This special issue investigates contemporary transformations of Islam in the post-Communist Balkans. We put forward the concept of localized Islam as an analytical lens that aptly captures the input of various interpreting agents, competing narratives, and choices of faith. By adopting an agent-based approach that is sensitive to relevant actors’ choices and the contexts where they operate, we explore how various groups negotiate and ultimately localize the grand Islamic tradition, depending on where they are situated along the hierarchy of power. Specifically, we outline three sets of actors and narratives related to revival of Islamic faith: (1) political elites, mainstream intellectuals, and religious hierarchies often unite in safeguarding a nation-centric understanding of religion, (2) foreign networks and missionaries make use of open channels of communication to propagate their specific interpretations and agendas, and (3) lay believers tend to choose among different offers and rally around the living dimension of religious practice. Contributions in this issue bring ample evidence of multiple actors’ strategies, related perspectives, and contingent choices of being a Muslim. Case studies include political debates on mosque construction in Athens; political narratives that underpin the construction of the museum of the father of Ataturk in Western Macedonia; politicians’ and imams’ competing interpretations of the Syrian war in Kosovo, Macedonia, and Albania; the emergence of practice communities that perform Muslim identity in Bulgaria; the particular codes of sharia dating in post-war Sarajevo; and veneration of saints among Muslim Roma in different urban areas in the Balkans.
This paper explores the relationship between the urban cultural landscape of Bucharest and the making of post-socialist Romanian national identity. As the capital of socialist Romania, central Bucharest was extensively remodelled by Nicolae Ceauşescu into the Centru Civic in order to materialize Romania's socialist identity. After the Romanian “Revolution” of 1989, the national and local state had to deal with a significant “leftover” socialist urban landscape which was highly discordant with the orientation of post-socialist Romania and its search for a new identity. Ceauşescu's vast socialist showpiece left a difficult legacy which challenges the material and representational reshaping of Bucharest and constructions of post-socialist Romanian national identity more broadly. The paper analyzes four attempts to deal with the Centru Civic: developments in the immediate post-1989 period; the international architectural competition Bucureşti 2000; proposals for building a Cathedral of National Salvation; and the Esplanada project. Despite over 20 years of proposals central Bucharest remains largely unchanged. The paper thus deals with a failed attempt to re-shape the built environment in support of national goals.
For over 700 years Czechs and Germans lived together in those lands which in this century would be consolidated as Czechoslovakia. It was not always a harmonious existence, but a kind of symbiosis did develop which sustained the relationship to the point where one group was unthinkable without the other. All of that changed in the twentieth century in an age characterized by awakening, intolerant ethnic nationalism and total war. Indeed, by the end of the Thirty Years' War of this century, the long Czech-German relationship in Bohemia came to a bitter, and seemingly permanent, end through the expulsion of the Germans of Czechoslovakia.
This article focuses on problems of the national movement of the Circassians – a small nation in the Caucasus, most of whose population is dispersed all over the world. The paper researches the development of the Circassian movement from 1989–2000 and its contemporary structure since 2005. The modern Circassian movement as a whole has never been approached from a political science viewpoint. This research aims to answer several core questions: What are the different strands of the movement? What principles are they based on? Who are the participants? What political forces support them? How do these political forces interact with each other?
Official government educational pronouncements and policy in the Kyrgyz Republic have called for wider access and participation in higher education as an essential part of the general strategy to build democracy and a market economy. The number of higher education institutions (vuzy) has increased from approximately 10 at the end of the Soviet period to 50 institutions, with over 200,000 students now in attendance. Various international statistical sources show that higher education enrollments peaked above 70% of secondary school graduates in the early 1990s. For the past decade, these figures are lower yet still substantial. UNDP reports between 53% and 63%, while the World Bank and UNESCO report between 41% and 45%. In any of these calculations, however, higher education enrollments in Kyrgyzstan have at least trebled since independence, which is even more remarkable considering that the Kyrgyz system of higher education has become almost entirely paid for by students and parents rather than by the national government.
In response to foreign demands for concessions and territories, China's last imperial court in the early twentieth century executed reforms to strengthen fiscal, personnel, military, and cultural control over its frontier regions. However, in so doing, it provoked an awakening of the national consciousness of the elites of non-Han ethnic minorities there. Much has changed over the past 100 years regarding the governance of China's frontier territories of Inner Mongolia, Tibet, and Xinjiang, with the diffusion of nationalist claims among increasing numbers of the ethnic minority populace, heightened focus of foreign actors on the humanitarian and rights situations of the ethnic minorities, and greatly extended reach and firmer grip of the central government. What remained unaltered is the “state integration” purpose of Chinese regimes, as manifested in the practices of “internal colonialism” or “ethnic assimilation,” which has led to grievances and resistance by China's ethnic minorities against the Chinese state.
