Hong Kong has a population of 5,902,100 people crowded into its land area of 1076 sq. kms. In broad terms, 98 percent of its population are Chinese.1 They speak Cantonese among themselves and English in dealing with expatriates. The expatriate community, once predominantly British, now reflects the full range of national and multinational commercial and banking interests, including those of the People's Republic of China (PRC) and Taiwan. Luke and Richards (1982) described Hong Kong as having diglossia without bilingualism.

Summary
Each of the three chapters in this section derives lessons from experience that have important implications for the future of immersion education. Myriam Met and Eileen B. Lorenz are involved in immersion program curriculum development, teacher training, and administration in the United States. The lessons they derive from two decades of experience across a wide range of U.S. programs are drawn from Spanish, a widely spoken minority language, as well as French, German, Japanese, and Chinese. The problems and issues discussed by Met and Lorenz include administrative issues that are particularly important to consider when planning a new program, and classroom issues that are central to its successful implementation.
As Met and Lorenz point out, immersion in the United States has been successful in the sense that new programs are being initiated every year. Yet the support for these programs may prove fragile. They lack both the ideological commitment that can sustain language revival and support programs and the pragmatic incentives for maintaining immersion in a language of power. As a result, the success of immersion in the United States depends heavily on the commitment of administrators, teachers, and parents who make the organizational and instructional decisions that shape the programs. This school-based rather than system-based orientation of immersion programs can lead to problems of articulation within the education system as early immersion students move to middle and then to secondary school.

“Foreign” languages are here distinguished from intranational languages and from international lingua francas. Foreign languages are not used within the community, but there is an identifiable community and culture elsewhere that establishes the target for the immersion program. The French immersion program in Australia described by Michele de Courcy in Chapter 3 falls clearly within this category. For generations, French has been the foreign language most widely taught in Australian schools, a tradition inherited from the British education system. In the case of the English immersion program in Hungary described by Patricia Duff in Chapter 2, it is less clear. Traditionally, English would have been taught (where it was taught at all) as a foreign language based on British English and culture, but the current impetus toward learning English is more instrumental, and has a much wider international frame of reference, than a purely European context. Indeed, Duff's chapter could equally well be placed in Part V, which is concerned with immersion in a language of power.
Duff's chapter is about late partial English immersion programs – what she also refers to as dual-language (DL) programs – in Hungary. These programs reflect the current political and economic uncertainties of Eastern Europe. They are “resource-hungry,” as many other immersion programs are, but the resources for education are limited and those provided for a program considered by many to be elite are being challenged by other priorities within the education system.

The Catalan and Basque languages in Spain have suffered at best neglect and at worst repression from the majority Spanish-speaking community. For a time they were banned from schools. In spite of this they have retained their vitality as home languages. The low and negative status accorded to them has, however, been a source of resentment, anger, and divisiveness. The immersion programs in Catalan and Basque that have now been established can be viewed as support by the dominant linguistic group for these languages and their cultures, as a way of making up for past wrongs, as acts of reconciliation and attempts to heal political and social divisions. They can also be seen as undeniably demonstrating an awareness by parents of the potential political, social, and economic advantages their children might gain from being bilingual in these two contexts.
Josep Maria Artigal describes the immersion programs established in Catalan for Spanish-speaking children. In national terms this is an example of the majority language group using immersion as a means for learning a minority group language. However, within Catalonia itself, although Catalan remains a lower-status language, the situation has changed dramatically over the last two decades, as Artigal vividly describes. Catalan has been reinstated as an LI medium of instruction for speakers of Catalan, and has come to be used as an L2 medium of instruction for many Spanish-speaking children in newly established immersion programs.

Summary
The two chapters in Part II describe programs involving majority language students learning the language of a minority group for political, social, and economic reasons. In both cases, the countries are officially bilingual: Canada in English and French; Finland in Finnish and Swedish.
The "late, late immersion" program described by Sandra Burger, Marjorie Wesche, and Mariette Migneron is taught at the bilingual University of Ottawa. There are actually two parallel programs mounted by the university's Second Language Institute: one designed for English-speaking students who wish to strengthen and extend their second language proficiency and skills by undertaking a part of their university studies through French; and an equivalent program for French-speaking students who similarly want to take courses in a nonlanguage discipline through the medium of English. The programs began as immersion, or "sheltered," courses whereby students who wanted to enhance their L2 proficiency by taking courses taught in the L2 could do so alongside other L2 speakers rather than alongside LI speakers. For various reasons, particularly financial and administrative, a different model was introduced: an adjunct model in which L2 speakers took the discipline course along-side native speakers, but were given additional help in separate classes that focused on linguistic issues related to the content-based course. Both the immersion model and the adjunct model are described in the chapter.

The wide range of languages and purposes now served by immersion worldwide is illustrated by case studies of thirteen programs.Immersion, a relatively new approach to bilingual education, originated in Canada. It uses the target language as a medium of instruction in order to achieve "additive bilingualism" -- a high level of second language proficiency. Summary
In this introductory chapter, we attempt to differentiate immersion from other types of bilingual education programs. We do this by first discussing briefly the development of immersion programs in Canada and the use of the term for an increasingly wide range of functions in different situations. Next we identify a set of core features, which we suggest are the defining characteristics of an immersion program. In actual programs, these features will be present to a greater or lesser degree, but all would be present in a prototypical immersion program. These features have implications for program development, teaching strategies, learning conditions, and learning outcomes. Next we consider a set of variable features, i.e., features that differ among immersion programs. These variable features have consequences for program outcomes. Finally, we pose some of the many questions that still need to be addressed in immersion research.
Our claim, explicit in the title of this book, is that the term “immersion” can be legitimately and usefully applied beyond its purely historical origins in Canada to a wide range of programs despite differences in their aims, socioeconomic contexts, and manner of implementation. There is nothing new, of course, about using a second or foreign language as a medium of instruction. Throughout the history of formal education, the use of an L2 medium has been the rule rather than the exception (Lewis, 1976). Until the rise of nationalism, few languages other than those of the great empires, religions, and civilizations were considered competent or worthy to carry the content of a formal curriculum.

“Language of power” is used here as a heading in preference to “language of wider communication.” In the programs described in Part V, English is a language of power because it provides the means for social, economic, and academic upward mobility. It is not acquired for purposes of ethnic solidarity or identity, or to achieve cultural or social assimilation with a community of LI speakers. The language is acquired for communication across, not within, social and cultural groups. The target variety in those cases need not and arguably should not be identified with that of any particular speech community.
In Hong Kong, English is required by Cantonese speakers (who compose 98% of the community) for academic, professional, or commercial purposes, but only where contact with the international community is in some way involved. Cantonese is the language of communication and of solidarity within the Hong Kong community, and Putonghua (Mandarin) is the Chinese national language. Robert Keith Johnson's chapter examines the educational consequences when the demand for places in late immersion classrooms goes beyond what the education system can effectively provide; hence the title “Late immersion under stress.” The result of the demand from parents for English-medium secondary education has been an education system in which the great majority of students switch from Chinese-medium primary education (grades 1–6) to a nominally English-medium secondary system (grades 7–13). In these secondary schools, the textbooks and examinations are in English and the intent is for the oral medium to be English.

The two chapters in Part II describe programs involving majoritylanguage students learning the language of a minority group for political, social, and economic reasons. In both cases, the countries are officially bilingual: Canada in English and French; Finland in Finnish and Swedish.
The "late, late immersion" program described by Sandra Burger, Marjorie Wesche, and Mariette Migneron is taught at the bilingual University of Ottawa. There are actually two parallel programs mounted by the university's Second Language Institute: one designed for Englishspeaking students who wish to strengthen and extend their second language proficiency and skills by undertaking a part of their university studies through French; and an equivalent program for French-speaking students who similarly want to take courses in a nonlanguage discipline through the medium of English. The programs began as immersion, or "sheltered," courses whereby students who wanted to enhance their L2 proficiency by taking courses taught in the L2 could do so alongside other L2 speakers rather than alongside LI speakers. For various reasons, particularly financial and administrative, a different model was introduced: an adjunct model in which L2 speakers took the discipline course alongside native speakers, but were given additional help in separate classes that focused on linguistic issues related to the content-based course. Both the immersion model and the adjunct model are described in the chapter.

Summary
Among the many options practiced in second language education around the world, a model that has attracted increasing attention is one in which a second language is used as the medium of instruction in schools. The term “immersion education” was adopted in the 1960s to describe such programs in the context of English-speaking children being taught entirely through the medium of French in selected schools in Quebec, but can be used to describe a variety of situations in which a home-school language switch occurs for a variety of reasons or purposes. These include immersion for majority students in a minority language to enhance second language learning (e.g., for Anglophone students in Quebec), immersion for language support and language revival (e.g., to promote Catalan among Spanish-speaking children in Spain), and immersion in a language of power to facilitate English-medium education (e.g., for Cantonese speakers in Hong Kong). As Johnson and Swain demonstrate, such cases of immersion education differ from other forms of bilingual education as a consequence of factors such as the role of the L2 as a medium of instruction, the nature of the immersion curriculum, the level of support available for the L1, the attempt to achieve additive bilingualism, the fact that L2 exposure is largely confined to the classroom, the students' limited or nonexistent proficiency in the L2 on entry into the program, and the bilingual status of the teachers.
