Radiocarbon (14C) dating of sediment deposition around Antarctica is often challenging due to heterogeneity in sources and ages of organic carbon in the sediment. Chemical and thermochemical techniques have been used to separate organic carbon when microfossils are not present. These techniques generally improve on bulk sediment dates, but they necessitate assumptions about the age spectra of specific molecules or compound classes and about the chemical heterogeneity of thermochemical separations. To address this, the Rafter Radiocarbon Laboratory has established parallel ramped pyrolysis oxidation (RPO) and ramped pyrolysis-gas chromatography-mass spectrometry (Py-GC-MS) systems to thermochemically separate distinct carbon fractions, diagnose the chemical composition of each fraction, and target suitable RPO fractions for radiocarbon dating. Three case studies of sediment taken from locations around Antarctica are presented to demonstrate the implementation of combined RPO-AMS and Py-GC-MS to provide more robust age determination in detrital sediment stratigraphy. These three depositional environments are good examples of analytical and interpretive challenges related to oceanographic conditions, carbon sources, and other factors. Using parallel RPO-AMS and Py-GC-MS analyses, we reduce the number of radiocarbon measurements required, minimize run times, provide context for unexpected 14C ages, and better support interpretations of radiocarbon measurements in the context of environmental reconstruction.

The most known utilization of catalysts is the use of metal nanoparticles on the electrode of a Proton Exchange Membrane Fuel Cell on which the electrode consists of catalyst, either Pt or Pd on a carbon support. In this research porous polyacrylonitrile (PAN) based carbon nanofibers comprising nanosized metal particles are produced using electrospinning technique. By the optimization of polymer chemistry, electrospinning variables and carbonization procedures the effective metal size is reduced up to 5 nm. It is still possible to enhance the catalytic performance by decreasing the metal concentration and/or enable using less catalytic material for equivalent catalytic performance which can lead to cost savings, amongst other advantages.

The industrial risks insurance market has shown a deficit for a few years, in France as well as in other European countries. In order to change that situation, insurers, with the help of their professional organizations, have begun to re-build their tariffs. Further, the progressive opening of the services European market has led these countries towards a standardization of their actuarial methods to estimate premiums. Among these methods, the credibility approach has already been adopted by Germany, Switzerland and partly by Belgium.
We have applied this method to statistical data from the French market. The estimation of the pure premium is based on the Bühlmann-Straub model with a measure of volume for every category (sums insured in our case). Loadings for fluctuation have been evaluated by the N.P. approximation of the distribution function of the loss ratio.
Beyond the simple use of the mathematical formulas, we have tried to measure the reaction of the model under different scenarii: risks typology with one, two or three levels, rough disturbance of the loss ratio of a category of risk, stability of the tariff over a long period of time, comparison of this tariff with the tariff built with the help of the existing French method based on a correction for large claims.

Several families now living in the Emergency Refugee Shelter which the United States Government has established at Fort Ontario, in the state of New York, are expecting the birth of children in the near future. Will these children acquire American citizenship jure soli? Does the non-immigrant status of the parents derogate from the privilege of the children? And most important among the numerous questions involved, Does the so-called “refugee free port” constitute the requisite type of American territory?

In the preparation of the trials for “war crimes” committed during the present global conflict, students of international law will indeed recognize that a milestone in the development of legal science has been reached. As will become apparent from some of the facts to be presented in this study, we are about to see a new legal principle adopted in international relations: Impossibile est quod universitas delinquat. In consonance with various plans for general postwar reconstruction, the principle so succinctly phrased by Pope Innocent IV, in times no less perturbed than the present, is finally defeating the entrenched adherents of its counterpart, first enunciated by the skilled Bartolus of Saxeferato. Individual criminals and their accomplices are to be held responsible, not “nations” or peoples.
