Constructivism has a problem in accounting for agent-led change and for what motivates agents to make up their minds about how to put their agency to use. I show that constructivism’s problem of change is related to tensions between constructivism’s own key assumptions about the mutually constitutive relationship between structure and agency, understanding of change and to an essentialist conception of identity. I argue that agency is constituted through processes of ‘identification’ involving identity and narrative constructions and performance through practice and action. I make the perhaps controversial move to regard ontological security as a precondition for agent-led change and to identify ontological security maximisation as functionally equivalent to rationalist theories’ agent assumption of utility maximisation. I identify two strategies for maximising ontological security: a ‘strategy of being’ to secure a stable and esteem-enhancing identity and a strong narrative; and a ‘strategy of doing’ to ensure cognitive consistency through routinised practice whilst also undertaking action contributing to a sense of integrity and pride. The article concludes that although humans are endowed with agency, their actual ability to utilise their agency is severely constrained by their need for maintaining ontological security, which may explain why change appears so difficult to achieve.

This article analyses global civil society advocacy in the field of child labour through the lens of theories on political representation in global governance. The article is sympathetic to newer theories on political representation which, fundamentally, understand representation as a dialectic of performative practices between representatives and their real or imagined constituencies. However, the article argues that the contemporary literature on political representation turns a blind eye on two aspects that are central to understanding this dialectic of representation in the child labour case: first, representation as power and second, the contested nature of citizenship. The article thus proposes an approach to political representation that allows highlighting the power-dimension inherent to the interrelation between formal and performative aspects of representation, that is, between civil society actors’ power to represent and their power over representation. Using such an approach, the article presents empirical insights on CSO representation in global policymaking on child labour – a field in which conflicts over legitimate representation, citizenship, and grassroots participation continue to be exceptionally fierce.

Karl Polanyi is principally known as an economic historian and a theorist of international political economy. His theses are commonly encountered in debates concerning globalisation, regionalism, regulation and deregulation, and neoliberalism. But the standard depiction of his ideas is based upon a highly restricted corpus of his work: essentially, his published writings, in English, from the 1940s and 1950s. Drawing upon a broader range of Polanyi’s work in Hungarian, German, and English, this article examines his less well-known analyses of international politics and world order. It sketches the main lineaments of Polanyi’s international thought from the 1910s until the mid-1940s, charting his evolution from Wilsonian liberal, via debates within British pacifism, towards a position close to E. H. Carr’s realism. It reconstructs the dialectic of universalism and regionalism in Polanyi’s prospectus for postwar international order, with a focus upon his theory of ‘tame empires’ and its extension by neo-Polanyian theorists of the ‘new regionalism’ and European integration. It explores the tensions and contradictions in Polanyi’s analysis, and, finally, it hypothesises that the failure of his postwar predictions provides a clue as to why his research on international relations dried up in the 1950s.

How the past is remembered is fundamental to the production and reproduction of postwar sovereign political power. However, Internation Relations’ (IR) explicit interest in the practices of remembrance, and particularly in time remains a relatively new one. This article seeks to show how Jacques Rancière’s discussion of temporality, subaltern history, and politics – which allows the study of parallel and enmeshing temporal universes – contributes to the IR literature on time. In this view, when speech is acquired by those whose right to speak is not recognised they can produce temporalities that disturb hegemonic representations of time constellations and reorganise the nation’s relationship to its past. The article analyses the moment of Kaisu Lehtimäki’s telling her war story in public, and understands it to be a material and symbolic event that shatters the hegemonic distribution of the Finnish postwar national history and truth.

This article challenges existing accounts of the development of the Euromarkets by arguing that their emergence constituted the foundational moment in the advent of a postwar Anglo-American developmental field. The account contends the notion of a postwar order shaped predominantly by the outward expansion of American financial power, by deprivileging the exclusivity of American power and arguing that co-constitutive Anglo-American developmental processes were the generative force that produced the Euromarkets. Drawing upon new archival material, the article suggests that an Anglo-American developmental sphere, in which Britain continued to play a crucial but subordinate role, was key to the unfolding of postwar financial globalisation. The Anglo-American developmental processes occasioned by the Euromarkets gave rise to a ‘transatlantic regulatory feedback loop’ that stimulated deregulation on both sides of the Atlantic and placed Anglo-American capitalist interdependence at the centre of the politics of globalisation. The deeper origins of financial deregulation lie in the transformation of Anglo-American finance during the 1960s.

Beyond the initial infatuation with his work, Kuhn’s Structure of Scientific Revolutions has had a lasting impact on the field of International Relations. The article analyses the reception of Kuhn in IR and suggests that it contributed to overcoming the ‘second debate’ by making science and realism fully compatible. More importantly, Kuhn offered a vision of science in which scientific communities operated on the basis of realist principles. This not only consolidated the academic hold of neorealism, but transformed realism into a theory of knowledge, which its critics have failed to acknowledge. This lasting transformation is analysed by looking at Kuhn’s influence on the classic studies of strategic decision-making by Graham Allison and Robert Jervis.

In recent years, critical scholars have emphasised how the recollection of past events as traumas can both constrain and widen the political possibilities of a present. This article builds on such research by suggesting that the management of contemporary financial crises is reliant on a ritual work of repetition, wherein prior ‘crisis’ episodes are called upon to identify and authorise specific sites and modes of crisis management. In order to develop this argument, I focus on how past crises figure within the public pronouncements of four key policymaking organisations during the financial instability of 2007–9. I find that while the Great Depression does enable these organisations to reaffirm old ways of managing crises, both it and the more recent Asian crisis are also made to disclose new truths about the evolution of multilateralism as a form of governance. In so doing, I argue, these historical narratives reveal how the management of global financial crisis depends upon a kind of ‘magic trick’. Rather than a strictly rational, historical process of problem solving, contemporary crises are instead negotiated through a contingent and self-referential conjuring of crisis-histories.

Review of International Studies has seen a debate over the value of security. At its heart this is a debate about ethics: concerning the extent to which security is a ‘good’ and whether or not security politics produces the kind of world we want. More recent contributions focus on the extent to which security is ‘positive’ or ‘negative’. However, this article argues that the existing debate is limited and confusing: key authors use the terms ‘positive’ and ‘negative’ in different, and, at times, contradictory ways. The article clarifies the roots of the existing debate, and then draws out two different uses of the terms positive and negative: an analytic frame and a normative frame. In response, it proposes a pragmatist frame that synthesises the existing uses, drawing on pragmatism and practice-centred approaches to analyse the value of security in context. The contribution of the article is thus twofold: it both clarifies the existing debate and suggests a solution. This is key because the debate over the value of security is crucial to thinking about how we want to live.

Why do interstate relations deteriorate and become conflictual, even under conditions where one might expect improved ties? The article seeks an answer to this question through a case study of the deterioration in Sino-Japanese relations in the twenty-first century, which took place despite the existence of several factors that might be thought likely to have led to an improvement. Existing theoretical approaches cannot fully explain this puzzle. The article argues that such deteriorations can result from disruptions to states’ reciprocally performed routinised recognition, and identifies three mechanisms through which these can occur. To facilitate this argument, the article draws on scholarship on relational identity, recognition, and ontological security to develop a theory of identity construction that takes account of how self and other routinise the ways in which they recognise each other and how they react to the other’s representational practices.

This article addresses the relationship between history and the international. Starting from the ‘history controversy’ in IR in the 1980s and 1990s, it shows that that debate hinged on the political import of history as a form of knowledge. This political meaning, to which agency and freedom were central, was challenged through the theorisation in IR of the problematic relationship of the international, as a fragmented political form, to historical time: the spatial inside–outside division was understood as carrying a corresponding temporal and historical division, between progress and repetition. To explain why history carried this political significance, the article explores the connection of historical consciousness to sovereignty and political subjectivity. It shows that history as a distinctively modern form of relation to ‘the past’ is inseparable from the rise of modern sovereign authority and its accompanying political subject and idea of freedom: sovereignty’s reformulation of political space went along with a refashioning of the character of historical time. However, history’s conceptual attachment to sovereignty also ties it to the fragmented form of the international. History thus finds its limits in the international and IR becomes a site for the critique of the relationship between history, political form, and subjectivity.

From the ‘long’ sixteenth century the Ottoman regencies of North Africa operated as major centres of piracy and privateering across the Mediterranean Sea. Though deemed by emerging European powers to be an expression of the ‘barbarian’ status of Muslim and Ottoman rulers and peoples, piracy, and corsairing in fact played a major role in the development of the ‘primary’ or ‘master’ institutions of international society such as sovereignty, war, or international law. Far from representing a ‘barbarian’ challenge to the European ‘standard of civilization’, piracy and privateering in the modern Mediterranean acted as contradictory vehicles in the affirmation of that very standard.

This article explores how Barbary piracy, privateering, and corsairing acted as ‘derivative’ primary institutions of international society. Drawing on recent ‘revisionist’ accounts of the expansion of international society, it argues that piracy and corsairing simultaneously contributed to the construction of law and sovereignty across the Mediterranean littoral whilst also prompting successive wars and treaties aimed at outlawing such practices. The cumulative effect of these complex historical experiences indicates that primary institutions of international society owe much more to ‘barbarism’ and ‘illegality’, an indeed to international stratification uneven development, than is commonly acknowledged.

While the historical turn in IR has produced significant advances in historicising both international relations and the discipline itself, the way in which the Middle Ages have been approached, studied, and referenced even in this historically-informed scholarship unwittingly works to reinforce two myths that these scholars challenge: Eurocentrism and Orientalism. The main goal of this article is to problematise the uses of the medieval that reinforce these narratives by unpacking the linguistic and conceptual constructions that underpinned the interactions between Latin Christendom and rest of the world. In doing so, it makes two closely-connected arguments: first, drawing from the abundant literature on historical sociology and Eurocentrism, it argues that we cannot understand medieval Europe, and particularly European identity-formation, without paying attention to its relations with the non-Christian world. Secondly, and most crucially, it shows that these interactions never rested on the unified idea of an ‘infidel enemy’ that seems to emanate from the IR crusading literature. Rather, an examination of the constructions of Jews and Muslims in canon law shows an extremely nuanced and varied conceptual apparatus that creates several dynamics of Othering – and consequently allows for a variety of ways of relating ranging from toleration and coexistence to conquest.

This article defends the normative status of the right intentions requirement in just war theory. Before we turn to many ethical questions about a conflict – whether there was just cause or whether a war was fought well – we often begin by asking whether the war was rightly intended. Particularly in the contemporary world, where questions of humanitarian intentions and their place in international law is an important political issue, clarifying what we mean by right intentions and showing why they matter is politically very important. Unfortunately, despite the importance of right intentions in the history of political thought, recent discussions give the concept mixed attention, leaving it obscure and difficult to apply. The first section reviews four traditional accounts, showing their underlying (and important) differences and respective weaknesses. The second section of the article argues that these models fail because they are rooted in private instead of public reason. A model of right intentions as public intentions is described and justified, where an intention is only right when the motives that underlie it can be endorsed by the group it is supposed to aid, and the opportunities it provides that group are endorsable by the intervener.

This article examines recent attempts by International Relations (IR) scholars to flesh out a reflexive approach inspired by the work of Pierre Bourdieu. The French sociologist pioneered the idea of turning the tools of sociology onto oneself in order to apply the same grid of social analysis to the object and subject of scholarship. This represents the culmination of a long tradition of seeking to understand from where one speaks and grasp our subjective biases through reflexive means. But as I argue Bourdieu – like most reflexive scholars – largely overestimated his ability to grasp his own subject position. For he assumed he could be objective about the very thing he had the least reasons to be objective about: himself. Instead of bending over backwards in this way and directly take the subject into account, I then propose to rearticulate the problematic of reflexivity by going back to a more classic concern with the question of alienation. Through a detailed critique of Bourdieu’s reflexive approach and the ways in which it was received in IR, I set out a series of principles to reconfigure the agenda of reflexivity and offer a platform for a proper methodological alternative to positivism.

Neo-Kantian political theories, such as those developed by Jeremy Waldron and Anna Stilz, aim to provide an account of state legitimacy and territorial boundaries that avoids the problems faced by rival nationalist theories. Immanuel Kant’s own theory of the state appears to be biased towards the status quo, and therefore has difficulty in explaining what is wrong with rights-respecting colonialism or the annexation of one state by another. Two possible ways forward are explored. One involves making state legitimacy conditional on meeting more stringent standards of distributive justice. The other involves appealing to the idea of a self-determining ‘people’. However the latter must avoid collapsing into either a version of nationalism (if the ‘people’ are identified in cultural terms) or a form of voluntarism (if the ‘people’ are required subjectively to ‘affirm’ the regime that governs them). Thus neo-Kantian theories cannot deliver a plausible account of self-determination without, like Kant himself, tacitly invoking political identities of the kind that they seek to repudiate.

After the ‘CNN effect’ concept was coined two decades ago, it quickly became a popular shorthand to understand media-conflict interactions. Although the connection has probably always been more complex than what was captured in the concept, research needs to be updated in order to better understand the multifaceted contemporary environments of both media and conflict. There are growing numbers and types of media sources, and multiple interactions between media and conflict actors, policymakers and engaged publics from the local to the global and back. We argue that understanding the impact of media reporting on conflict requires a new framework that captures the multilevel and hybrid media environments of contemporary conflicts. This study provides a roadmap of how to systematically unpack this environment. It describes and explains how different levels, interactions, and forms of news reporting shape conflicts and peacebuilding in local, national and regional contexts, and how international responses interact with multiple media narratives. With these tools, comprehensive understandings of contemporary local to global media interactions can be incorporated into new research on media and conflict.

This article demonstrates that a national identity defined by a normative commitment to peace is not necessarily an antidote to remilitarisation and war. More specifically, the article takes issue with the debate about the trajectory of Japan’s security and defence policy. One strand of the debate holds that Japan is normatively committed to peace while the other claims that Japan is in the process of remilitarising. This article argues that the two positions are not mutually exclusive – a point that has been overlooked in the literature. The article uses discourse analysis to trace how ‘peace’ was discussed in debates about China in the Japanese Diet in 1972 and 2009–12. It demonstrates how rearticulations by right wing discourses in the latter period have depicted peace as something that must be defended actively, and thus as compatible with remilitarisation or military normalisation. Japan’s changing peace identity could undermine rather than stabilise peaceful relations with its East Asian neighbours.

The current era is often described in epistemic terms, as an ‘information age’ or ‘knowledge society’. Such claims reflect ideals that are deeply ingrained in modern societies. There is a widespread assumption that successful social and political interaction involves access to information and that political power is gained when knowledge replaces obscurity. Such assumptions reflect contemporary ‘epistemic folkways’, which are manifested in two widespread epistemic phenomena – faith in ‘transparency’ and conspiracy theorising

International Relations (IR) theorists should be well-equipped to understand such developments. However, reflection concerning epistemic matters in IR is in under attack, increasingly presented as a distraction from the formulation of empirically grounded accounts of international politics. This article argues that reflexive theory can in fact play an important role in helping IR scholars to understand contemporary epistemic folkways. Drawing on the Critical Theory of Theodor Adorno, it is argued that the transparency ideal and conspiracy theorising reflect the efforts of individuals to increase their influence in a world in which they are both objects of technical knowledge and, in principle, epistemically empowered subjects. Reflection on the subject-object relationship suggests that the pursuit of increasingly unmediated access to information is in fact a key source of reification and disempowerment.

A growing literature in IR addresses the historical international politics of East Asia prior to Western influence. However, this literature has taken little note of the role of Eurasian steppe societies and empires in these dynamics. This article offers a corrective, showing that relations between China and the steppe played an important role in regional politics. I argue that Chinese elite conceptions of the steppe as other played an important role in maintaining China’s ontological security. Imperial Chinese elites pursued a deliberate strategy of ‘othering’ steppe societies, presenting them as China’s political-cultural opposite. Doing so both provided a source of stable identity to China and justified their exclusion from the Chinese ‘world order’. Empirically, I proceed in three sections. First, I consider Chinese identity building, framed in terms of ontological security, both under the founding Qin and Han dynasties, and under the later Ming dynasty. Second, I address recent historiography of the steppe, showing Chinese conceptions of it were inaccurate. Third, I address the long history of hybridity between the two regions.
