This essay supplies brief historical context on the Candlelight Protest movement in South Korea (2016–17) and provides the thematic and theoretical framing for the forum “The South Korean Candlelight Protest Movement and Its Discontents.” It lays the groundwork for approaching the study of the protests and assessing their historical and contemporary value for the push for political change, challenging economic norms and social renewal in Korea. In particular, this essay helps frame the forum as a platform for interrogating the connections between revolution, democracy, and capitalism and the limits of and potential for political change within the political economy of Korea and elsewhere.

John Lee's, David Fedman's, and Lisa Brady's essays persuasively show the value of studying environmental issues on the Korean peninsula. Each of the essays carefully explains how drives led by individuals and entities, such as the state, engineered nature for human needs, security, and later economic growth. In so doing, they show how these drives simultaneously altered nature and remade institutions, systems, and cultures that influenced people's agency and identity and reshaped forms of consciousness. By judiciously making visible the agents and social forces behind the reconstitution of nature, the essays collectively introduce diverse approaches to the study of environmental issues in Asia and elsewhere. Most of all, they demonstrate that transnational environmental history on the Korean peninsula can no longer be overlooked when dwelling on and debating major historical and theoretical issues in Korean, Asian, and environmental studies.

In his technical note on “Dimensions required for Inspection” (July Journal), Mr. G. A. G. Saywell stated that drawings calling up various machined fittings often lack any reference to “practical” measurement by which the operator, toolmaker and inspection department may “set out” and check the work concerned. This statement does not really do justice to the draughtsman who, in preparing the detail drawing for manufacture, has to give attention to all aspects of manufacturing.

We propose a novel method for self-assembled packing of silica microsphere in micro-channel which can be potentially used for on-chip chromatography. Chromatography has been one of the most widely used techniques for the analysis and separation of the mixtures of biochemical compounds in research laboratories and industrial factories. Numerous chromatography techniques such as High-Performance Liquid Chromatography (HPLC), Thin Layer Chromatography (TLC) use absorbents (ex: silica, alumina, cellulose) as stationary phase material [1]. Effective loading of absorbents in those techniques has been a huge challenge since it requires additional implementation of high-pressure pump system (for HPLC) or limits selective coating of absorbents on supporting plate (for TLC). In order for chromatography to be efficiently integrated with micro-fluidic Lab-on-a-chip devices, novel techniques for easy and simple packing of absorbents within micro channels should be developed.
Solvent-evaporation based 2-D crystallization technique [2] can enable mono-dispersed micro-particles to be self-assembled by capillary attractive forces. We apply this technique to assemble dense packing of silica microsphere and form ultra thin layers (2˜3 layers) within open microchannel. Open micro-channel has been constructed by conventional photolithography of SU8 photoresist. A small droplet (Volume: 0.1μL) of silica suspension (Diameter: 3μm, Solvent: DI Water, Concentration: 1.25wt%) has been placed in the defined inlet of micro channel. Capillary force within the open SU8 microchannel induces the flow of silica suspension in the channel. The packing of microsphere starts from the outlet side of the channel, where the thickness of solvent drastically decreases due to sudden increase of cross-sectional area of channel, and this packing propagates to the inlet side of the channel until solvent evaporates completely. As a result, a dense packing of silica microspheres are successfully assembled and a thin layer of silica microspheres are formed within open micro-channel.
We will present the characterization of silica packing with regard to various process parameters and also will include theoretical interpretation of this packing technique in more detail. We will also present our future approach to integrate our technique on-chip chromatography applications.

INTRODUCTION
Since economic reforms began in 1978, the Chinese labor market has undergone a set of remarkable transformations that have dramatically affected the working lives and welfare of China's citizens. Like other rapidly growing developing countries, China has experienced a rapid structural change, featuring a steady flow of labor from agriculture to industry and from rural areas to urban areas. As a transition economy, China has shifted gradually from planned allocation of labor in state-sector jobs to a more open labor market, with increasing numbers of workers employed in the non state and private sectors. Table 6.1 summarizes the magnitude of these changes, drawing upon official data. From 1978 to 2005, the share of labor employed primarily in agriculture fell from 71 to 45 percent, the share of labor working in urban areas increased from 24 to 36 percent, and the share of urban labor working in the state-owned or government sectors fell from 78 to 24 percent.
Although the large magnitudes of these changes are impressive, reform of the labor market has been halting, uneven, and difficult, with much additional reform required if China is to complete its transition successfully while maintaining its rapid development trajectory. Many of the challenges of labor market reforms relate to the political difficulty of moving away from a set of institutions and policies that privileged the welfare of urban workers by guaranteeing employment in state enterprises and imposing strict restrictions on population mobility.

Using data from the China Urban Labour Survey conducted in five large Chinese cities at year end 2001, we quantify the nature and magnitude of shocks to employment and worker benefits during the period of economic restructuring from 1996 to 2001, and evaluate the extent to which adversely affected urban workers had access to public and private assistance. Employment shocks were large and widespread, and were particularly hard on older workers and women. During the period of economic restructuring, unemployment reached double figures in all sample cities and labour force participation declined by 8.9 per cent. Urban residents faced modest levels of wage and pension arrears, and sharp declines in health benefits. Public assistance programmes for dislocated workers had limited coverage, with most job-leavers relying upon private assistance to support consumption, mainly from other household members.

Central-local budgetary arrangements have undergone numerous changes since the 1960s as the Chinese government in its quest for modernization has sought to balance the needs of central control and local autonomy. During the reform period, the falling tax share of GNP and a commitment to greater decentralization of the planning system led to major changes in the public finance system that have devolved expenditure responsibilities and financial authority to local governments. Fiscal decentralization has been credited with hardening budget constraints for local publicly controlled enterprises and government agencies. New budgetary relations have instilled fiscal discipline, allowing local governments to disburse more expenditures only if they generated more revenues. These reforms have helped unleash the entrepreneurial spirit of local bureaucrats, fuelling the rapid growth of rural industry.
