Summary

This chapter introduces the conflicts of interest of the Chair of the Commission, Bethuel Kiplagat. It provides for the first time a public account of the efforts within the Commission to address those conflicts of interest, and the efforts Kiplagat made to resist them. The chapter discusses in great detail the internal debates within the commission, and gives a critical assessment of the role of civil society with respect to the Commission and the Chair's conflicts of interest.
