement and mainly to the disadvantage of Labour candidates; the pool of candidates shrinks and elections become less competitive; and the financial and electoral advantages enjoyed by incumbents are amplified.

The UN is intimately involved in efforts to restore the rule of law in conflict and postconflict settings. Yet despite the importance of the rule of law for peace, good governance, and economic growth, evidence on the impact of these efforts is scant. I develop a theory to explain when UN rule-of-law reform is likely to succeed, then test the theory using original datasets capturing the number of civilian personnel deployed to each UN mission in Africa, the number of personnel assigned specifically to rule-of-law-related tasks, and the extent and nature of actual rule-of-law-related activities in the field. The correlation between UN presence and the rule of law is weak while conflict is ongoing, but robustly positive during periods of peace. The relationship is stronger for civilian than uniformed personnel, and is strongest when UN missions engage host states in the process of reform.

How does an increased presence of immigrants in the workplace affect anti-immigration voting behavior? While cooperative interactions between natives and immigrants can reduce intergroup prejudice, immigrant coworkers might be regarded as a threat to native-born workers’ labor market position. We combine detailed Swedish workplace data with precinct-level election outcomes for a large anti-immigration party (the Sweden Democrats) to study how the share of non-Europeans in the workplace affects opposition to immigration. We show that the share of non-Europeans in the workplace has a negative effect on support for the Sweden Democrats and that this effect is solely driven by same-skill contact in small workplaces. We interpret these results as supporting the so-called contact hypothesis: that increased interactions with minorities can reduce opposition to immigration among native-born voters, which, in turn, leads to lower support for anti-immigration parties.
