Many scholars believe 1804 marks the beginning of Blake’s composition process for Milton: A Poem, a work whose plates were subsequently repurposed several times. This chapter reads Milton’s celebrated vortex passages as a response to the emergence of time-critical media in the early Romantic period. For Wolfgang Ernst, time-criticality refers to the temporalizing functions of media or the introduction of new temporal logics that transform how we interact with the signals such media produce. I highlight a gap between a cultural analysis of history in Milton: A Poem and a media archaeological analysis of the poem’s time-criticality by reading the poem in both senses. In addition to representing the history of Blake’s ideological relationship to history and time in 1804, I suggest that attention to the poem’s media materiality adds to our historical understanding of the first decade of the nineteenth century. Overall, my work emphasizes Blake’s history as a construction of temporal and archival techniques by delineating how time is produced by the infrastructures mediating Blake’s poem.
The Outlook argues that whatever the participant or mediatory statuses of machines may be in future research with large and complex datasets, understanding their uses and impacts at the granularity of human interaction and social accountability will be essential for attempts to integrate human and machine learning from data. It highlights the uses of the two notions of accountability addressed in this book, identifies a spectrum of natural scientists’ social inquiries that hints at their normative orientations, and argues for the use of ethnography as a reminder of human agency and responsibility.
Mainstream artificial intelligence (AI) ethics, with its reliance on top-down, principle-driven frameworks, often fails to account for the situated realities of diverse communities affected by AI. Critics have therefore argued that AI Ethics increasingly serves corporate interests through practices of “ethics washing,” operating as a tool for public relations rather than a means of preventing harm or advancing the common good. In response, this paper adopts a Science and Technology Studies perspective to interrogate AI Ethics itself as a matter of concern. This perspective brings into view a core tension between vertical approaches (external, top-down, principle-based) and horizontal approaches (from-within, risk-mitigating, implementation-oriented). By tracing how these models have shaped the discourse, we show their relevance, as well as their limitations. To move beyond these limitations, we propose a third model that integrates empirical research on local lifeworlds with explicit value commitments. We outline this empirical approach through four shifts: first, a transition from top-down reasoning toward empirical grounding; second, a transition from abstract principles to situated orders of worth; third, a proposal to operate across scales by attending to assemblages of concern; and fourth, a redirection from risk mitigation toward the cultivation of technologies of hope.
From genome sequencing to large sky surveys, digital technologies produce massive datasets that promise unprecedented scientific insights. But data, for being good to use and reuse, need people – scientists, technicians, and administrators – as embodied, evaluative, social humans. In this book, anthropologist Götz Hoeppe draws on an ethnography of astronomical research to examine the media and practices that scientists and technicians use to instruct graduate students, make diagrams for data calibration and discovery, organize collaborative work, negotiate the ethics of open access, encode their knowledge in datasets – and undertake social inquiries along the way. This book offers a reflection on the sociality of data-rich research that will benefit attempts to integrate human and machine learning. It will be of interest for students and scholars in data science and science and technology studies, as well as in anthropology, sociology, history, and the philosophy of science. This Element introduces a new conceptualization of policy experiments. Beyond their mainstream understanding as randomized trials, policy experiments are seen as speculative instances for testing innovative policy instruments to address public concerns. Drawing on Science and Technology Studies, this conception of policy experiments comprises four interrelated processes. First, there is an encounter with a charismatic foreign policy instrument, generating imaginaries of future success. Second, a local issue is problematized, presenting the instrument as its ultimate solution. Third, an experimental mesocosm is assembled to test this problematization empirically. Finally, evaluations of this test are conducted, usually leading to further experiments. The book exemplifies these processes with case studies from Chile, a world leader in policy experimentation in the last decades. The ongoing troubles of public governance worldwide prompt us to conclude by arguing for careful modes of policy experimentation, more tentative, ethical, and inclusive forms of acting in our fragile worlds.
This chapter argues that reflexivity - an introspective process in which researchers turn their engagement into an object of research - is essential to sustainability transitions research (STR). Reflexivity in STR encompasses not only the non-neutrality of its normative categories, such as ‘sustainability’ and ‘radical’, but also its descriptive categories, including ‘regime’ and ‘system’. This inherent social embeddedness, or ‘engagedness’, positions transition researchers with both an inescapable responsibility and a unique opportunity to shape their engagement reflexively. Reflexivity, which is relevant at every stage of STR, is illustrated in terms of research orientation, role and positionality. It highlights that much of reflexivity lies in the question of how - and with what kind of awareness - you are personally doing what you are doing. As a transition researcher, you are in a comparatively powerful societal position. Your choices matter and make a difference in the world.
This article examines the roles of nonhumans in the development, testing, and administration of COVID-19 vaccines. I show how specific groups of nonhumans, particularly primates, were strategically made visible and invisible to American publics, and how some groups were rendered more valuable than others. By studying the narratives of science that circulated during the pandemic, I argue that COVID-19, and the US response to it, illustrate a central facet of modern crisis, namely, that the current moment is marked by a growing awareness of human exposure to and vulnerability with nonhuman beings, coupled with an active and persistent denial of togetherness. To be a human subject in the twenty-first century involves acknowledging the interconnectedness that constitutes everyday life, while living in ways that openly reject this reality.
Chapter 7 zooms out of conceptual and empirical studies of AI governance to ask if we can build a better future with AI. The technical, corporate, and legal governance models presented in this book are necessary but insufficient to endow ordinary people with the power to push back against risks and harms, and chart a course for AI for the common good. Thinking together with philosophers and social scientists in the Critical Theory, Science and Technology Studies, and Democratic Theory traditions, I argue that most people’s experience with AI is one of fear as a result of their long-standing disempowerment and alienation from the technologies shaping their lives. Attributing disempowerment and alienation to technical aspects of AI is wrongheaded: It is the evolution of modern capitalism that has widened the gap between people and the technologies that are supposed to make their lives better. Reorienting the relationship between people and AI requires a radical-democratic politics that questions hierarchy in government and in the workplace. Technology can serve as a force for the social good only if informed citizens participate in the decisions shaping their lives in the design, development, deployment, and use of modern technology, AI included.
Chapter 4 critically examines how the ECtHR has conceptualised the technological conditions of freedom of expression in its case law. The ECtHR’s practice only superficially acknowledges differences between the various technological media, treating technology as a ‘black box’ rather than analysing in depth the interactions between the technological medium and the process of receiving and transmitting information. While this may have been unproblematic in the age of the press and broadcasting, it needs to be revised now that the Internet is the leading medium, requiring a shift in perspective from legal doctrine to the social sciences. Correspondingly, this chapter reviews two leading approaches to the relationship between technology, society and law: the media theory of law and STS. The media theory of law provides a remarkable general explanation of how the historically dominant means of information dissemination influence the law, but takes an uncritical view of the technology involved and underestimates normative social structures in the digital environment. In contrast, the strength of STS lies in its use of detailed case studies involving complex interactions between society and materiality/technology via the concept of co-production, but offers a dissatisfactory treatment of the role of law.
This introduction lays out a core argument of the book: that social movements mobilize law and legal institutions to unsettle expert consensus and alter the distribution of material resources. This chapter describes how feminist activists concerned about women and AIDS sought to reset public health practice on surveillance, diagnosis, risk, and treatment to effectuate feminist goals, including access to public health resources and welfare benefits.
How did women come to be seen as 'at-risk' for HIV? In the early years of the AIDS crisis, scientific and public health experts questioned whether women were likely to contract HIV in significant numbers and rolled out a response that effectively excluded women. Against a linear narrative of scientific discovery and progress, Risk and Resistance shows that it was the work of feminist lawyers and activists who altered the legal and public health response to the AIDS epidemic. Feminist AIDS activists and their allies took to the streets, legislatures, administrative agencies, and courts to demand the recognition of women in the HIV response. Risk and Resistance recovers a key story in feminist legal history – one of strategy, struggle, and competing feminist visions for a just and healthy society. It offers a clear and compelling vision of how social movements have the capacity to transform science in the service of legal change.

This chapter explores loss and damage knowledge politics in Antigua and Barbuda, one of the few countries with national legislation referring specifically to loss and damage. At the twenty-seventh Conference of the Parties in 2022, which achieved a breakthrough agreement to establish a loss and damage fund, the country played a critical role as chair of the Alliance of Small Island States. The chapter traces the role of international influences and national institutions in shaping national loss and damage policies, and finds that there are knowledge politics at play when it comes to loss and damage in Antigua and Barbuda. These include conflicting incentives for deepening the understanding of loss and damage: while a better understanding of future scenarios aids better development planning, it can also alarm large investors (often from the Global North) about climate risks, with this potentially leading to raising fears about stranded assets and capital flight. The chapter is based on twelve semi-structured interviews with national and international policy actors, civil servants, and non-governmental organization actors in Antigua and Barbuda, textual analysis, participant observations, and first-hand experiences of international climate negotiations under the United Nations Framework Convention on Climate Change.
The introductory chapter of “Infrastructural Gazing on Global Finance” delves into the often overlooked yet critical role of financial infrastructures in shaping socio-economic and geopolitical landscapes. Financial infrastructures, while typically operating in the background, have been thrust into public discourse due to events such as the COVID-19 pandemic and international sanctions against Russia. This chapter introduces the concept of “infrastructural gazing,” a heuristic that explores the socio-technical processes underlying financial systems, emphasizing their political and social implications. The approach links micro-level financial transactions to macro-level trends, highlighting how mundane financial infrastructures influence power dynamics, inclusion, and inequality. The chapter addresses the differing sections of the handbook, including the transformative effects of digitalization, the rise of central bank digital currencies, and disruptions posed by tech giants, illustrating how financial infrastructures both stabilize and challenge existing power structures. By moving beyond a narrow technical perspective, the volume emphasizes the socio-political stakes embedded in financial systems, and their relevance for scholars, policymakers, and citizens.
Music streaming platforms are complex socio-technical infrastructures that co-construct cultural production, distribution, and reception. Different contributions have highlighted that artists, producers, and operators may implement optimisation processes, based on their algorithmic imaginaries, to align their music to the modes of listening and categorisation imposed by algorithmic media. Drawing on thirty-nine semi-structured interviews with producers, songwriters, recording industry professionals, and listeners who are heavy users of streaming platforms, this paper reconstructs the social life of a platform-optimised song. Bridging perspectives from science and technology studies and media studies, we investigate the network of relations between human and non-human actors that contribute to the circulation of a platform-optimised song during a four-phase life cycle: creation, industry mediation, platform mediation, and reception. The findings highlight multiple forms of power asymmetries at each stage, recursive dynamics, the erosion of artistic autonomy, and the collaboration of humans and non-human agents to transform music tracks into datafied products.
'Public engagement with science' is gaining currency as the framing for outreach activities related to science. However, knowledge bearing on the topic is siloed in a variety of disciplines, and public engagement activities often are conducted without support from relevant theory or familiarity with related activities. This first Element in the Public Engagement with Science series sets the stage for the series by delineating the target of investigation, establishing the importance of cross-disciplinary collaboration and community partnerships for effective public engagement with science, examining the roles public engagement with science plays in academic institutions, and providing initial resources about the theory and practice of public engagement with science. Useful to academics who would like to conduct or study public engagement with science, but also to public engagement practitioners as a window into relevant academic knowledge and cultures. There is scientific consensus that an earthquake of a magnitude of at least 7 will soon occur on the North Anatolian Fault, which runs south of İstanbul. This earthquake would render one-fifth of İstanbul’s buildings uninhabitable, which means that approximately 200,000 buildings would be expected to suffer moderate or severe damage. As a part of preparedness for the anticipated earthquake, people in İstanbul are invited to have their buildings risk tested. This article, pivoting on cultural anthropology and science and technology studies, investigates how earthquake-proneness of buildings in İstanbul is technically and legally examined and determined. It ethnographically analyzes the risk assessments and demonstrates that the risk is enacted differently through distinctive engineering practices and legal regulations in different networks. When the two different risk assessment processes are examined in İstanbul, a building that is categorized as risky due to its earthquake vulnerability could be regarded as sturdy in the other assessment.
Why is the police role so broad in the United States today? Carceral state scholars have investigated how and why policymakers have treated so many social problems as policing problems, but they have not yet recognized the degree to which the call-for-service system has marginalized political control over police strategy. This Article traces the historical sources of this arrangement through extensive archival research into its evolution. We find that over the course of the twentieth century, the rise of new communications technologies gradually shifted the power to decide which problems are proper subjects of police attention to private individuals, eventually channeling their demands through centralized call centers that had been stripped of the authority and contextual knowledge needed to govern them in a meaningful way. That process fundamentally altered the character of public oversight over policing, elevating a distinctive set of individual interests as largely unchallenged determinants of the kinds of situations that are policeable. By illustrating how sociotechnical change unintentionally reallocated the authority to define the scope of an important institution’s mandate, this case sheds new light on the factors that shape the police role and the role the public plays in defining it.
This review essay looks at the plurality of research conducted today in the sociology of financial markets by examining a pioneering and little-known study - the PhD thesis of Ira Oscar Glick. It is indeed possible to find in this 1957 thesis some insights that are later solidified by several contemporary lines of research in the sociology of financial markets (new economic sociology, science and technology studies, gender studies, Bourdieusian sociology, ethnomethodology, the economics of conventions). This rediscovery of a key author in the history of the field may lead us to reconsider his legacy and delve into a landmark work that potentially still harbors unexplored insights capable of opening up new avenues for research.
If Derrida once praised English for the richness of the expression “to enforce the law,” in this article I return the favor and embrace the ambiguity of the French word endroit. While it means nothing more than place, I suggest one could draw from Benjamin’s work on dwelling to ponder on the meaning of being within the spaces of 19th century (counter) revolutionary internationalism. In this vein, I read Benjamin’s unfinished Arcades Project—and, in particular, its analysis of the rise of iron & glass architecture that accompanied the conquering bourgeois and the persistent aristocracy—to analyze the new built environments of the fin de siècle North Atlantic diplomacy. Despite the growing interest in the history of global governance, for historians and critical legal scholars alike, the spatial dimension of “the international” have been a largely unexplored affair. Conversely, I suggest Benjamin’s insistence on the materiality of architecture reminds us that international law’s castles were not built solely in the air. In this vein, I suggest one can trace a material history of the spaces in which revolutionary and counterrevolutionary internationalisms struggled to fashion a shell for themselves during Europe’s turbulent 19th century.
